CNRP to negotiate with CPP over stalemate: Sam Rainsy

PHNOM PENH (The Cambodia Herald) -- The opposition Cambodia National Rescue Party (CNRP) held a news conference on Thursday before contacting the Cambodian People's Party (CPP) to come and meet at the negotiation table in order to end Cambodia's political deadlock.

In the conference held in the commune of Chak Angre, opposition party leader, Sam Rainsy, raised the topic regarding the CNRP's solution to ending the stalemate.

"The position of the CNRP is to use dialogue and arbitration to find solutions to the stalemate," CNRP leader Sam Rainsy said in the conference.

"The CNRP implements a non-violent and peaceful position, and we have no choice other than negotiations to offer our requests to the Cambodian People’s Party so they may be considered,” he said.

"Negotiations are still negotiations, and we're not negotiating over the attendance in the National Assembly session," Rainsy added.

Kem Sokha, CNRP Acting President, said that the negotiations does not mean that we are abandoning our advocacy and demands.

The CNRP has three agendas up for negotiations with the Cambodian People’s Party, such as the demand for an establishment of independent poll inquiry committee, election reforms, and the demand for some National Election Committee members to step down from their posts, Sokha said.

The CNRP will contact Interior Minister Sar Kheng today to discuss the negotiations between the two parties and the CNRP is optimistic to see the negotiations recommence, however talks have to be made face to face rather than via phone call, he added.

They've had thugs and flaming metal drums before, but residents in a land dispute with Khun Sea Import Export claim intimidation was ramped up when venomous snakes were lobbed into a house.

Early on Wednesday morning, Boeung Kak 1 commune resident Mak Seav Hour, 51, awoke to something falling.

She saw a man running from her house and then a bag containing a cobra and two vipers.

“They wanted the snakes to bite us to death,” she said.

Her neighbour, 57-year-old Sok Heng, who helped Hour’s husband chase the snakes out of the house, said one of them spat venom in his eye. “Soon after the snake spewed its poison, my eye was dim,” he said.

The Boeung Kak 1 families say even though it was dark, they know who perpetrated the snake attack, pointing to the Khun Sea Import Export Group, run by Lieutenant General Yim Leang – the son of Deputy Prime Minister Yim Chhay Ly.

The Cambodian Human Rights Action Committee and the Housing Rights Task Force back up the claim and add the company has harassed the families for days. Customers were chased from the business of one resident on Monday.

The same day, men associated with the export company allegedly threatened the families’ pets; later that night, two dogs and one cat were left dead on the families’ doorsteps.

Lieutenant General Yim Leang confirmed yesterday that he owned the land, but said he did not know of any issues with the residents.

The families’ says their troubles began last year, when the import export group claimed to own the land, according to Housing Rights Task Force legal officer Nan Ony.

“According to a [2010] document from the Council of Ministers, Prime Minister Hun Sen endorsed the land exchange at Boeung Kak 1 commune giving it to the Khun Sea company,” he said.

Four of the seven families who lived on the property refused the $15,000 compensation offered to vacate the area.

US nutrition company Herbalife to open in Phnom Penh

 

PHNOM PENH (The Cambodia Herald) -- US nutrition company Herbalife Ltd said it would open a distribution center in Phnom Penh on Friday.

"Cambodia represents further penetration in the company's Asia Pacific region," a statement said.

William Rahn, senior vice president and managing director for the region, said Herbalife was already present in 14 countries in Asia Pacific and over 85 countries worldwide. 

"Our focus is to deliver good nutrition through our products, personalized coaching and a social environment that inspires our customers to eat better, engage with each other, maintain a healthy weight and pursue a healthy active lifestyle," he said.

The statement said the Cambodian operation would be headed by Thang Bui, who has served for four years as national sales manager with Herbalife Vietnam.

Products available at the launch will include a meal shake mix, protein powder and herbal tea. "The company plans to expand its product line and will include personal care products in the near future," the statement said.

The announcement from Hong Kong Thursday came two days after Reuters reported billionaire investor William Ackman as saying that Herbalife would fail, nearly a year after predicting the company's stock price would drop to zero.

Despite the stock price being up 106 percent this year and strong earnings, "Ackman still stuck by his thesis that the company is an illegal pyramid scheme that is certain to fail," the report said.

Japan auto parts firm seeks plant in PPSEZ

Auto parts manufacturer Denso Cambodia, which has rented space in the Phnom Penh Special Economic Zone (PPSEZ) since July, will expand operations by building its own factory, according to a company representative.

Administrative manager Seng Chanthy said yesterday that the factory will cover 10 hectares and require $10 million in investment before it is slated to begin work in 2015.

“Since we started operations [in July], we have been able to produce products with acceptable quality to send to Denso in Thailand,” he said. “With the new factory [we will be able to] gradually produce other products.”

Since July, Denso Cambodia has been producing sensor components for ignition devices and shipping them back to Denso Thailand, where they are assembled into biggerautomobile parts.

Denso Cambodia is a subsidiary of Japan-based Denso Corporation, a global automotive supplier of advanced technology systems and components.

The corporation has over 200 subsidiaries worldwide and affiliates in 35 countries.

According to a company statement in January, Sojiro Tsuchiya, Denso’s executive vice president responsible for the region, said the company had decided to establish a production company in Cambodia to support the increased production of motorcycles and automobiles in the 10 countries that make up ASEAN.

“This will enhance our production needs for customers in the region,” he said.

Two Australian directors flew to Cambodia for the first time in 2011 to make a film. Their experiment, the story of a girl who flees her vicious pimp, starring unknown actors, went on to win an award at last month’s Venice Film Festival. Rosa Ellen reports.

In late 2011 Australian directors Amiel Courtin-Wilson and Michael Cody flew to Cambodia with intentions of making a feature film set in the country and starring Cambodians. Courtin-Wilson had never been to Cambodia, and neither filmmaker had much more of an idea beyond a “thematic kernel” on the subject of trauma. Otherwise there was no script, no well-meaning “portrayal” in mind and no financing. The project would be an experiment intended to see what Cambodia would deliver.

Ruin, the feature-length Khmer-language film that concluded filming in January this year, went on to win a special jury award at the prestigious Venice Film Festival and earlier this month was awarded another prize at Moscow’s 2Morrow Festival, from a jury chaired by the director of New York’s Tribeca Film Festival. Its two leads, Rous Mony and Sang Malen, signed autographs at the screening in Venice. Twenty-year-old Malen wore a sampot on the red carpet and Mony, 30, gave an emotional speech.

Ruin’s critical success has been almost as swift as the manner in which the film came together in Cambodia.

Within a month of arriving in Phnom Penh, Cody and Courtin-Wilson had pieced together a film crew of nine, a story and two main characters. Much of the legwork was done by local film production company Hanuman Productions, under the indefatigable Kulikar Sotho, who became the film’s executive producer. In a whirlwind production schedule, Kulikar took them to visit dozens of NGOs and local performers in search of local stories and screen-worthy talent. They shot the bulk of the film in 21 days – amazingly quick by Australian standards, where the average feature film is in development for between five and seven years, says Courtin-Wilson.

“For us it was really about turning [our] naivety into something authentic – letting the world dictate how much the story was informed,” he says over Skype from the Italian island of Elbe, where he headed after Venice.

At 34, Courtin-Wilson is a lauded voice in Australia’s hardworking independent film industry. He is calm and open, with a determinedly optimistic streak, and his previous film, Hail, a realist love story about a man released from prison and starring Australian non-actors, received critical acclaim and a healthy international festival circuit ride, but not commercial success.

“I think we saw upwards of 400-500 people in about six weeks. So it was a very intensive process of immersion, which was great as I’d never been to the country before. I was absolutely naive about the culture, so it was a brilliant baptism by fire.”

Out of the fire emerged a confronting, otherworldly love story. Sumptuously shot and finely detailed, the film follows Sovanna (Malen), an abused young woman who kills her vicious pimp and finds herself on the run through the indifferent streets of Phnom Penh. She is eventually helped by Phirun (Mony), also a lost soul, struggling to survive in cramped tenements with other rural immigrants, unable to keep work and prone to bursts of anger. The film becomes a road movie, with the pair inflicting violent revenge on Malen’s many abusers and seeking refuge from their shared pain in an increasingly dream-like journey into the Cambodian countryside. The road movie format – with its element of crime and episodic storyline – suited the production’s experimental style, much of which depended on input from its cast, who the directors interviewed extensively for their thoughts on the script and storyline, aided by translators.

Less than a week after the government was praised for keeping the peace during mass opposition protests in Phnom Penh, Daun Penh district security guards, in the company of police, used violence to disperse land-eviction protesters yesterday.

Memories of the peaceful protests began to fade as security officials armed with batons clashed with villagers outside City Hall, where about 200 people blocked traffic on Monivong Boulevard.

This followed an earlier clash with police as protesters gathered outside the Peace Palace on Russian Boulevard.

Three villagers, including a 14-year-old girl, were injured in the clashes, while a 34-year-old man – believed to have no connection to the protesters – was arrested after a confrontation with authorities and later released.

The protesters from five communities, including Borei Keila and Boeung Kak, were demanding that Phnom Penh Governor Pa Socheatvong honour a promise he made soon after assuming the job in May to resolve long-running land disputes.

Just last week, he told Boeung Kak protesters that 32 land titles were to be awarded in short order once land was demarcated.

“We’ve just come to demand he follows through on his promises – or has he lied?” asked Hor Chenda, 32, from Borei Keila. “He should come meet us, not use violence against us.”

Following the clashes, municipal authorities allowed 10 representatives to negotiate with Socheatvong.

Chan Soveth, senior investigator for rights group Adhoc, said the governor advised the representatives to stop protesting while City Hall worked to resolve their land disputes.

In a statement yesterday, Adhoc called for the security guards involved in the violence to be punished.

“Daun Penh district security cannot continue to commit violence against civilians and should be disciplined for such acts as they currently act as little more than hired thugs,” the NGO said.

City Hall spokesman Long Dimanche urged protesters to be patient “because we have only one man working on the [case]”.
