Election monitors yesterday accused Prime Minister Hun Sen of using strong-arm tactics after he threatened to scrap an electoral reform law if it wasn’t finalised – complete with a divisive new provision of his own suggestion – by the end of the month.
In a speech concluding an annual conference at the Ministry of Interior on Wednesday, Hun Sen called on the electoral reform working group to include a provision that would force parties to forfeit their seats if they refused to enter parliament due to a dispute over election results, as the opposition did after the 2013 elections.
If the new draft law didn’t include such a clause, and if it wasn’t completed by Saturday, Hun Sen continued, then the disputed provisions would go to a general session of parliament for a straight up or down vote, which his party would win handily.
Koul Panha, executive director of election watchdog Comfrel, said yesterday that the premier’s stance was antithetical to the entire point of electoral reform.
“The ruling party cannot take electoral reform as its personal interest. If he keeps doing more like this, there will be no full legality [to elections] and elections will still have problems,” Panha said. “If [the Cambodian People’s Party] wants to take a win by itself, go ahead, but then the elections will be meaningless.”

Prime Minister Hun Sen yesterday used the opening of a major international conference in Phnom Penh to publicly confront former Australian foreign minister and Paris Peace Agreements architect Gareth Evans over why he had attacked him in a scathing article last year.
Evans, once called the “father of Cambodia” by senior Cambodian People’s Party lawmaker Chheang Vun, was seated awkwardly behind the premier on stage as he delivered the opening keynote address for a two-day conference on the Responsibility to Protect doctrine at the Sofitel Phokeethra hotel.
Turning and directly facing Evans in front of numerous diplomats, dignitaries and foreign scholars, including Australian Ambassador Alison Burrows, Hun Sen pointedly asked why Evans no longer wanted to be friends, to his obvious discomfort and the crowd’s surprise.
“I don’t know what disease you had [or] why you criticised me last year. I don’t know whether you really said it or the media published it wrongly, [because] we are longtime friends”, the premier said, referring to an opinion piece Evans wrote last February that said the government had been getting away with murder. Hun Sen then reflected on the time that he and Evans had spent working together in the years leading up to the 1991 Paris Accords that laid the foundations for the UN-sponsored elections in 1993.
He took a dig at Evans and the international community for their reluctance to explicitly refer to preventing the return of the Khmer Rouge in the wording of the text. “Why did [Evans] dare not to speak about the trials of the Khmer Rouge at that time? What was the world afraid of? What were the five big countries afraid of?”
The agreements, which were signed by all the warring Cambodian factions, including the radical communists, instead referred to Khmer Rouge atrocities as the “policies and practices of the past”.
“I just have a feeling that it is inappropriate for Gareth Evans to criticise me. We have had many memories of working together … you and me were partners in negotiations,” Hun Sen continued, recalling late-night negotiations at the Jakarta Informal Meetings in the late 1980s.
“We ate rice in Sydney. You drove a car by yourself; my wife and I were in a car by ourselves,” he said. “We have been friendly together. But [now] you don’t want to be friends anymore?”

CPP, CNRP set up a working group to draft rent law

PHNOM PENH (The Cambodia Herald) – The Cambodian People's Party and Cambodia National Rescue Party (CNRP) have set up a joint working group to draft rent control law, a senior opposition official said Saturday.
"The National Assembly members from the CPP and the CNRP have set up a joint working group to draft a long-waiting rent control law," Sam Rainsy said in his Facebook page. 
According to a letter posted by him, the group working on the task will be led by Pen Panha, chairman of the National Assembly's commission on legislation and justice from CPP, and Ou Chanrith, vice chairman of the same commission, and six other members. 
The agreement was signed by Sam Rainsy and Sar Kheng, leaders of Members of Parliament from CNRP and CPP, respectively.
The working group has been set up after Prime Minister Hun Sen and Sam Rainsy agreed early this month to create a law to prevent landlords from raising rent to avoid being complained by workers and citizens.
"We have to have a law to protect both sides [landlord and tenant], and we agreed on this issue, so I told Sam Rainsy and Sar Kheng to make contact with each other to draft this law," Hun Sen said during a graduation ceremony on 10 Feb. 2015. 

CPF boosting regional position, targets key player in Cambodia

CHAROEN POKPHAND FOODS (CPF) aims to enhance its position as a leading agricultural-industry operator in Asean by acquiring the remaining shares of a major business in Cambodia in which it currently has a 25-per-cent stake.

The company will ask shareholders at its annual general meeting on April 22 to approve the increase of its shareholding in CP Cambodia to 100 per cent, and to approve a dividend payment of Bt0.45 per share for CPF.

The board has approved the proposed acquisition of 75 per cent of CP Cambodia at a cost of Bt2.8 billion, the food giant said yesterday.

After completion of the transaction, CP Cambodia will become an indirect wholly owned subsidiary of CPF.

The board considers the transaction to be beneficial to CPF as Cambodia's agro-industrial and food business has strong growth potential. In addition, CP Cambodia has an expansion plan to become a more integrated player in Cambodia.

Adirek Sripratak, CPF president and chief executive officer, said CP Cambodia was already a leading player in Cambodian agribusiness.

Deported to Cambodia, Former Gang Member Gets A Second Chance

PHNOM PENH, Cambodia - When Tuy Sobil was deported to Cambodia from the U.S., it was the first time he had ever stepped foot in the Southeast Asian country.
Born in a Thai refugee camp as his parents escaped the communist Khmer Rouge, and raised in Long Beach, California - home to the largest Cambodian community in the U.S. - Sobil joined a gang and later spent years in and out of prison for various crimes and violations.
Once in Cambodia, though, Sobil, who goes by the name KK, decided to turn his life around by starting a non-profit organization teaching kids living in poverty how to breakdance.
"I grew up being from a gang, but at the same time, I don't regret nothing," said the 37-year-old. "All I want is to help another person. To give another person a hand is, like, the best thing in life. We didn't have that hand."
Sobil gang and criminal activity growing up in California got him deported back to Cambodia - a country he never even knew. He decided to turn his life around, and find a way to give back.

Sobil recalls watching his parents and other Cambodians struggle to survive and adapt to their new home in America. Many earned a living in any way possible, whether through odd jobs or scouring the streets for pop cans to recycle for change.
"They don't have time to try to learn English. They have to find a way to make money to feed their kids. It was anything they could do," he said.
At age 8, Sobil learned to breakdance, but he later joined a gang as a way to protect himself and his family, he said. At 18, he was convicted of armed robbery, and soon found himself in and out of the prison system for parole and immigration violations.

By the time immigration officials deported him to Cambodia in 2004, Sobil said he couldn't wait to leave the U.S. Though thousands of refugees from Vietnam and Cambodia were allowed into the U.S. in the 1970s and 1980s under special status, a treaty was signed between the U.S. and Cambodia in 2002 allowing for the deportation of Cambodians from America. Nearly 400 men and women were deported from America to Cambodia in the first decade, according to the Returnee Integration Support Center, a nonprofit organization that helps deported Cambodian-Americans acclimate to their new life. In Fiscal Year 2014, 75 people were deported from the U.S. to Cambodia, according to federal statistics.

(Reuters) - China is building some "fairly amazing submarines" and now has more diesel- and nuclear-powered vessels than the United States, a top U.S. Navy admiral told U.S. lawmakers on Wednesday, although he said their quality was inferior.
Vice Admiral Joseph Mulloy, deputy chief of naval operations for capabilities and resources, told the House Armed Services Committee's seapower subcommittee that China was also expanding the geographic areas of operation for its submarines, and their length of deployment.

PHNOM PENH (The Cambodia Herald) -- Prime Minister Hun Sen on Wednesday said he wanted to have a law that stated that any political parties that don't join the first session in the parliament convened by the King after general election, it means that those parties give up their seats. 

His comment came after working groups of Cambodian People's Party (CPP) and Cambodia National Rescue Party (CNRP) plan to meet this Friday to resume election law talks which will be finalized by top leaders of the two parties the following day. 
"I would ask H.E Sar Kheng [Interior Minister] to lead a meeting to ensure that there will not be parliamentary boycott after election, so the election law which will be implemented in the future should state that if elected Members of Parliament of any political parties will not join the session convened by King, their seats will be seized," he said during closing ceremony of the annual meeting of Ministry of Interior. 
"If they don't join [parliamentary session], National Election Committee can share their seats to other political parties. It's easy to finish everything" he said.

Cambodia's strongman Prime Minister warned that prosecuting more Khmer Rouge suspects in the country's UN-backed genocide court could ignite a civil war.

Hun Sen, himself a former low-level commander in the brutal communist regime, said the prosecution of officials "almost goes too far" and could start a new conflict in his country.
The Khmer Rouge massacred up to two million of its own people in the late 1970s. So far only three people have been convicted by the court.
Prosecutors are currently investigating two possible new cases against several lower-ranking cadres, a move which is strongly opposed by Hun Sen, who marked three decades in power last month.
"The expansion of the scope (for more cases) almost makes people return to the jungle," Hun Sen said during remarks at a conference in the capital Phnom Penh.
"If war reoccurs, how many people would die?" he asked, adding that "the value of peace, the value of lives" must be considered above seeking justice.

Prime Minister Hun Sen used the opening of a major international conference in Phnom Penh on Thursday morning to publicly question why former Australian Foreign Minister and Paris Peace Agreements architect Gareth Evans had attacked him in a scathing article last year.
Evans, once called the “father of Cambodia” by a senior CPP lawmaker, was seated awkwardly behind the premier on stage as he delivered the opening keynote address for a two-day Responsibility to Protect (R2P) conference at the Sofitel Phokeethra hotel.
Turning and directly facing Evans in front of numerous diplomats, dignitaries and scholars, including Australian Ambassador Alison Burrows, Hun Sen asked why his former ally no longer wanted to be friends.
“I just wonder…why, my friend, did you criticise me last year as reported in the newspapers?” he asked to Evans’ obvious discomfort, before complaining about the international community’s reluctance to explicitly refer to preventing the return of the Khmer Rouge in the Paris Peace Agreements.
“I remember the memories of working together,” Hun Sen continued, recalling driving around with Evans in Sydney and late night negotiations in Jakarta in the lead-up to the 1991 accords.
“We have been friendly together. But [now] you don’t want to be friends anymore?” he asked.
“I don’t deserve Gareth Evans’ criticism because I’m thinking about the memories of working together for so long.”
The premier then tried to lighten the mood by adding he was “just joking” but curtly added that “for some of it…I’m not joking, it’s real.”

Dam foes ‘stay strong’

Supporters of deported environmentalist Alex Gonzalez-Davidson yesterday lamented the Spaniard’s departure while pledging to continue to resist the planned Stung Cheay Areng hydropower dam.
Gonzalez-Davidson had long opposed the dam’s construction and had drawn the ire of the authorities by galvanising local opposition. He was deported on Monday evening after being detained with fellow Mother Nature co-founder San Mala in central Phnom Penh.
Hoeung Pov, 32, a headman in the Areng community, said life would prove more difficult now that Gonzalez-Davidson had been forced to leave the country, as he had been a much-needed source of information.
“We don’t get much information about the outside world,” he said. “At first, Alex learned from us about our lives here, but then he showed us the importance of nature and natural resources. Since then, we started to love nature even more.
“Alex was a connection for us with the outside world, to help us spread information and receive information. We’re sad that he has left, but we’re also determined to stay strong to oppose the plans for building the dam,” he added.
Pov and other villagers said they believe the motive for Khmer-speaking Gonzalez-Davidson’s deportation was his ability to act as a conduit between the villagers, activists, government and media.
“I think the government was concerned that Alex had more knowledge [than us] and connected us to people in other countries to help us fight them.”

The battle to save a valley

On Tuesday, Prime Minister Hun Sen for the first time publicly said the Cheay Areng dam, which would flood about 9,500 hectares and displace more than 1,300 ethnic minority Chorng people, would not be built under this government, a position he had reportedly earlier voiced to opposition leader Sam Rainsy.

Tensions in the upper echelons of the royalist Funcinpec party edged ever closer to boiling over yesterday with Nhek Bun Chhay – long one of the party’s most influential figures – accusing newly returned president Prince Norodom Ranariddh of dismantling the party’s leadership and stacking it with loyalists.
While avowing that he was not against Ranariddh, second deputy president Bun Chhay said yesterday that the Prince’s alleged decision to disband the party’s central and permanent committees and replace them almost entirely with his own allies ran counter to the principle of reunification under which Ranariddh was invited back to Funcinpec after his ouster in 2006.
“I and [first deputy president] Princess [Norodom] Arun Rasmey have invited Samdech Krom Preah [Ranariddh] back to reunite royalist Sihanoukists, but when the prince came, [his] arrangement of the party is contrary to that aim,” Nhek Bun Chhay said.
The purported reshuffling, he added, had been carried out without consulting him and Arun Rasmey, and had alienated provincial party leaders.
“This is the reason that’s causing problems. Most of them do not accept it,” Bun Chhay said. “Reuniting is making additions; it is not making subtractions.”
In a letter issued on Monday, Ranariddh called on Bun Chhay and Arun Rasmey to stop their opposition, and to join forces to bring the weakened Funcinpec back to national relevance.

PHNOM PENH (Xinhua) -- American TV reality game show Survivor, which premiered its 30th season Wednesday night in the United States, will begin shooting its next two seasons in Cambodia's tropical island resort of Koh Rong, Cambodian officials said Thursday.
The show, derived from the Swedish television series Expedition Robinson, debuted in 2000.
It maroons a group of strangers at an isolated location where they must fend for themselves, finding food, water and shelter while competing in challenges, with 1 million U.S. dollars awarded to the last person standing.
"The U.S. show Survivor will begin filming in March at Koh Rong Island off the coast of Preah Sihanouk province and currently, their crews have been preparing scenes and installing equipment on the island," Preah Sihanouk provincial governor Chhit Sokhon told Xinhua via telephone, adding that the shooting will run until July.
With recent seasons topping 13 million viewers, the governor said Survivor filming in Cambodia will greatly help attract foreign tourists to Cambodia's coastal areas.
The American version of Survivor has been shot at many locations around the world since the first season, usually favoring warm and tropical climates. The current series is being filmed in San Juan del Sur, Nicaragua.

Move comes a day after the controversial deportation of a Spanish anti-dam activist.

The construction of a controversial, Chinese-backed mega-dam in southwestern Cambodia will not start until at least 2018, Prime Minister Hun Sen said Tuesday in a bid to stem growing opposition to the project according to The Associated Press.
“From now until 2018, there will be no permission to build (the dam),” said Hun Sen, whose mandate as prime minister ends in 2018. “Now I beg you to stop talking about it.”
While reports had surfaced before about the project’s suspension, Hun Sen’s statement provides public confirmation that no decision will be made on whether to proceed with the project until 2018, when the country is scheduled to hold its next national election.
Hun Sen’s comments came a day after Spanish activist Alex Gonzalez-Davidson, who had campaigned against the Chinese-backed Chhay Areng hydropower dam in Koh Kong province, was deported following the government’s refusal to renew his visa. The decision marked the first time a foreign NGO worker was prevented from entering the country in a decade.
Gonzalez-Davidson, the co-founder of the NGO Mother Nature, is a fierce critic of the project, which has also sparked concerns among the country’s opposition and local environmental organizations. Activists have warned that the 108-megawatt, $400 million dam project, which is to be built by China’s Sinohydro Corporation, would destroy one of Southeast Asia’s last great wilderness areas by clearing protected forest areas, displacing thousands of people, and threatening the breeding sites of dozens of endangered species.
