VACANCY ANNOUNCEMENT
Legal Officer

Equitable Cambodia (EC) is an international solidarity organization working to support people’s action for social justice, inclusive development and human rights in Cambodia.  The Development Watch program aims to promote a human rights approach to development by conducting monitoring, research, analysis and advocacy on the activities of major business and development actors operating in Cambodia. 

The Development Watch program is currently looking for a qualified Cambodian national to fulfill the position of Legal Officer, which is based in Phnom Penh, with frequent travel to the field.  This is a full-time position with a one-year contract and possibility for renewal.

OVERALL RESPONSIBILITIES
  • Under the supervision of the Development Watch Program Manager, the Legal Officer will be responsible for the following tasks:
  • Undertake legal research, monitoring and analysis for Development Watch cases and campaigns
  • Provide legal advice and assistance to community constituents and other stakeholders as needed
  • Assist in developing, implementing and reviewing Development Watch advocacy strategies, including community, national and international components
  • Contribute to the development of external advocacy documents, including correspondence, case briefings, legal memoranda, web articles, media statements, and policy papers
  • Contribute to the drafting of project proposals and periodic program reports
  • Contribute to land and housing policy platforms and networks in collaboration with domestic and international partners
  • Organize and co-facilitate stakeholder workshops and meetings as required
  • Assist the Development Watch team with other advocacy activities as needed

ESSENTIAL REQUIREMENTS
The successful candidate must fulfill the following criteria:
  • University degree in law, and master degree is a plus
  • At least three year work experience involving supporting community-led advocacy, preferably related to land, housing and/or natural resource rights in Cambodia  
  • Sound knowledge of domestic and international legal and regulatory frameworks related to land, housing and natural resource rights in Cambodia
  • Excellent communication skills, including facilitation and writing skills in Khmer and English
  • Ability to travel and stay in the provinces with little notice on a regular basis, as needed
  • Proficient in MS Office and web applications
  • Proactive personality, well-organized, collegial, and able to work well both independently and as a member of a multi-national team
