អាជ្ញាធរឃុំជាំ ស្រុកមេមត់ ខេត្តត្បូងឃ្មុំ នៅព្រឹកថ្ងៃទី២៩ ឧសភា ស្នើឲ្យអាជ្ញាធរស្រុក ចាត់វិធានការចំពោះការចាប់ឃាត់ខ្លួនពលរដ្ឋខ្មែរពីសំណាក់អាជ្ញាធរវៀតណាម ជុំវិញបញ្ហាដីធ្លីនៅតំបន់ជម្លោះ។ សំណើនេះ ធ្វើឡើងតាមរយៈលិខិតរបស់អាជ្ញាធរឃុំជាំ ផ្ញើទៅអភិបាលស្រុក។

លិខិតមួយច្បាប់ដែលបញ្ជូនទៅអភិបាលស្រុកមេមត់ នៅព្រឹកថ្ងៃទី២៩ ឧសភា ហៅសកម្មភាពរបស់អាជ្ញាធរវៀតណាម ដែលចាប់ឃាត់ខ្លួនពលរដ្ឋម្នាក់ ថាជាការរំលោភបំពានលើពលរដ្ឋខ្មែរនៅភូមិជើង ឃុំជាំ។

ក្នុងលិខិតបានរៀបរាប់ថា នៅរសៀលថ្ងៃទី២៧ ឧសភា មានអាជ្ញាធរវៀតណាម ចំនួន ៨នាក់ ប្រដាប់ដោយអាវុធមួយដើម ចូលចាប់ពលរដ្ឋខ្មែរម្នាក់ឈ្មោះ ងឹត ខេង និងម៉ូតូ ១គ្រឿង ខណៈពលរដ្ឋរូបនោះបានចូលទៅធ្វើចម្ការដំឡូងមីរបស់ខ្លួនជាប្រចាំដូចសព្វដង នៅចំណុចជាំប្រាំល្វែង ស្ថិតនៅភូមិជើង។ លិខិតបន្តថា អាជ្ញាធរវៀតណាម ទាំងនោះចាប់ពលរដ្ឋខ្មែរយកទៅប៉ុស្តិ៍ព្រំដែនរបស់ពួកគេអស់រយៈពេលប្រមាណ ៣ម៉ោង ទើបបញ្ជូនមកវិញ ក្រោយពេលមានកិច្ចអន្តរាគមន៍ពីសមត្ថកិច្ចព្រំដែនកម្ពុជា។

មន្ត្រីជាន់ខ្ពស់រដ្ឋាភិបាល បានលើកឡើងថា វាហួសពេលហើយដែលសង្គមស៊ីវិលស្នើរដ្ឋាភិបាល ទុកពេលពិភាក្សាជុំវិញសេចក្តីព្រាងច្បាប់ស្ដីពីសមាគម និងអង្គការសង្គមស៊ីវិល ព្រោះដំណាក់កាលនេះ រដ្ឋាភិបាលកំពុងបោះជំហានទៅមុខ នឹងអាចឈានទៅរកការអនុម័តច្បាប់នាពេលឆាប់ៗ។

មន្ត្រីជាន់ខ្ពស់រដ្ឋាភិបាលរូបនេះ ស្នើឲ្យសង្គមស៊ីវិលលើកយកចំណុចខ្វះខាតជុំវិញច្បាប់នេះ ដាក់ជូនសភាដើម្បីពិភាក្សាដេញដោលបន្ថែមទៀត។

តំណាងអ្នកភូមិ លោក សេវ ស្វាន មានប្រសាសន៍បញ្ជាក់ថា នៅតំបន់ព្រំដែនប្រទាញប្រទង់រវាងកម្ពុជា និងវៀតណាម នៅចន្លោះប៉ុស្តិ៍ការពារព្រំដែនភូមិឡំ និងប៉ុស្តិ៍ភ្នំក្រហម ពលរដ្ឋវៀតណាម កំពុងត្រៀមដាំដើមកាហ្វេក្បែរស្រះដែលពួកគេជីកក្នុងតំបន់ស ហេតុនេះអ្នកភូមិបារម្ភថា បើគ្មានការត្រួតពិនិត្យទេ យុទ្ធសាស្ត្រពង្រីកទឹកដីរបស់ពលរដ្ឋវៀតណាម នឹងធ្វើឲ្យបាត់បង់ដីខ្មែរនៅតំបន់នោះ៖ «គេពង្រីកមកដល់ច្រប់ គេកាប់ដាំកាហ្វេកន្លែងហ្នឹង គេដាំកាហ្វេហើយគេយកដីហ្នឹងសង្ស័យដីគេហើយ។ ព្រួយបារម្ភហ្នឹងហើយ យូរៗគេថាដីគេ»។

កាលពីដើមសប្ដាហ៍ តម្រួតព្រំដែនខ្មែរនៅស្រុកអូរយ៉ាដាវ មានការភ្ញាក់ផ្អើលបន្ទាប់ពីដើរល្បាតតាមបន្ទាត់ព្រំដែន ហើយប្រទះឃើញស្រះទឹកធំៗ យ៉ាងហោចណាស់ ៥ ត្រូវបានភាគីវៀតណាម ជីករួចស្រេចនៅលើចំណុចសដែលភាគីប្រទេសទាំងពីឯកភាពគ្នាចាត់ទុកជាតំបន់ហាមប៉ះពាល់។

ស្នងការរងប៉ូលិសខេត្តរតនគិរី ទទួលបន្ទុកកិច្ចការព្រំដែន លោក ហេង រតនា មានប្រសាសន៍បញ្ជាក់ថា បន្ទាប់ពីមានការរំលោភនេះតម្រួតព្រំដែនត្រូវបានចាត់ឲ្យល្បាតនៅតំបន់នោះជាប្រចាំមិនឲ្យកើតមានព្រឹត្តិការណ៍រំលោភថ្មីទៀតបានទេ។

លោកថា តម្រួតព្រំដែនខ្មែរនៅចំណុចមានទំនាស់បានជួបប្រជុំនឹងតម្រួតព្រំដែនវៀតណាម រួចហើយ ដើម្បីផ្ដល់ព័ត៌មានការរំលោភនេះ។ ចំណែកភាគីវៀតណាម អះអាងថា នឹងធ្វើរបាយការណ៍ជូនថ្នាក់លើរបស់ពួកគេដោះស្រាយ៖ «ប៉ុស្តិ៍នេះនិងប៉ុស្តិ៍ភ្នំក្រហម គឺសហការគ្នាល្បាតឃើញស្អីដកហ្នឹង អត់ឲ្យប៉ះពាល់ទៀតទេ។ ទៅប្រជុំខាងប៉ុស្តិ៍វៀតណាម ដែលគេកាន់ការនៅហ្នឹងផ្ទាល់ហើយ ឥឡូវរង់ចាំបទបញ្ជាថ្នាក់លើគាត់ឲ្យដោះស្រាយ ក៏ប៉ុន្តែធ្វើបន្ត គឺការពារដាច់ខាត»។

ដូចគ្នានេះដែរ អ្នកនាំពាក្យ និងជាអភិបាលរងខេត្តរតនគិរី លោក ញ៉ែម សំអឿន មានប្រសាសន៍ថា អាជ្ញាធរខេត្តបានធ្វើរបាយការណ៍ជូនក្រសួងមហាផ្ទៃ និងគណៈកម្មការចម្រុះទទួលបន្ទុកកិច្ចការព្រំដែនរួចហើយ។

លោកថា ក្រុមការងារថ្នាក់ជាតិនឹងចុះមកពិនិត្យស្ថានភាពជាក់ស្ដែងនៅកន្លែងកើតហេតុ ហើយទំនងកំណត់ការទូតមួយនឹងត្រូវធ្វើឡើងរួមជាមួយការទាមទារឲ្យភាគីវៀតណាម លុបស្រះនោះវិញ៖ «វរៈព្រំដែនគេបានហាមឃាត់ហើយ លោកឧបនាយករដ្ឋមន្ត្រីនៅក្រសួងមហាផ្ទៃ នឹងពិភាក្សាខាងវៀតណាម ហើយចុះត្រួតពិនិត្យទីតាំងហ្នុង ហើយមានបំណងឲ្យលុបស្រះហ្នឹងវិញ។ ទទួលដំណឹងរង់ចាំតែពេលវេលា មិនយូរទេ»។

ទោះជាយ៉ាងនេះក្តី មន្ត្រីសម្របសម្រួលសមាគមការពារសិទ្ធិមនុស្សអាដហុក (ADHOC) លោក ឆាយ ធី ចាត់ទុកផែនការជីកស្រះ និងដាំកាហ្វេនៅតំបន់ហាមឃាត់របស់ភាគីវៀតណាម ថាជាចលនាទន្ទ្រានកាន់កាប់ដីនៅតំបន់ព្រំដែន។ លោកកត់សំគាល់ថា កន្លងទៅនេះ តំបន់សហាមឃាត់ដែលមិនទាន់មានការបោះបង្គោលព្រំដែននៅឡើយ ភាគីវៀតណាម បានរំលោភបំពានជាញឹកញាប់៖ «ជាការព្រួយបារម្ភ។ យើងគិតថា វៀតណាមមកជីកស្រះនៅពេលនេះជាយុទ្ធសាស្ត្រមួយក្នុងការរំលោភចូលមកទឹកដីខ្មែរ។ បើមិនមានវិធានការជាក់លាក់ពីរដ្ឋាភិបាល ព្រំដែនយើងប្រឈមនឹងការបាត់បង់នៅថ្ងៃអនាគត»។

Cambodia National Rescue Party lawmaker Men Sothavarin was a no-show in court yesterday, the latest instance of a party member citing a busy work schedule in spite of a summons over a violent political protest in July of last year.

Speaking by phone from his provincial constituency in Kampong Thom, Sothavarin said that in addition to fulfilling his duties as a lawmaker, he is baffled as to why he was even summonsed in the first place.

“How does the [court] summons a lawmaker to answer [questions]?” he said. “I keep answering the questions in the same way since the time I was arrested. This case is politically motivated, and must end through the culture of dialogue.”

He added that he will not appear in court as long his parliamentary immunity remains intact.

Yesterday, his lawyer Sam Sokong took the reigns. He confirmed that he appeared in court, telling presiding judge Keo Mony that his client was working and therefore could not make an appearance.

CNRP spokesman Yim Sovann said party leaders want the cases to be dropped. “We will try to end the problems that remain,” he said. “It is the right [of lawmakers] to not answer.”

Sothavarin is among seven CNRP lawmakers charged with inciting an “insurrection” on July 15 of last year, following a demonstration that turned violent in the aftermath of the disputed 2013 general election.

Bretton G Sciaroni was a remnant of the scandal Iran Contra and was scattered and landed in Cambodia. He has been pro-CPP and has privately defended Hun Sen's regime ever since.

He once said that if the opposition come to power they haven't got a clue what to do. From what I gathered he is the least interested in democracy in Cambodia because hun sen's regime has served him well to defend the indefensible in a just legal system.

It is pathetic of him to write to justify the ACU law which to decent people that ACU is just a joke and it is not even funny.

The senior Australian military official in charge of coordinating the resettlement deal with Cambodia visited Phnom Penh late last week to finalise arrangements for the transfer of four refugees to the Kingdom, he told a Senate committee this week.

Major General Andrew Bottrell, commander of the Joint Agency Task Force for Operation Sovereign Borders and the “tactical and operational liaison with the government of Cambodia”, told Australia’s legal and constitutional affairs committee on Monday that a final date for their arrival had not yet been set.

“I cannot give you a final date, because we have not finalised that with the government of Cambodia,” he said, according to an official record of the proceedings.

“I returned from Cambodia at the end of last week. We continue to work very closely with the government of Cambodia to finalise the arrangements for the final movement of those four.”

Four refugees – an ethnic Rohingya from Myanmar and three Iranians – were secretly flown from the Pacific island of Nauru to Darwin in Australia’s Northern Territory in early May and have been housed in an immigration facility near the airport ever since, awaiting approval for a flight to Cambodia.

The Ministry of Commerce is ramping up its efforts to stamp out “unethical” rice exporters mixing their produce with rice from neighbouring countries, as the European Union becomes increasingly concerned about rice tampering.

In an open letter issued on May 11 the ministry said it will stop issuing Certificates of Origin to exporters found to be using non-Cambodian rice, as this could lead to the European Union withdrawing its duty-free trade preferences that Cambodia enjoys under the Everything But Arms agreement.

“Recently, the EU has increased monitoring of rice imports to investigate the origins of rice imported, with the aim to pause or ban the import of rice without clear origins,” the letter reads.

The Ministry of Commerce (MoC) urged the president of Cambodia Rice Federation (CRF), rice exporters and millers to strictly comply with the code of conduct on rice exports to the EU agreed upon last year.

“MOC will have a group of inspectors who will launch surprise inspections in rice exporting companies and rice millers to investigate the issue,” the letter added.

The code of conduct was created to ensure that rice exported from Cambodia was actually grown in Cambodia and not mixed with Vietnamese rice, after Oryza, an industry publication, reported the EU raising concerns last year.

The EU Ambassador to Cambodia Jean-Francois Cautain said yesterday that the EU had become increasingly concerned recently and that ensuring the Kingdom’s rice exports were 100 per cent homegrown was the responsibility of the Cambodian

authorities.

“Indeed, as for any other product exported to the EU under EBA, were the rule of origin not respected, it may lead to an investigation by the EU,” he said in an email.

If Cambodia doesn’t want the Montagnards to come, then Hun Sen needs to go to Hanoi and persuade the leaders there to change the abusive way they are treating the Montagnards.

The number of Montagnard asylum seekers from Vietnam awaiting processing in Phnom Penh has jumped dramatically, with 67 now stuck in limbo, according to the United Nations.

Vivian Tan, a spokeswoman for the UN refugee agency (UNHCR), said that 22 more ethnic Jarai Montagnards from Vietnam’s Central Highlands have arrived in the capital in the past two weeks, having fled alleged religious and political persecution.

But the asylum seekers – some of whom arrived in January – have been left in limbo, with the Interior Ministry’s refugee department apparently refusing to process their claims.

“We have alerted the authorities on these arrivals and received no explanation on the delay in registration,” Tan said yesterday.

She added that UNHCR was unable to provide details about the new asylum seekers.

Khun Sambou, deputy head of the ministry’s General Department of Immigration, declined to comment yesterday.

Other government officials could not be reached.

Since October, well over 100 Christian Montagnards have travelled to Cambodia seeking refuge from alleged abuses.

A provincial and a district governor will not appear before two National Assembly committees probing possible corruption in land disputes, after Interior Minister Sar Kheng declared their summonsing a violation of protocol.

Earlier this month, the Assembly’s First and 10th committees sent formal letters to Kratie Governor Sar Chamrong and Bun Pheng, governor of Kandal’s Lvea Em district, respectively, asking that they appear to answer questions regarding corruption in local authorities’ handling of land disputes.

But neither body has the authority to do so, Sar Kheng said Tuesday in letters to each committee.

“As informed, municipal, provincial or district governors have no responsibility to appear before the National Assembly,” Kheng wrote, citing Article 121 of the constitution, which he said exempted provincial-level authorities from direct summonsing by parliament.

Kheng could not be reached yesterday.

A Taiwanese trade representative has reiterated the need to set up a trade office in Cambodia, but the government said yesterday that its stance on the one-China policy remains intact and a Taiwanese-representative office is not allowed in the Kingdom.

John Tang, director of the Taiwan Trade Center in Vietnam, said a trade office would increase investor confidence in Taiwan, thereby encouraging them to invest in Cambodia, which is not related to the Taiwanese government’s ongoing dispute with China.

“But this is a terrible misunderstanding between the Cambodian government and us,” said Tang. “Our mission is to increase trade between Cambodia and Taiwan. Nothing to do with politics.”

Tang was speaking on the sidelines of a trade delegation meeting from Taiwan, comprising 60 businesses and jointly hosted by the Cambodia Chamber of Commerce, which is looking to expand business interests in the Kingdom beyond the $750 million trade achieved with Taiwan last year.

According to the Taiwanese media, the Taiwan External Trade Development Council (TAITRA) announced the opening of an office in Phnom Penh last July to facilitate business interactions with Cambodia. But the proposal was nixed by Prime Minister Hun Sen, who said Taiwan was only a province of China and that no representative office from there would be allowed in the Kingdom.

UN to honor the three-fallen Cambodian peacekeepers

PHNOM PENH (The Cambodia Herald) – Three-fallen Cambodian of 126 fallen peacekeepers who lost their lives last year in their peace operation will be honor tomorrow on the International Day of United Nations Peacekeeper, said UN’s press release

The commemorative activities will be held at United Nations Headquarters in New York, and at peacekeeping operations and offices around the world, it added.

They were military, police and civilians who lost their lives in 2014 while serving with the United Nations as a result of hostile acts, accidents and disease. The three- fallen Cambodia are Chan SAMKUN, Nol NY, and Sereyvatana MEAK who all served with the United Nations Multidimensional Integrated Stabilization Mission in Mali.

Since 2006, Cambodia has dispatched a total of 2,816 Blue-Helmet Troops to UN peacekeeping mission in seven countries such as Sudan, South Sudan, Central African Republic, Chad, Syria Lebanon, and Mali.

Something doesn’t look right with a refugee deal between the two countries.

Last September, Cambodian Minister of Interior Sar Kheng and Australian Immigration Minister Scott Morrison clinked their champagne glasses after a meeting in Phnom Penh. The toast was to an pact between the two countries in which Cambodia agreed to shelter refugees coming from an Australian-run refugee center on the island state of Nauru.

In an effort to stem the influx of refugees to Australia, the country has taken a series of steps, including launching a controversial “No way. You will not make Australia home” campaign. In this deal, refugees still make it from detention on Nauru island to shore, but — as promised — they aren’t making Australia home. Instead, they are to be resettled in Cambodia.

Not everyone took part in the celebrations, though. The agreement has been widely criticized by a number of experts claiming that Cambodia will not be able to take proper care of the incoming refugees. Both local and international NGOs have cried foul, and even UN High Commissioner for Refugees António Guterres has stated that it is “crucial that countries do not shift their refugee responsibilities elsewhere” with reference to the agreement.

Nevertheless, in September the Australian government went ahead and paid Cambodia $31 million to accept the refugees. This week, despite the lack of progress in carrying out the agreement, Australia forked out an additional $12 million on top of the original amount. But human rights concerns aside — where are the supposed resettlers from Nauru?

Although both sides had agreed that just four or five refugees would initially be involved, it was never clear exactly when the transfer was going to take place. The Australian government has done a fair bit of groundwork to convince the Nauru residents to take the offer and go to Cambodia, including distributing an official video promising “a fast-paced and vibrant country with a stable economy and varied employment opportunities.” While the video was mocked for painting a very rosy picture of Cambodia, four refugees still took the deal and agreed to go to Cambodia. So far, so good. In April, there were widespread reports that the refugees were going to land at any moment now.

But they didn’t.

On May 12 The Sydney Morning Herald reported that the four refugees allegedly were transferred from Nauru to Darwin en route to Cambodia. Australian Minister for Immigration and Border Affairs Peter Dutton suggested then that the refugees would be transferred “very shortly.” But right after that statement, a Cambodian spokesman claimed to have no update at all on the matter.

The actress says she had a rockstar reception while promoting her new drama You Can Be An Angel Too. Co-star Elvin Ng and her gatecrashed a wedding and ended the trip on a somber note, visiting a home for sexually abused or trafficked girls.

SINGAPORE: Veteran actress Zoe Tay went back to Cambodia earlier this week to promote the drama You Can Be An Angel Too with co-star Elvin Ng, and said it had been an eventful journey filled with laughter and tears.

Over 100 fans greeted the pair at the airport, and more than 600 fans attended a special fan meeting in Phnom Penh to meet Tay and Ng. Tay told Channel NewsAsia in a recent interview that getting to interact with her Cambodian fans was the highlight of her visit.

“I haven’t been there for over a decade. Cambodia has changed a lot. It has become more modern and the people are more prosperous. The fans were very warm and very friendly. It is a beautiful country with beautiful people,” said Tay.

She added that she was impressed by the VIP treatment they received there, and was very grateful to their host, Cambodian cable network PPCTV, which will broadcast You Can Be An Angel Too in Cambodia on May 30.

“We were chauffeured from the airport in a limousine. It felt like we were superstars! I noticed we hardly ever stopped and the journey was very smooth. I later realised there was a police officer on a motorcycle ahead of the limousine clearing the way!” said the actress.

Apart from promoting the drama about the lives of a group of nurses at a hospital, Tay also managed to squeeze out some time to see the sights, sample the local cuisine, and even gatecrash a wedding.

“This is actually the first time I had the chance to really explore Phnom Penh. When I visited Cambodia in the past, I was always too busy with work. This time, I managed to taste some of the street food and local cuisine. The Cambodians make very good bread and their mangoes are the sweetest!

China Just Gave Cambodia’s Military a Boost

Beijing delivers another batch of defense equipment to its Southeast Asian partner.

On May 23, China delivered a range of defense equipment to Cambodia as part of Beijing’s ongoing efforts to boost the capabilities of one of its key partners in Southeast Asia.

According to The Cambodia Daily, the delivery included 44 vehicles – including jeeps, rocket-launcher mounted trucks and at least a half-dozen anti-aircraft guns mounted on wheels – 20 forklifts, four mobile kitchens, some 2,000 kg of unspecified chemicals and 10,000 kg worth of spare parts. The delivery was formalized through a handover ceremony between Cambodian defense minister Tea Banh and Chinese ambassador Bu Jianguo which took place at the Infantry Institute in Kampong Speu province – a facility which was itself funded by Beijing.

The exact way in which the items will be used remains unclear. Chinese state media emphasized that the parts were for a training program for an automotive workshop, suggesting that they were aimed at boosting maintenance and repair capabilities. Lieutenant General Chao Phirun, the head of the ministry’s materials and technical services department, also reportedly said that the items would be used to train three of the Royal Cambodian Air Force’s (RCAF) Special Forces units to, among other things, go after illegal fishermen and cross-border traffickers. No further details were given, however.

The anti-corruption activities of the Royal Government of Cambodia are moving apace as the Anti-Corruption Unit (ACU), an entity created in tandem with the promulgation of the 2010 Anti-Corruption Law (ACL), continues to find new and innovative ways to implement the law.

The law, which embraces a strict standard of liability (much like the British Anti-Bribery Law), makes even facilitation payments illegal.

Most of the enforcement actions involve arrests of government officials. But the ACU has been deployed in the past year in some very interesting ways.

For example, the ACU worked with the Ministry of Education, Youth and Sports and the police to monitor the national high school examinations last August.

In the past, the national exams have been plagued with rampant cheating, resulting in high passage rates. This last year, under the watchful eye of the ACU, the trend was reversed, with a very high failure rate.

សហគមន៍ការពារព្រៃឡង់ នៅតាមបណ្ដាខេត្តមួយចំនួន ទាមទារឲ្យរដ្ឋាភិបាល និងអាជ្ញាធរពាក់ព័ន្ធជួយការពារព្រៃឡង់។ ការអំពាវនាវនេះ ធ្វើឡើងនៅក្នុងសិក្ខាសាលាថ្នាក់ជាតិស្ដីពីព្រៃឡង់ កាលពីថ្ងៃទី២៦ ខែឧសភា ដែលមានមនុស្សជាង ១០០នាក់ចូលរួម។ សហគមន៍ការពារព្រៃឡង់ ៤ខេត្ត អំពាវនាវឲ្យរដ្ឋាភិបាល និងអាជ្ញាធរពាក់ព័ន្ធ ជួយការពារព្រៃឡង់។

ការអំពាវនាវនេះបានធ្វើឡើងនៅក្នុងសិក្ខាសាលាថ្នាក់ជាតិ ស្ដីពីព្រៃឡង់ នៅថ្ងៃទី២៦ ខែឧសភា ដែលមានព្រះសង្ឃ មន្ត្រីក្រសួងពាក់ព័ន្ធ អង្គការក្រៅរដ្ឋាភិបាល សហគមន៍ការពារព្រៃឡង់ និស្សិតជាង ១០០នាក់ ពិភាក្សារកវិធីការពារដើមឈើ និងជីវចម្រុះ ក្នុងព្រៃឡង់ ឲ្យគង់វង្ស។

អ្នករៀបចំសិក្ខាសាលាថ្នាក់ជាតិស្ដីពីព្រៃឡង់នេះ គឺនាយកប្រតិបត្តិវេទិកានៃអង្គការមិនមែនរដ្ឋាភិបាលស្ដីពីកម្ពុជា បណ្ឌិត តឹក វណ្ណារ៉ា ថ្លែងថា បទល្មើសព្រៃឈើជាក់ស្ដែង ក្នុងតំបន់ព្រៃឡង់ ត្រូវបានសហគមន៍ព្រៃឡង់ ៤ខែត្រ លើកមកបង្ហាញក្នុងការប្រជុំនេះ ហើយរកវិធីដោះស្រាយ ព្រោះបញ្ហាឡើងកម្ដៅផែនដី គឺដោយសារតែគម្របព្រៃឈើបានថយចុះ៖ «ស្នើឲ្យដាក់ព្រៃឡង់ ទៅជាព្រៃតំបន់ការពារ ដើម្បីធានាថា ព្រៃឡង់ គឺត្រូវបានគ្រប់គ្រងប្រកបដោយនិរន្តរភាព ហើយនិងអាចក្លាយទៅជាតំបន់អេកូទេសចរណ៍សម្រាប់ទាញផលប្រយោជន៍យកទៅផ្គត់ផ្គង់ជីវភាពសម្រាប់សហគមន៍ ហើយអាចជាតំបន់មានការប្រើប្រាស់ព្រៃប្រកបដោយនិរន្តរភាព និងអភិរក្សសម្រាប់ធានាប្រព័ន្ធទឹកគ្រប់គ្រាន់ទៅដល់បឹងទន្លេសាប»។
