The two ministers are Tram Ivtek, minister of public work and transport, and Ouk Rabun, minister of agriculture, forestry and fishery.
"I have classified ministries into Grade A to Grade F (good to poor grade) and the ministry of public work and transport, and the ministry of agriculture ranked Grade F," he said during a public speech at the interior ministry's annual conference.
The prime minister said he was considering whether he should reshuffle his cabinet this year or not.
The fifth term government was established in Sept. 2013.
Its cabinet comprised one prime minister, nine deputy prime ministers, 15 senior ministers, 13 ministers attached to the prime minister, 27 ministers and hundreds of secretary of states and undersecretary of states. Enditem
