Sam Rainsy on Investing in Cambodia, 2013 Election


Feb. 8 (Bloomberg) -- Former Cambodian Finance Minister Sam Rainsy talks about the risks facing investors in Cambodia. Sam Rainsy, speaking with Bloomberg's David Whitehouse in Paris, faces arrest if he returns to contest national elections in 2013 after a 10-year conviction in absentia for what he terms political reasons. Please Mr. Rainsy, do not mix up your personal politic and the newest Cambodian stock market. You said: “The country is a banana republic where corruption is an ingrained part of government”. That reminds us what a “prominent politician” you know well did as commerce minister during the ’60! He was exposed in corruption, selling import licenses!
The risks in investments are not something belonging only to banana republics! Here what we learn through the internet in some developed countries.
Three former Merrill Lynch executives were charged that they helped defraud Enron Corporation and its shareholders by agreeing to “park” Nigerian power-generating barges with Merrill Lynch in order to artificially inflate Enron’s 1999 earnings. That transaction allowed Enron to enhance fraudulently its year-end 1999 financial position that it presented to the public and to meet its projected year-end numbers. In the case of Canadian Nortel, after the company suffered steep financial losses in the dot-com crash at the turn of the century, its postcrash bookkeeping was also fraudulent. Former chief executive, former chief financial officer, former controller is now on trial. The three men were dismissed in 2004 and the company has since been largely broken up and sold. But all that didn’t prevent investors from keeping invest in DOW JONES and TSX.
That could happen anywhere in any country, developed or emergent. Our economy will be developing fast when our stock market is up and running. I understand that some individual politicians are frustrated for not being part of our economic development. Sorry we cannot wait for your return!

Seriously though, don't come back to Cambodia if you want to be safe. 2003 is not the same as 1993. World politic is much much different now. China and the US are having good relation with Cambodia CPP now.

SRP should be changed to Khmer National Party without Sam Rainsey as its leader. There are plenty progressive young and talented leaders that could lead this party in general election. One thing you don't do as a leader is to insult your own country. Yes, indeed there are corruptions in Cambodia, but a leader must acknowledge and offer solutions, not ridicule. CPP is not perfect, but things are slowly changing which I hope it would move a little faster. Maybe a new PM, someone else with strong credential beside Hun Sen...I happens to know a few that are in their 40-50 year old.

Sam Rainsey's best hope is the support he got from Chinese ties. Hun Sen seems to have the upperhand with the China now. Like Dong Xaoping said, it doesnt matter if the cat is black or white as long as it can catch the mouse. How can you lead a party that you are not present. It serves no one good that he's the head of his party with no power. It's time he let someone else lead.

Hey Retard, Are you stupid? You know that Cambodia is one of the most corrupted country in the world and its also one of the most poorest country in the world. Clearly, if you have read the world's economic or follows any news, you would know that investors are attracted to a country of low corruption where government agency supports both the communities and its investors.

Now, is your mother a DUMB whore when she gave birth to you?? Why are you talking about Sam Rainsy's father (do you know his father)? Did your MUM also have sex Hun Sen and all former Khmer Rouge comrades?

Everything is changing! Mr. Sam Rainsy should not use the same rhetoric time and again toward the government, it won't work and if he continues to do so he might loose all influence amount the public. Everyone knows there are corruptions, everyone knows the court is bias, but the country is evolving. Now CPP is more confident than ever. Its leaders restrain from using the killing to intimidate opponents as they did during previous elections and they allow a relatively free election if it is not fair. And the CPP captures more and more seats in the parliament. The demise of Funcinpec gave a huge opportunity for SRP but it was CPP that got more from it.

For the economics, whatever Mr. Sam Rainsy said, but the country is changing for better. Of cause, there are land grabbing, secrecy around the oil exploration offshore and mining project onshore. And other sectors is also very active now. And the Anti-corruption unit is working too even it is perfect yet.

So I think Mr. SRP should capture every opportunity to return back to Cambodia to participate in the process of Changing Cambodia. she should not keep blocking himself as he did now. It is not good for his party and for the country. He should learn from past experience or from Thaksin and be able to manipulate PM Hun Sen.

Yes, I agree with you. Everything is Changing!!

But stay on topic here, are you still lost? Mr Sam Rainsy is also fighting for change and democracy. Real Democracy, where the country doesn't send its opposition leader into exile for protecting his own country, and all human are under the rules of law, including Prime Minister himself and his CPP comrades. Including crimes of attempted murders, extortionist and death threats, including independent investigation into the alleged attempted murders and over 19 murdered victims awaiting justice.

So if Cambodia is a real democratic country as CPP are proud of, then why the need for the leaders to restrain themselves from killing opponents. If he is so innocent and have never hurt or killed anyone, why dont they appeal against the world and those who accused Hun Sen and other leaders, of brutal murders and crimes.

For Economic, Yes, everything is changing. You have already told us that many times. Changing for who? If Cambodia is so proud of its economic policies, why do they need to drive out the poor and steal the lands from the poor. Instead of working with the nation (one of the poorest country in the world) and its country, why is the government siding with the companies. Do you see the problems yet. Or do you really believe that the Anti Corruption Unit, is working for the nation and not working for CPP. Does the Anti Corruption unit dares to take on Hun Sen and CPP leaders who claims they only make $1300 per month, but having overseas SWISS accounts, lands and assets overseas.

So in conclusion, I hope you will open your mind and look forward to the real changes, not live inside a box. Cambodia needs a real leader and real change, not former Pol Pol comrades, murderers and criminals. I also hope that Hun Sen can learn from the paste experience and resign from his position. IF Hun Sen and CPP doesn't change their way and resign now, the new wave of young generation will make Hun Sen and his families suffer the way they have done to the country.


To Hun Sen, Please resign and stop your crimes. Your grandchildren and your families doesn't have to suffer after you DIE. if you pay for your crimes. Are you a coward? will you face the accusation of the murders and crimes or will you continue to hide behind your 4000 bodyguards, and live like a rich king?

In order to do politics, you need public support. I understand how much Mr. Sam Rainsy and his colleges are fighting for a better Cambodia, but they need people support and they do not have enough right now. Rational reason alone doesn't work in politics. Politicians need to know how to manipulate people in their favor. Even in a land we consider as role model for democracy, politicians have to work out how to draw public attention. The US presidential candidates need to act like actors. They have to calibrate their voice, make-up their body and train themselves to walk, to stand and to seat.

In the case Mr. Sam Rainsy, how can he present himself to the public if he is not in the country? He can use skype video call, but how many people can see him? He need to find way to enter Cambodia and go to meet people in person like Mme Mu Sochua does. He should refrain from provoking PM Hun Sen for unnecessary trouble. He should know that International Community doesn't have much influence on PM Hun Sen as before.

Don't think, Mr. Sam Raingsy will be able to reintegrate into the real Khmer Society. He will lost on in his own country, because he lost his grassroots.
He may be a good politician for some European countries. But as Khmer politician he can't fulfill the dream-willing & needed of the Khmer people and the country of Cambodia.
Cambodia has their own cultural & social background and is sticking very deep into the way of life of the Khmer people since generations.
Remembered of the French protectorate, Thai and Viet trying to change the Khmer people, but until now they all did not achieve their dreams.

Yep. you are still lost, first you say Cambodia is a democratic country, then you say Cambodia should be considered as a role model for democracy, now you are comparing Cambodia to US. LOLZ.

Lets get back to the basis, What is your definition of Democracy? You seems to make excuses for the dictators crimes and killings. Lets forgive and forget, you are just another CPP dog barking the same lines.

One question, Have you ever tried to negotiate with an uneducated murderer in a country ruled by jungle law, full of monkey government the Banana Tree surrounded by a bunch of dogs barking inside the cage?

Keep in mind, Sam Rainsy was almost killed once, tricked into being sent into exile before being pardon by the Royal families, the king who may or may not be responsible for his father's death. Now tricked again facing 12 years in prison if he wants to return to his country for trying to protect its land.

Lets not play game, i have no time for idiots.

Question, did you really knew so well the “Banana” tree or you just copy this stupid slogan from other people. You better stop to use this word.
For most of the Caucasians, a Banana is just to fit their stomach, like the monkey daily did. But for us Khmer and most Asian people, we are not monkey. “Banana” is very important for us. With all the flowers, Fruits, leafs and of the course the whole tree can help, protect and give safety to our life
