The ICJ is composed of fifteen judges elected to nine-year terms by the UN General Assembly and the UN Security Council from a list of persons nominated by the national groups in the Permanent Court of Arbitration. The election process is set out in Articles 4–19 of the ICJ statute. Elections are staggered with five judges elected every three years, in order to ensure continuity within the court.
Should a judge die in office, the practice has generally been to elect a judge in a special election to complete the term. No two may be nationals of the same country. According to Article 9, the membership of the Court is supposed to represent the "main forms of civilization and of the principal legal systems of the world". Essentially, this has meant common law, civil law and socialist law (now post-communist law).

3. Two and a half minutes into the clip, the leaders of the Khmer side asked the Khmer security and border troops to join them, but failed. The Khmer troops refused to join, stayed put at their post.
4. Four minutes into the clip, the Khmer side gave up talking to the Khmer troops and begun to advance toward the border.
5. Six minutes into the clip, the Khmer side begun massively surging into the Vietnamese defense line.
This is the danger of having Khmer workers or neighbors. They will make some claims then they will surge into you irregardless of your claim. To their view, Khmer view is always right. You are wrong for having a different view.
This includes raping. Khmer guys will say, "Because..., therefore..." Then they would surge on to the women to assert their rights.

P.S. I once saved a woman from a bunch of South East Asian guys. One of the guys claimed, "By tradition, a birth-day boy always gets a wish to come true." He wished to French kiss this one very attractive Asian girl.
Once she refused, he and his friends asserted his right by pressing her against the table. I intervened and asked them to stop. These Asian got very mad at me.
I asked the girl, "Miss, are you uncomfortable? Would you like them to stop?" She said yes. but these South East Asians accused her to be lying and I was trying to steal the girl from them.
We almost had a fist fight, one super Asians against inferior 8-10 South East Asian. I was raised by the German American elites and was quite big and strong. So, these puny Asian dudes dared not attack.
