Why Did Vietnam Overthrow the Khmer Rouge in 1978? [Because Vietnam wanted to replace Pol Pot with someone sympathetic to Vietnam - that was Hun Sen!]

PHNOM PENH Aug. 7 (Khmer Times) – For historians, a black hole yawns in modern Cambodian history.
This is the decade after Vietnamese  troops expelled  the Khmer Rouge from Phnom Penh, on January 7, 1979. For another 10 years, Cambodia was run virtually as a Vietnamese colony, until September 1989, when the last Vietnamese troops left Cambodia.
Today, none of the major players has any incentive to open archives for historians.
In Vietnam, the Communist Party of Vietnam continues it unbroken hold on power. In Moscow, Soviet KGB archives have been sealed on orders of President Putin, a former KGB colonel.
And in Cambodia, Prime Minister Hun Sen got his political start 35 years ago, when he was appointed a Deputy Prime Minister of the Vietnamese-installed government in Cambodia.
Bernd Schaefer, a German historian of the Cold War era, has found a unique end run around this history blackout.

He studies the East German secret police and diplomatic files on Cambodia and Vietnam during this hidden decade.
Next to the Soviet KGB, East Germany’s Stasi secret police was the main training partner of Vietnam’s secret police.  In 1978, Vietnam became a full member of the

Soviet Union’s COMECON economic bloc and signed a friendship treaty with Moscow. Until the collapse of communist East Germany in 1990, its diplomats had wide access to political reporting from Communist ambassadors stationed in Hanoi and Phnom Penh.
Every year, Schaefer, a senior scholar with the Woodrow Wilson International Center’s Cold War International History Project in Washington, travels to Phnom Penh to lecture on Cambodian history at Meta House. Between lectures, he sat down at Villa Langka for an extensive interview with the Khmer Times.
Why did Vietnam invade Cambodia in December 1978?
“From the East German files I have seen, from early 1978 on, the Vietnamese were committed to replace him, to get rid of Pol Pot, and to get a sympathetic government in Phnom Penh,” said Schaefer. “In Hanoi’s eyes, a government friendly to Vietnam was absolutely essential to the security of Vietnam.”


Starting in 1977, the Khmer Rouge conducted cross border raids into Vietnam, killing thousands of Vietnamese civilians. Khmer Rouge leaders spoke openly of wanting to conquer historically Khmer lands in what is modern Vietnam.
Holding Vietnam back was fear of a military reaction by China, the primary geopolitical ally of the Khmer Rouge.
“They were afraid that if Vietnam moved into Cambodia, then the Chinese would move into Vietnam, and then you would have a two front war,” said Schaefer, referring to East German diplomatic cables.
Fear of Chinese Soldiers
In December, 1977, a half-hearted invasion of Cambodia by Vietnam raised the specter in Hanoi of Vietnamese soldiers fighting Chinese soldiers in Cambodia.
“They captured a lot of advisors from China and North Korea, and they extrapolated what were a lot of Chinese soldiers in Cambodia,” Schaefer said of the December 1977 invasion, which stopped 38 kilometers short of Phnom Penh. “Later, when the Vietnamese actually did invade, many of the Chinese they thought were troops were actually construction workers, advisors. And they did not put up a fight.”
Through 1978, the Khmer Rouge continued to attack Vietnamese border towns, and the Vietnamese plotted the timing of a fullscale invasion. They chose a time when China’s leadership was distracted.
The Vietnamese invaded on Dec. 25, 1978, right after a highly divisive Chinese Communist Party plenary session in Beijing. In addition to this distraction, China’s paramount leader of the time, Deng Xiaoping,  was preparing to normalize China’s relations with the United States on Jan. 1, 1979, and to make a groundbreaking trip to the United States on Jan. 29. Hanoi seized this window. Its troops reached Phnom Penh in 13 days, on Jan. 7. The West was largely distracted with Christmas and New Year’s holidays.
China’s Punishment
China’s punishment of Vietnam came on Feb.17, barely two weeks after Deng returned from the United States. China’s cross border attack on Northern Vietnam was purely punitive. Vietnamese troops remained in Cambodia for a decade.
Among the Khmer Rouge defectors brought to Phnom Penh in January 1979, was Hun Sen, Cambodia’s future prime minister. During seven years fighting with the Khmer Rouge, Hun Sen had risen to the rank of Eastern Battalion Commander. In June, 1977 he fled with his cadres to Vietnam.
Schaefer said the Vietnamese constantly complained over the years to their East German partners that it was hard to determine the real backgrounds of Khmer defectors in exile or cadres volunteering for work in Vietnamese-occupied Cambodia.
“I find many times in the files that the Vietnamese say it is so hard to figure who these Cambodians really are,” Schaefer said. “Because their files have been destroyed. They make up all kinds of stories. It is very hard to tell who is who.”
As a leader of the Vietnamese-sponsored rebel army, Hun Sen was appointed Deputy Prime Minister of the Vietnamese-installed People’s Republic of Kampuchea.
Initially, Hun Sen appears rarely in files that Schaefer read. In 1981, he briefed Communist bloc ambassadors that a Cambodian government member had been purged and detained by the Vietnamese “for not fulfilling his internationalist duties.”
“Fulfilling internationalist duties” was a code phrase for fully cooperating with Vietnam. Cambodian “nationalism” as defined by Vietnam meant opposition to Vietnam’s occupation.
Vietnam Administers Cambodia
The East German files, Schaefer said, indicate that through much of the 1980s, Vietnam  administered Cambodia like a colony.
“From the first year, up to ‘87-‘88, all the decisions had to come through the Vietnamese,” Schaefer said, drawing on the East German files. “The Vietnamese  were making all the decisions. In the first years, when you wanted to meet a Kampuchean official, you could not meet him alone. You had to have a Vietnamese minder sitting in on the meeting. The Vietnamese were saying, ‘if you want to give to them (the Cambodians), give to us first.’ The Vietnamese were very controlling.”
“At one point, the Cambodian state security minister directly approached the East German Stasi  for logistical help,” Schaefer said. “A Stasi official wrote:  ‘We cannot do it bilaterally.’”
“The East Germans were aware that if they tried to give the Cambodians something without knowledge of the Vietnamese, the Vietnamese would have been very much irked by that,” said Schaefer, who grew up in West Germany. “The Vietnamese were very controlling and wanted to get everything going to Cambodia to go through them.”
Cambodia’s Early Aid Demands
“The East Germans are saying the Cambodians are just coming up with demands and demands, and they just take for granted that the richer Socialist partner will supply it as it is their internationalist duty to supply it,” Schaefer said, referring to the roots of the Cambodian government’s penchant for foreign aid.
“This goes back to the Vietnamese advisors in the Kampuchean Government,” he said, paraphrasing analysis in the East German files. “This is exactly how the Vietnamese have dealt with us for long. The Vietnamese, during the war, and after the war, always demanded and demanded. And we have to deliver because we have to do it and we can afford. It is part of our internationalist duty.”
“When the Cambodians did the same, the East Germans traced this back to their Vietnamese advisors,” said Schaefer. “This is Vietnamese policy: just ask, ask, and ask for all kinds of material aid, arms. The Cambodians are doing exactly the same. They say: “We are told by the Vietnamese: this is how it works, you go to richer allies and ask.”
Hun Sen Breaks with Socialist Bloc
As deputy foreign minister, Hun Sen visited East Germany in the 1980s. He appears to have been aware of the implications on Southeast Asia of Mikhail Gorbachev’s opening policy, and the loosening of Moscow’s hold on the Soviet empire. Ambassadors of hard line East bloc communist nations suspected that in the late 1980s, Hun Sen was distancing himself from Vietnam and Moscow.
“Hun Sen surprises the other socialist ambassadors in that he goes so far, that he shows he is no longer under Vietnamese control,” Schaefer said, citing East German files.
This maneuvering was the start of long, opportunistic migration for Cambodia under Hun Sen.
Today, 35 years after he entered Phnom Penh alongside Vietnamese troops, Hun Sen maintains a policy of good relations with Vietnam, but not to the extent of supporting Vietnam in its dispute with China over territorial claims in the South China Sea. China long ago displaced Vietnam as Cambodia’s largest foreign investor and source of foreign aid.
For the 70 percent of Cambodians born after Vietnamese invasion of 1978-79, much of this may seem like ancient history.
Only Vietnam Moved On Khmer Rouge
In contemporary Cambodia, the political opposition takes a strong anti-Vietnamese stance. Schaefer says that modern politics blind many young Cambodians to the realities of 1978, a time when no end was in sight to the Khmer Rouge nightmare.
“I have to explain that, yes, it was the Vietnamese,” Schaefer said of his history lectures here. “Almost everyone was aware what was happening here. But, for geopolitical reasons, no one did anything. The US knew a lot through their embassy in Thailand. They knew the Khmer Rouge story, but they did not act. The thinking was: it is better to have an anti-Vietnam government in Cambodia.”
And, he added, the Vietnamese did not attack the Khmer Rouge for humanitarian reasons.
“They did not primarily act because they wanted to end the genocide,’ Schaefer said, referring to the Khmer Rouge rule. During nearly four years in power, Khmer Rouge implemented policies that killed about one quarter of Cambodia’s population. “They wanted to get rid of an anti-Viet Nam government, and put in a pro-Viet Nam government. And in doing so, they got rid of the Khmer Rouge government. And that is a fact.”
Living in a neighborhood of rising and falling big powers – French, American, Vietnamese, and now Chinese – Cambodia’s leaders have always wrestled with one constant – the need to get the geopolitics right.

Vietnam invaded Cambodia in 1979 because the Khmer Rouge tried to protect Cambodian border from encroachments by Vietnam. The Cambodia-Vietnam war started when Vietnam encroached on Cambodian borders and the Khmer Rouge pushed them back. Also Vietnam wanted to install a puppet, like Hun Sen, so it can encroach on Cambodian borders as much as it like, like what we see today, and Hun Sen never said a word of protest. If Pol Pot allowed Vietnam to encroach on Cambodia borders as it likes, like what Hun Sen allowed Vietnam to do today, then Vietnam would not have invaded Cambodia on 7th January, 1979.

yes they started by killing the viets , a family who was displaced to this village in Pursat was taken one night and never seen again...and people has been talking of similar in other villages.... then when they ran out of the viets to kill they began picking on khmers especially men... for fear that they would start a revolt... one guy in my village was sharpening his knife which he used to get palm juice , the khmer rouge happened to walk by that day and saw this ; that night they came for him , also his father was just murdered the previous night so they thought he might take revenge on them... and that young man was all heart with his angka... i used to curse him quietly in my mind because he was our troop leader and had us up almost every night with his stupid ''meeting'' to tell us that we needed to work harder to please angka.

i was there and i lived through it , nothing written on paper will change my mind that pol pot and all his goonies including the CPP are not guilty of this crime and that 's all the youns' fault... it takes 2 to tango.

There were other reasons:
Vietnam had learned that the UN will intervene about the killings in Cambodia on January 15th 1979.

Therefore, to prevent the UN from helping Cambodia, Vietnam had to launch an all out war to conquer Cambodia before the UN arrived.

Without that UN planned intervention, Vietnam would have let its brainwashed Khmer Vietminh and the Khmer Rouge kill all Khmer people.

The UN that had forced Vietnam to conquer Cambodia prematurely.

Vietnam had resumed its killings of Khmer people after it conquered Cambodia by executing the K5 project.

There have been severe problems created by Vietnam over Cambodia.

That was the main reason why Khmer people have suffered incessantly: Vietnam's ambition to swallow Cambodia.

Vietnam attacked toppled Khmer Rouges in 1979 to save the Cambodian people. If Vietnam had delayed the attack plan, then Vietnam wanted to see the Cambodian people destroyed.

There was no United Nations' plan to save Cambodia. In fact, UN was backing Khmer Rouges to keep its seat at the UN after Khmer Rouges was toppled.

Saving the Cambodian people was like saving a house on fire. You cannot play the game, "Oh, UN will come." From the time of any UN's plan to do anything, to the time UN actually going through the debate, gathering the forces, actually getting it done would be a long time.

UN has been under control by USA for quite some time. This is how UN work. For UN to enter a conflict, USA's press will publish news and articles to demonize Khmer Rouges for months to build up public support before entering Cambodia.

Then UN will go through a long debate who would field the troops. And more importantly, who will control Cambodia after the invasion was done. Mainly they would squabble for some economic advantage, normally oil.

In in this case we know Cambodia has very little oil as of now, not worthy for UN's to bother.

Remember, USA had just withdrew from Vietnam in 1972. No American President in the right mind would want to commit American troops in another adventure right next to the fearsome war machine, the Vietnamese army.

Making up nonsense claim: UN had a plan to save Cambodia at January 15th, 1979 is an insult, disrespect to the victims of Khmer Rouges. You cannot use, manipulate the painful circumstance for your political view.

While I know you hate the Vietnamese for whatever reason, you cannot use the even of January 7th, 1979 to suit your purpose. That day was the day the Cambodian people were saved. Don't try to change it.

P.S. It is easy to see this: If Vietnam wanted to destroy Cambodian people, all Vietnam had to do was to patiently wait at the border for the killing, suffering to continue. Khmer race would be so deprived, so crippled and would never be able to rise up.

If UN eve bother to try to save Cambodia, Vietnam can still wait for UN to deploy troops before committing for invasion. Look at the map. The logistic to the Thai-Cambodian border is a night mare. Further more, the distance to Phnom Penh favors the Vietnamese, 5 to 1.

The distance from Thai border to Phnom Penh is 5 times as long as the distance from Vietnamese border. And the road between Vietnam and Phnom Penh was also much better.

One more thing, by the time UN can wrangle out a deal with Thailand, Cambodian folks would have been mostly dead. Thailand would want to stay neutral or they want some benefit out of the deal in allowing UN to stage troops in Thailand. Why would Thailand wanted to offend a fearsome war machine near by.

Have you read a press release this month: Intel is shutting down a chip-plant in Costa Rica, moving part of a Malaysian chip-plant to Vietnam. By next year, 80 percent of Intel's microprocessors will be produced in Vietnam.

The Intel director in Vietnam also said this: Intel had plants in other countries and these took 8 years to reach to the level to qualify for a complex Intel microprocessor. In Vietnam, we have just done that in a matter of weeks.

So, apparently the Vietnamese folks are super smart. Khmer folks should find out why a neighboring race is so smarter than the Khmer. Do you think Khmer race can ever be as smart as the Vietnamese?

Btw, I am an expert in Microprocessor designs. I used to read a dozen books in this subjects and a couple hundreds articles. I have many keychains collected at home, each has a silicon dies of a microprocessors. I also have big poster prints and circuits boards, silicon wafers for the Microprocessors in my collection. That said, I don't think Khmer folks will ever understand Microprocessor.

There is a huge difference between the two races, Khmer and Vietnamese:

1. You can never order a Vietnamese soldier to kill an armed defenseless civilian. But you can easily order a Khmer soldier to do so.

2. Only Khmer forums the Khmer posters openly write comments about killing other races. The Vietnamese forums don't have any Vietnamese posters writing about killing other races.

3. Vietnamese are winning multiple prizes in International competitions:
_ World Chess Blitz champion 2013. European Women Chess chess champion 2013, World Chess champion U10 twice 2013, 2012 by a same boy, Asian Chess various champions multiple times.
_ Multiple world gold medals in Math, Physics, Chemistry. Last month a Vietnamese student scored 1st in the world with a perfect score 150 out of 150 in World Chemistry Olympiad.
_ Cambodians could not even qualify in any competition. I used to tutor Khmer students in school. I would say the learning gap between Khmer and any other human race is so huge, I wonder if we are still the same human specie.

If you really want the readers to learn the real history and the facts, you need to face the realities. Don't pretend or tease yourself too much because you are going to make your Vietnamese nation look ugly, have a bad reputation (I know many of your Yuon or Vietnamese folks don't feel that their nationality as Vietnamese has been a very bad name because of bad experiences in the past, i.e., Vietnam war, lying their own history, distorted Champa (in Central Vietnam), distorted history of Southern Cambodian/Kampuchea Krom (Southern Vietnam today), getting away all sorts of crimes, nationally and internationally.

I propose a final solution to the border dispute and encroachment ok?

To prevent Khmer folks encroaching on Vietnam's land, I propose to use the Mekong river as the border. All land East of the Mekong (inside Cambodia) belongs to Vietnam, and all land West of the Mekong (inside Cambodia) belongs to Khmer. Agree?

-Look at Laos and Thailand. They used the Mekong river as the border. Cambodia and Vietnam should do the same.
