អង្គការសិទ្ធិមនុស្ស​អន្តរជាតិដែលមានមូលដ្ឋាននៅសហរដ្ឋអាមេរិក​(HRW) នៅថ្ងៃពុធនេះ​បាន​រិះគន់​គណ​​បក្ស​ប្រជាជនកម្ពុជា​ដែលកំពុង​ដឹកនាំរដ្ឋាភិបាល ​ក្នុង​ការ​តែង​តាំង​មនុស្ស​ដែល​មាន​តំណែង​ខ្ពស់​ក្នុ​ង​ការ​​គ្រប់​គ្រង​កងកម្លាំងប្រមាណ​៨០នាក់​ ទៅ​ក្នុង​គណៈកម្មាធិ​ការ​កណ្តាល​របស់​គណបក្ស​ ដោយ​ចាត់​ទុក​ថា​ការតែង​តាំងនេះ​នឹង​នាំឲ្យ​មាន​ការ​រំលោភសិទ្ធិមនុស្ស ​ទំនាស់ផលប្រយោជន៍ និងនិទណ្ឌភាពទៅថ្ងៃ​ខាងមុខ។​​

កាលពីថ្ងៃទី០១​ខែ​កុម្ភៈ ឆ្នាំ២០១៥ មហាសន្និបាត​វិសាមញ្ញរបស់​គណបក្ស​ប្រជាជន​កម្ពុជាបានសម្រេច​​បន្ថែម​សមាជិកថ្មី​​៣០៦រូប ​បន្ថែម​លើ​សមាជិកគណៈ​កម្មាធិការកណ្តាល​ដែល​មាន​ជាង​២៦០រូប​ ដើម្បី​បំពេញ​​តម្រូវ​ការ​ជាក់ស្តែង និង​ធានា​ប្រសិទ្ធភាព​ការងារ។​ កង​ប្រដាប់អាវុធ​ដែល​ត្រូវ​បាន​ដាក់​បញ្ចូល​រួមមាន លោក ជួន សុវណ្ណ ស្នងការ​នគរបាល​រាជធានី​ភ្នំពេញ  និង​លោក រ័ត្ន ស្រ៊ាង មេបញ្ជាការ​កងរាជអាវុធហត្ថ​រាជធានី​ភ្នំពេញ​ដែល​ដឹកនាំ​ការបង្ក្រាប​ក្រុម​ បាតុកម្ម​កន្លងមក និង​លោក ​ប៉ា សុជា​តិវង្ស អភិបាល​រាជធានី​ភ្នំពេញ ​។ លោក ហ៊ុយ ពិសិដ្ឋ ជា​អតីត​មេបញ្ជាការ​និង​លោក ហ៊ីង ប៊ុន​ហៀ​ង មេបញ្ជា​ការ​កងអង្គរក្ស​របស់​លោកនាយករដ្ឋមន្រ្តី ហ៊ុន សែន  លោក ម៉ក់ ជី​តូ ទើប​ឡើង​ជា​អគ្គស្នងការ​រង​នគរបាលជាតិ និង​លោក គៀត ច័ន្ទ​ថា​រិទ្ធ ជា​អ្នកនាំពាក្យ​អគ្គស្នងការ​នគរបាល​ជាតិ ​។ លោក ទា វិញ មេបញ្ជាការ​កងទ័ពជើងទឹក និង​លោក ឈុំ សុជាតិ អ្នកនាំពាក្យ​ក្រសួង​ការពារជាតិ និង​លោក ស្រី ឌឹ​ក ជា​មេបញ្ជាការ​ប្រចាំ​ភូមិភាគ​៤​តំបន់​ប្រាសាទ​ព្រះវិហារជាដើម។

សេចក្តីថ្លែងការណ៍របស់អង្គការ​សិទ្ធិមនុស្សអន្តរជាតិ ចេញ​ផ្សាយ​នៅថ្ងៃពុធនេះ ឲ្យ​ដឹងថា​មេដឹកនាំ​កម្លាំង​សន្តិសុខ​របស់​កម្ពុជាមិន​គួរ​ជា​សមាជិក​បក្ស​នោះទេ។

នាយក​អង្គការ​Human Rights Watch​ប្រចាំ​អាស៊ី លោក Brad Adams មានប្រសាសន៍ថា​ប្រទេសកម្ពុជា​​នឹងមាន​​កងកម្លាំង​ដែល​លម្អៀង និង​មិន​គោរព​សិទ្ធិមនុស្ស​ ប្រសិនបើ​​ថ្នាក់ដឹកនាំពួកគេ​ស្ថិតនៅជួរបក្ស​កាន់អំណាច។ លោកបញ្ជាក់​ថា​ការតែងតាំងនេះ​នឹង​បង្កើត​ឲ្យ​មានទំនាស់ផលប្រយោជន៍សម្រាប់​កងកម្លាំងសន្តិ​សុខដែល​មានតួនាទី​ជាមេដឹកនាំ។

សេចក្តីថ្លែងការណ៍​ឲ្យ​ដឹង​ទៀត​ថា​​អង្គភាពកងកម្លាំង​​ដែល​ត្រូវ​បាន​តែង​តាំងនោះ ភាគច្រើន​ជា​អង្គភាព​ដែល​មានប្រវត្តិរំលោភសិទ្ធិមនុស្ស ដូច​ជាការប្រើ​កម្លាំង​ហួស​ហេតុ​ក្នុង​ការ​បាញ់​​សម្លាប់​បាតុករ ការ​បណ្តេញ​ចេញ​ដោយ​បង្ខំពីដីធ្លី​ និង​ផ្ទះសម្បែង ឃាតកម្មនយោបាយ និងឃាតកម្មផ្សេងទៀត។​ លោក​បញ្ជាក់បន្ថែម​ថា«​ការមានតំណែង​ជាន់ខ្ពស់​នៅ​ក្នុង​គណបក្ស​កាន់អំណាច​ បង្ហាញ​ពីមធ្យោបាយ​ច្រើន​សម្រាប់​អ្នក​រំលោភសិទ្ធិ​មនុស្ស​ក្នុង​ការ​គេចពីសំណាញ់យុត្តិធម៌។ មន្រ្តីប៉ូលិសថ្នាក់ក្រោម​ ព្រះរាជអាជ្ញា និងចៅក្រម​ខ្លាច​ណាស់ទៅហើយ​ចំពោះកម្លាំង​សន្តិសុខ តែ​ឥឡូវ​ពួកគេ​ត្រូវ​តែ​បារម្ភ​ពី​ការ​សង​សឹក​ពី​គណបក្ស​ប្រជាជន​​កម្ពុជា ប្រសិនបើ​គេហ៊ានធ្វើ​កិ​ច្ចការ​ងាររបស់គេ[ជាអ្នកច្បាប់​ក្នុងការ​រកយុត្តិធម៌]»។

អង្គការសិទ្ធិមនុស្ស​​បញ្ជាក់​ថា​ម្ចាស់ជំនួយ​កម្ពុជា​គួរ​តែ​អំពាវនាវឲ្យ​បញ្ចប់​ការ​អនុវត្ត​បែប​នេះ និង​ជំរុញ​ការ​បង្កើត​កងកម្លាំងសន្តិសុខ​អាជីព ​ដែល​មិន​ជាប់ពាក់ព័ន្ធ​នឹង​បក្ស​ជា​ដាច់ខាត។​ សេចក្តីថ្លែងការណ៍​បានរៀ​ប​រាប់​​ពីឈ្មោះថ្នាក់ដឹកនាំកងកម្លាំងនគរបាល និង​កងរាជអាវុធហត្ថ ដែល​មានតួនាទីដឹកនាំថ្នាក់​ជាតិ តំបន់ និង​នៅតាមបណ្តាខេត្ត។​

គណបក្ស​ប្រជាជ​នកម្ពុជា​លើក​ឡើង​ថា​ការ​បញ្ចូលមនុស្សបន្ថែម​ជា​សមាជិក​គណៈកម្មាធិការកណ្តាល​របស់បក្ស គឺ​ដើម្បីធានាប្រសិទ្ធភាពការងារ និង​បំពេញតម្រូវ​ការ​ជាក់ស្តែង ដែល​ជា​កំណែ​ទម្រង់​មួយ​របស់គណបក្ស​មួយ​នេះ។​

មាត្រា​១៥​នៃ​ច្បាប់​ស្តីអំពីគណបក្ស​នយោបាយឲ្យដឹងថា ​បុព្វជិត​ មន្រ្តីតុលាការ កងយោធពលខេមរភូមិន្ទ និង​កម្លាំងនគរបាល​ជាតិ អាច​ចូល​រួម​ជា​សមាជិ​កគណបក្ស​នយោបាយ​នានា​បាន តែ​មិន​ត្រូវ​ធ្វើ​សកម្មភាព​គាំទ្រ ឬ​ប្រឆាំងគណបក្ស​នយោបាយ​ណាមួយ​ឡើយ។ មាត្រា​បន្ត​ថា​គណបក្ស​នយោយបាយ​មិន​ត្រូវ​រៀបចំ​រចនា​សម្ព័ន្ធ​ចាត់តាំង​ក្នុង​ស្ថាប័ន​សាសនា តុលាការ កង​យោធ​ពល​ខេរមភូមិន្ទ និង​កម្លាំង​នគរបាល​ជាតិ​ទេ។
