Senior opposition figure accuses China of exploiting and cheating Cambodians

PHNOM PENH (The Cambodia Herald) -- A senior member of the opposition Cambodia National Rescue Party has accused China of exploiting and cheating Cambodians, according to the latest issue of Southeast Asia Globe.

"We appreciate America a lot," Son Chhay reportedly told the monthly magazine. "The country that has assisted Cambodia in moving forward with democracy is the US. 

"In contrast, the Chinese are quite different. We have never had a good, beneficial relationship with China. 

'THEY HAVE CUT DOWN ALL OF OUR TREES'

"China doesn’t support our economic achievements. They are just exploiting us. They are interested in our resources – look at our forests, they have cut down all of our trees – and they have cheated us on all of these loans.

"They are willing to supply loans for roads, bridges and hydro dams, but they must go through Chinese companies, who multiply the real cost so they can make huge profits." 

Son Chhay reportedly added that Cambodia "cannot afford to have China exploiting us and, at the same time, taking away our independence and our economic future."

Cambodian vendors have blockaded the Thai-Cambodian Friendship bridge near the Aranyaprathet border checkpoint in a protest against a crackdown on pirated goods by Thai authorities. They used more than 10 two-wheeled pushcarts as a barrier to block the bridge lane heading into Thailand on Monday. The protest paralysed traffic between Sa Kaeo and Banteay Meanchey province in Cambodia.
The vendors accused Thai officials of prohibiting them from selling second-hand clothes at the Rong Kruea border market in Thailand. Thai authorities denied the allegation during talks with the vendors.
The officials admitted confiscating some goods, but said this applied only to pirated goods, including bags and shoes, which were being smuggled across the border hidden in other products.
The vendors dispersed after the talks.

Living and working abroad is never easy. Crossing another country’s border is like entering a new world. Challenges await every foreign worker regardless of their nationality.
This is a story of Chan Chamrong, 23, a Cambodian man who came to Manila to work. He shared the challenges he faced and the difficulties he had to overcome.
Living alone
Chamrong is a call center staff at PCCW Teleservice, a business outsourcing provider in Manila. He said that living away from home is difficult especially because he often feels alone.
“I am the only Cambodian guy who works here. It seems like not many Cambodians want to work here (in the Philippines),” Chamrong said.
According to him, though many Cambodians choose to work in the Philippines, most of them don’t last too long because they feel lonely.
He recalled how hard it was for him during his first few days in Manila.
“I cried on the second day after talking to my family on the phone and I don’t know why. It was a strange experience when there are a lot of people sitting around me but I could not find even one of them to talk with,” he said.
Adapting
Speaking in Khmer, Chamrong talked about his living condition in Manila. He said he shared a room with a Vietnamese guy who was working in the same company. He said he couldn’t cook in his place because it was dormitory policy. Hence, he always ate out.
He also said that eating out is quite a challenge. He is mindful of what food he orders because he has to follow his Khmer diet.
Chamrong makes sure that the challenges in his living conditions doesn’t affect his work. He gets up at 5 am to walk to his office. He works from 6 am until 3 pm.
He said the training he got during his first month helped him adjust to the working conditions in his company.

Peaceful Demonstrations as Catalysts for Progress [U.S Ambassador: The United States strongly supports the right of people to protest peacefully]

Thank you all very much for reading my weekly column.  Your questions contribute to a valuable discussion about the most relevant and timely issues in Cambodia.  In keeping with current events, many of you have asked, “What is the U.S. reaction to the recent demonstration in Freedom Park?”

Last week, thousands of Cambodians rallied peacefully in Phnom Penh in support of their desire to see a credible investigation into reported irregularities with the July 28 national elections.  The Royal Government of Cambodia did a laudable job of facilitating a peaceful forum for these citizens to exercise their freedoms of expression and assembly.  I commend the leadership of the Ministry of Interior and its security personnel for their measured restraint and presence in securing the public’s safety, including that of the rally participants.  All involved in the event conducted themselves in a respectful, peaceful manner, which should serve as the model for ensuring that any future demonstrations remain constructive and non-violent.

The Cambodians who participated in last week’s rally clearly sense a shifting mood in their country in support of major reforms.  They understand that Cambodia is maturing as a democratic nation, which requires citizens to have greater confidence in the electoral process.  The United States strongly supports the right of people to protest peacefully, which provides citizens an important means to bring their concerns to the government’s attention.  Such lawful activity is a critical aspect of the democratic process, but it requires space for people to feel free to engage on important issues without fear of threats, intimidation, or violence.

The opposition Cambodian National Rescue Party (CNRP) said that they will hold a mass meditation and prayer gathering, replacing the September 7 planned nationwide demonstration protesting the alleged election irregularities.

PHNOM PENH (The Cambodia Herald) -- The opposition Cambodian National Rescue Party (CNRP) said that they will hold a mass meditation and prayer gathering, replacing the September 7 planned nationwide demonstration protesting the alleged election irregularities.

The CNRP’s decision to hold a prayer gathering instead of the mass protest was announced by their leaders Kem Sokha and Sam Rainsy at a press conference on Monday.

Speaking at the press conference, Sam Rainsy, said that the CNRP had changed its mind about the nationwide protest to avoid any chaos that may result from the demonstration.

The opposition party had previously announced that they would hold a mass demonstration on September 7th, a day before the National Election Committee (NEC) officially announces their final elections results on September 8th.

Yesterday, the CNRP gathered hundreds of their supporters at Democratic Park to rehearse the protest, meanwhile thousands of riot police practiced crowd control at Diamond Island center in the capital city of Phnom Penh.

The preliminary election results showed that Cambodian People’s Party (CPP) of Prime Minister Hun Sen won the majority vote in July’s parliamentary election, gaining 68 seats, while the opposition party had only received 55 seats in the 123 seat-parliament.

Prime Minister Hun Sen is weighing political options carefully and quietly. Political manoeuvering has been limited after his party, Cambodia People's Party (CPP), won only 68 seats while the opposition scored big time with 55 seats at the end of July. The tally remains unsettled though. If the tussle drags on, so it seems, Hun Sen's three-decade old legacy - something he works diligently to shape and nurture - could be unwavering.
The voters have already delivered a clear verdict - they wanted changes. Deep in their hearts, they know changes would come only with outside pressure and intervention. After all, Cambodia's history, especially after the end of civil war in 1991, has been all about foreign engagement, principally with the United Nations and the so-called consortium of Western funders.

Hun Sen's current dilemma is of his own creation. After dislodging Prince Norodom Rannaridh in 1997, he gradually emerged as a strong man in Cambodia without any challenger within his Cambodian People's Party and the opposition. With the country under his control since then, he turned his political ambition abroad, boasting political stability and rapid economic progress.

The past 15 years witnessed Hun Sen's rise in regional and global politics - experiences he relished. After all, he was the first ASEAN leader to raise an intra-Asean land boundary issue to the UN Security Council. Cambodia has been the most active diplomatically of all former Indochinese countries with a freer press and more independent civil society sector, albeit with constant harassment from the authorities. Prior to the dramatic reforms in Myanmar in 2011, Cambodia was the poster child among the less developed countries.

Cambodia's opposition on Monday promised violence-free protests over Prime Minister Hun Sen's disputed election victory, urging supporters to avoid unleashing "chaos" that could deepen the country's political divide.

The Cambodia National Rescue Party (CNRP) also announced legal action against election authorities for allegedly rigging the July vote to ensure the ruling party won.
The pledge to demonstrate peacefully came a day after Hun Sen's government warned foreigners to stay away from a rally planned for Saturday.
"The demonstration will still be a demonstration, but it will be conducted in the spirit of a national day of prayer -- prayer for peace, but peace in justice," opposition leader Sam Rainsy said at a news conference.
He reiterated his call to protesters not to carry knives or other weapons.
"We must not do anything that would lead to chaos," said the French-educated former banker, who was excluded from standing in the polls despite a recent pardon for criminal convictions which he maintains were politically motivated.
Thousands of riot police, armed with batons and shields, were seen practising crowd control methods on Sunday in a park in Phnom Penh.
Security forces have been deployed around the capital since the July 28 poll, in a move the opposition decried as intimidation.
The opposition said it planned to file a criminal lawsuit against election authorities over the vote, which Hun Sen's Cambodian People's Party (CPP) claimed it won with 68 seats in the lower house, against 55 for the CNRP.
"We will file a lawsuit against not only top National Election Committee (NEC) officials but also their accomplices because the work of stealing votes was systematic," said senior opposition official Kuy Bunroeun.

In a show of force, the Cambodian opposition held a rehearsal Sunday of its planned mass protest against election results while thousands of government anti-riot forces staged a training exercise on enforcing crowd control measures amid rising tensions in the capital Phnom Penh.

Several thousand supporters of the opposition Cambodia National Rescue Party (CNRP) gathered at the  Democracy Park in Phnom Penh in the first of several "training" sessions ahead of its Sept 7 protest against final election results expected a day later that could confirm that Prime Minister Hun Sen’s Cambodian People’s Party (CPP) has won in the July 28 polls.

CNRP officials gave "instructions" to supporters at the rehearsal Sunday to keep the mass protest peaceful and "to avoid any activities of violence," said deputy CNRP head Kem Sokha.

"Our rally today is a lesson for the Khmer people, politicians, civil society, and freedom advocacy groups to continue their struggle in a peaceful way in the future," he said as the party announced plans for a second rehearsal on Wednesday.

"The demonstration on Sept 7 will definitely be a success because we have all come here today to wish for peace," he said.

But the government appears not to be taking any chances.

About 2,000 riot-police personnel armed with clubs and shields gathered at the capital's Diamond Island Center for training to cope with the opposition protest.

Abandoned casts of Angkor Wat treasures come out of hiding

Forgotten and abandoned for over 70 years, casts of the art treasures at the Khmer temple complex at Angkor in Cambodia are coming out of storage to be rediscovered in a Europe that first shunned them.
The statues, reliefs and temple decorations in the style of the original ninth to 15-century monuments at the site in northern Cambodia are to be exhibited in Paris' Musee Guimet in all their splendour.
The casts made between 1870 and the late 1920s were commissioned by Frenchman Louis Delaporte (1842-1925), a member of the expedition team who "rediscovered" Angkor nearly 150 years ago.
Displayed at Paris' Indochina Museum at Trocadero until its closure in 1936, the works were passed from one storage site to another over the next seven decades, some becoming damaged in the process.
A year ago, the Musee Guimet took the pieces to a secure warehouse where they were inventoried and in certain cases restored, ready for the exhibition entitled "Birth of a Myth. Louis Delaporte and Cambodia" that opens October 16.
Some 250 works will be shown including the casts and original Khmer art plus photographs and drawings.
For several centuries the Angkor complex, now listed as a UNESCO World Heritage Site, was the centre of the powerful Khmer Empire.
Stretching over 400 square kilometres (250 square miles), the park contains remains of Khmer capitals, with the impressive 12th-century Angkor Wat temple its best-known treasure.
Delaporte's collection features reliefs of Angkor Wat with extraordinary detail that far eclipses what visitors to the original can see.

'I am a Girl', an Australian documentary focusing on the inequalities of life as a girl

Two girls from PNG and Cambodia feature in an award-winning Australian director's critically acclaimed film about the lives of girls around the world.
Rebecca Barry had wanted to make the film about the unique challenges faced by girls around the world, but it wasn't until she had faced the 2009 Pacific tsunami while in Samoa that she started working on the idea.
"It really kind of kicked me into action that I had to really focus on the important stuff and make a film about girls and why is it like this and celebrate their potential through making a film," she says.
Ms Barry's follows the lives of 6 girls, each has a different story to tell and two of the most powerful are from Cambodia and Papua New Guinea.
Ms Barry says she was drawn to PNG as it is Australia's closest neighbour.
"It's a very close plane ride and you arrive and it's this other world", she says.
The story she tells in Papua New Guinea is about Manu who is 17 and about to give birth.
Ms Barry says she chose the issue of childbirth as she was shocked by the statistics, "I think it's (PNG) the second highest mortality rate for women and girls having children or pregnancy in the Asia Pacific region."
In the film she follows Manu in the lead up to her labour and witnesses the birth of her baby boy. The film shows confronting scenes in the labour ward of Port Moresby General Hospital.
"It was like Dante's 'Inferno'. It was like an orchestra of screaming women and babies," she says.
In the busy maternity ward at POM general there are only 23 beds and 3 midwives on a good day.

PHNOM PENH, Sep 1 – The Cambodian government on Sunday warned foreigners to stay away from opposition protests against a hotly disputed election as thousands of riot police practised crowd control in the capital.
Authorities and security forces would “avoid potential clashes at all costs” said the government in a statement released ahead of expected September 7 mass opposition protests against the poll results.
“All foreigners living in the Kingdom of Cambodia should keep a reasonable distance from all protests related to the election,” the statement said.
Thousands of Cambodian police officers, armed with batons and shields, were seen learning protest control tactics early Sunday in a park in Phnom Penh.
Security forces were deployed around the capital in the aftermath of the July 28 poll, in a move the opposition has decried as intimidation.
Preliminary official results for the July 28 poll, released in August, saw incumbent strongman Hun Sen’s long-ruling Cambodian People’s Party (CPP) retain power.
But the opposition Cambodia National Rescue Party (CNRP) has rejected the tally, demanding an independent probe into its claims that the election was tarnished by massive vote-rigging.
The final results are expected to be announced by September 8.
The government statement called on Cambodians to remain calm and urged those joining the protest “not to violate or infringe the rights, freedom and dignity of other people”.
The opposition also issued a statement Sunday telling protesters not to carry knives, axes, rocks or sticks to the demonstration, adding that it would hold two rehearsals ahead of the actual demonstration.
The National Election Committee (NEC) has said Hun Sen’s CPP had won the popular vote, taking 3.2 million votes to the opposition’s 2.9 million although it is yet to reveal the share of parliamentary seats.
The Constitutional Council, the country’s top arbiter, is currently resolving complaints from the opposition.

Constitutional Council of Cambodia on Saturday ordered National Election Committee to punish eight election officials in Kratie province for irregularities in national election on July 28. However Ek Sam Ol, president of the top legislative body of Cambodia, announced the irregularities didn't impact the results of the national elections. Cambodian gov't calls on people to keep calm as opposition sets to protest

PHNOM PENH, Sept. 1, 2013 (Xinhua) -- The Cambodian government appealed to the people to stay calm and make their living as normal although the opposition announced to stage a massive protest on Sept. 7 against the results of the July 28 election in which Prime Minister Hun Sen's party won a majority of vote.
"The government would like to appeal to all compatriots to continue keeping calm and make daily living as usual at their respective localities," said a government statement released to the media on Sunday.
The statement said that participating in any protest related to the election results was the freedom of expression of every citizen; however, the exercise of this right must not violate and infringe on the rights, freedom, and dignity of other people, good tradition of society, public order and national security.
It also called on all authorities and competent armed forces at all levels to carefully implement their respective duties with high responsibility and adherence to the laws.
"In the meantime, in carrying out these duties, the authorities and competent armed forces must associate themselves to the highest standard of morality, virtue and patience and strictly observe the laws avoiding at all cost of potential clashes," the statement said.
The government also advised foreigners living in Cambodia to keep reasonable distance from all protests related to the election.
In addition, it urged the ruling Cambodian People's Party (CPP) and the opposition Cambodia National Rescue Party (CNRP), which are the only two parties that won seats in parliament during the July 28 election to exercise their utmost restraints and respect the will of the voters.
"The two parties should continue to resolve problems peacefully in accordance with the constitution and laws in force for the noble interest of the nation reflecting our solidarity, national unity and continuity of our homeland," it said.
The statement came after CNRP President Sam Rainsy on Thursday set Sept. 7 for a massive nonviolent protest against the election results if the ruling CPP of long-serving Prime Minister Hun Sen did not resume talks with his party towards the formation of a proposed independent poll irregularity probe committee.
