NGO leader resigns amid leaked remarks

The president of Maltese NGO Drama Outreach Project (DOP) has stepped down after leaked WhatsApp messages showed him making Cambodian children the butt of off-colour jokes.

The now-resigned DOP president, Alan Montanaro, had led teams of volunteers to Cambodia since the charity’s foundation in 2013. Last September, he sent WhatsApp messages to four DOP staff and volunteers belittling the children they worked with. One child, Meng, is referred to as “El Mingo” and other at times vulgar nicknames by Montanaro, who also suggests harvesting the boy’s corneas.

“Window washers or kidney-donors the lot of them,” Montanaro wrote.

In a message to the Post, Montanaro insisted that the remarks had been taken out of context and were a “coping mechanism” to deal with the “very sad situations” he encountered while in Cambodia.

However, this defence did not cut it with Malta’s NGO regulating body or DOP’s Cambodian partner organisations.

At least two people were injured and a number of houses destroyed after strong winds and rain hit Phnom Penh yesterday afternoon.

Keo Vy, spokesman for the National Committee for Disaster Management, said the gusts overturned billboards and uprooted trees in Daun Penh and Tuol Kork districts, while radio antennas snapped and fell onto the homes of villagers in Dangkor district.

Carl’s Jr gears up to open capital’s first drive-thru

Cambodia's first-ever restaurant drive-through is set to open in September when American burger chain Carl’s Jr launches operations in Phnom Penh, though not everyone is convinced Cambodians will adopt the American car-oriented food-order service.

However, Sovary Somach, head of operations for Carl’s Jr Cambodia, is confident that by providing more convenience for ordering, drive-through service – an institution among modern fast-food restaurants in developed countries – will draw more customers.

“Our guests will have the option to come inside our contemporary California-themed restaurants where they can experience our big juicy burgers as well as unique amenities including partial table service and a refillable beverage bar,” she said.

“Or they can enjoy the ultimate convenience and speed of our drive-through, where they can order right from their car and bring the food home, back to the office, or wherever they chose to eat.”

With Cambodians already accustomed to ordering food from street stalls while in their cars or on their motorcycles, Somach expects customers will be quick to take advantage of the drive-through lane and window.

Kampot factory employees protest workers’ dismissal

More than 400 Cambo TDG factory workers in Kampot yesterday protested outside the Korean-owned firm, demanding that 21 workers be rehired after their contracts expired.

Sithy Net, deputy secretary of the Cambodian Textile & Garment Workers’ Federation, said the company let go of the employees – 19 of them women – last Thursday.

He said most of them had been on three-month contracts despite having worked at the company for more than two years.

“The company claimed that it didn’t have much work … and wanted to reduce the number of workers, but the company announced today that it’s recruiting new workers,” he said. “They are old workers; why doesn’t the company recruit them? They have experience.”

The company paid the workers their final paycheck, but some of them still have yet to receive other exit benefits required by law, Net said.

A company representative declined to answer questions yesterday.

Mai Lai, a worker, said the released employees had previously helped other workers demand benefits from the company. “We are afraid that more workers on a short-term contract will be let go,” she said.

Capital cops brawl after moto accident

Two sets of drunken police officers were briefly detained and released after a motorbike accident led to a roadside brawl in the capital’s Chbar Ampov district on Saturday night, local police said yesterday.

Ek Samron, deputy district police chief, said the accident occurred, ironically enough, when two allegedly drunk municipal traffic police officers ran their motorbike into another moto carrying three reportedly intoxicated immigration police officials at about 9:30pm.

“According to the immigration police, the Phnom Penh municipal traffic police were driving drunk and turned, running into their motorbike. They then got off their motorbike and fought with [the immigration police], so they fought them back,” Samron said

“The two couldn’t win over the three,” he added. “The three beat them up and they got seriously injured on their face and mouth.”

After locals reported the altercation to police, officers arrived on the scene and intervened, but all the parties were ultimately released after a “compromise”.

“We brought them to the station and educated them and solved the problem,” Samron said.

PHNOM PENH, June 28 (Xinhua) -- The ruling Cambodian People's Party (CPP) on Tuesday commemorated the 65th anniversary of its birth, vowing to uphold peace and political stability, said CPP's President and Prime Minister Samdech Techo Hun Sen.

Addressing to some 10,000 party members and supporters at the party's headquarters in Phnom Penh, Hun Sen said peace and political stability are the most important factors for national development.

"The CPP adheres to firm position in safeguarding peace and political stability as necessary condition for development and people's peaceful life, while continuing to raise high the great banner of national solidarity," he said.

The prime minister said that the party has stood with the people and shared hardship and peace with them in all circumstances.

The ruling Cambodian People’s Party (CPP) is taking direct aim at the pocketbooks of opposition lawmakers as it appears to be opening a new front in the nation’s ongoing political battle.

On Monday the National Assembly’s powerful 13-person Standing Committee ordered the Second Commission on Economics, Finance, Banking and Auditing of the Assembly to figure out if the government can stop paying lawmakers who boycott the legislature.

Opposition party lawmakers are boycotting National Assembly sessions as they attempt to pressure the government to develop a peaceful solution to the current political crisis that has seen lawmakers and activists critical of Prime Minister Hun Sen arrested and tossed into jail.

The committee’s six opposition party lawmakers did not vote as they boycotted standing committee meeting.

Eng Chhai Eang, a Cambodia National Rescue Party (CNRP) senior official, dismissed the attempt to cut off the lawmakers, saying they are still working even as they boycott the National Assembly.

Provincial education authorities have denied that giving students pink T-shirts with the words “I love the Cambodian People’s Party” to wear during a CPP event was a violation of the Education Ministry’s ban on political propaganda in schools.

Pursat High School principal Aing Sakmony – who could not be reached for comment – handed out the T-shirts, which also bore the CPP’s logo, to grade 10 and 11 students on Saturday to wear during a workshop at the CPP’s provincial headquarters yesterday.

However, in 2015, Minister of Education Hang Chuon Naron issued a directive banning all political activity in academic settings and threatened to fine or shut down institutions that violated the order. In a Facebook post, CNRP parliamentarian Eng Chhay Eang questioned the distribution of the T-shirts in light of the ban.

Allowing traffic police to collect fines off 'offending' motorists is nothing short of legalising all manners of police extortion at public expense. For instance, I once asked a moto taxi driver to take me to a market in Phnom Penh and to drop me off near the front entrance of the market. Approaching the market, the driver took the wrong turn. A policeman ordered him to halt and pay the due fine, saying he was going in the wrong direction, and what's more, the rusty vehicle did not carry a number plate! The driver attempted to have his fine waived or reduced, insisting that his passenger [that's me!] was responsible for misdirecting him by asking him to go to the front of the market! Another police officer sitting at a table under the roadside tent [obviously set up there to extort ill-fated motorists such as this man] refused to heed the pleadings, throwing the official charge at the offender with a stern expression and tone that all corrupt traffic police officers have in many a developing country.

The negotiation did not lead anywhere after about 10-15 minutes of this face-off, [the supposed offender was just as rough and uncouth in manner towards his passenger] so I asked the driver to pay up the fine and assured him that I would compensate him afterward. That's usually how things are settled in the Kingdom of Wonder ...

Traffic fines to be paid electronically

The Ministry of Interior is setting up a system that will allow traffic fines to be paid electronically at banks and money transfer services. Run Roth Veasna, director of the department of traffic and order police, said the system could be up and running by the end of the year at Acleda, Wing and True Money branches.

Fines currently have to be paid at police stations. Roth Veasna added that the electronic system would make it easier for police to check whether fines had been paid, even if the offence was committed in a different province.

Affiliated Network for Social Accountability of Cambodia executive director San Chey praised the program, but said the occurrence of road users negotiating with police to lower their fines also needed to be addressed.

For a country drenched in sunshine, Cambodia has made remarkably little effort to harness the abundant energy of the sun. The Post’s Kali Kotoski sat down with Jim Gramberg, CEO of Solar Partner Asia, to discuss what is holding back solar energy initiatives, and recent baby steps toward private sector involvement.

Solar companies have been trying to operate in Cambodia for many years. Why hasn’t it taken off?

In Cambodia, nobody has experience in contract financing or bank specialists that are knowledgeable enough to value renewable energy projects. It is purely a lack of knowledge, because if you look around the world, it is not a risky investment. Worldwide there are over 12,000 solar power plants that have been successfully erected. I predict eventually Cambodia will become like the Philippines in terms of solar. They started off with 3 and 5-megawatt (MW) projects, and now everybody is talking about 30 MW projects.

Your company recently signed a 5 MW agreement with Tai Seng Special Economic Zone in Bavet. Why target that location?

The organizers of a June 17 human rights training workshop in Preah Vihear say it was shut down by police, though local authorities yesterday insisted officers only went to ask that it be postponed for pragmatic concerns.

Adhoc provincial coordinator Lor Chhan said the authorities halted the Chheb district workshop to deprive residents of the legal knowledge to contest land disputes.

Chhan said yesterday that on June 24, one week after the session was brought to a premature end, he was given a letter dated June 15 and signed by Ung Vuthy, head of the provincial administration department. “It is the rainy season and people are busy growing crops, so we ask Mr Chhan to postpone the session so it does not affect people’s livelihoods,” the letter said.

Vuthy could not be reached for comment yesterday, but District Governor Sok Sandara confirmed police had turned up, but insisted they were only there to ask for a postponement.

Cambodia's only Cham-language radio program has been quietly shuttered, with a bitter land dispute centred on the Boeung Kak mosque identified by some as the trigger.

Radio Sap Cham, a daily hour-long radio program aimed at a Cham Muslim audience, was cancelled two weeks ago and replaced with music on the airwaves.

But the reasons for the sudden closure remain murky, with producer Sles Nazy saying he was given no notice or explanation.

“We don’t have the specific reason behind this closure; I heard it happened after there was an order from someone at the top level of the government,” Nazy said.

Kham Phon Keomony, head of 103 FM radio, said the program had been broadcast for free by the government since 2008.

“Only the government knows the reason why it was shut down this month,” he said.

But both government spokesman Phay Siphan and Ministry of Information spokesman Ouk Kimseng said they had no knowledge of the reasons behind the program’s sudden silencing.

Manekseka Sangkum: Like everything else, this maybe just the tip of the iceberg in the drug trade, and a show for PR purposes. As with the country's forest and timber trade, it is the biggest barons sitting above the law, and operate with impunity who are the real culprits and the biggest crooks. Yet, instead of being brought before justice and the law, they are bestowed honoury titles and medals!

It should be the corrupt system that needs to be put to the fire.

More than 1.56 tonnes of confiscated drugs went up in flames yesterday as the government set the contraband ablaze at the capital’s Boeung Trabek High School for International Anti-Drug Day.

The drugs included 67.4 kilograms of methamphatamine, 1.5 tonnes of dried marijuana, 1.5 kilograms of marijuana oil, and 350 grams of heroin, said Phnom Penh Municipal Court prosecutor Sieng Sok.

In the first six months of 2016, Phnom Penh has recorded 156 drug crackdowns with 517 people arrested, 35 of whom were women, said Phnom Penh Deputy Governor Khuong Sreng. Nationwide figures were not available for this period.

Deputy Prime Minister Ke Kim Yan, presiding over the event, requested the authority use rehabilitated drug users as educational agents to encourage their peers to stop using drugs because "they will listen to them".

Thy Sovantha has filed a defamation complaint against two CNRP activists for questioning the attendance figures at a forum organised by her NGO in Oddar Meanchey’s Trapaing Prasat district.

The complaint, filed on June 24, alleges that Mounh Sarath, head of the CNRP taskforce for the province, and Oun Vansak, administrator of the I love Cambodia Hot News II Facebook page, took to social media to say her forum had only 70 attendees when, by her count, there were actually about 900.

“He [Sarath] said I edited the photos of the forum,” the complaint reads. “The prosecutor should take legal action.”

Sarath dismissed her complaint yesterday, saying it was simple freedom of expression. “Whether the court takes action . . . depends on the court’s discretion. What I said was just my opinion.”

A group of Taiwanese nationals were bundled onto a plane and flown to China for prosecution on Friday for their involvement in an alleged telecom scam, according to an Interior Ministry immigration department official. The move came despite protests from the government of Taiwan.

“We sent 25 Taiwanese along with 14 mainland Chinese,” said Uk Hai Sela, chief investigator at the Ministry’s immigration department.

“They had committed crimes by extorting money in China through [voice over internet protocol] phone scams. . . . They pretended to be prosecutors, police and authorities in order to extort money from victims’ families.”

Tests confirm Angkor boat made in 1207 AD

A boat unearthed at a construction site in Siem Reap’s Angkor Thom district in April was made in 1207 AD, according to carbon dating results announced on Friday.

The 809-year-old vessel was carved from a single tree trunk during the reign of King Jayavarman VII.

Apsara Authority spokesman Long Kosal said the results, produced by a radio carbon dating lab in New Zealand, were announced at the biannual meeting of the International Coordinating Committee for Angkor.

“I believe this is the oldest boat that has been found so far,” Kosal said.

“Apsara believes this will be another great piece of information, which will enlighten us to understand how the Khmer people were using the boat.

"To have contemporary arts by mainly Cambodian and Cambodian diaspora artists in a space like the National Museum, which is so historically significant, I think that it’s just huge,” said Anida Yoeu Ali.

An exhibition at the National Museum of Cambodia will over the next two months showcase the works of some of the country’s leading contemporary artists, work that is often shown abroad but that many Cambodians may not have seen.

The show, titled Histories of the Future, is curated by Dana Langlois, founding director of the Phnom Penh art space JavaArts, and will be on display from July 1 until August 31. It is a collaboration of the Ministry of Fine Arts, the National Museum and the Australian Embassy in Phnom Penh

“Most of the work done in Cambodia is not seen by Cambodians, and that is the missing part that we need to think about.”

“I was actually quite excited to take on this project because, over the last 10-15 years, quite a lot of very good and interesting contemporary [Cambodian] artworks have been supported and exhibited in Australia,” Langlois, who has been working in the Cambodian art scene for the past 16 years, told VOA Khmer.

“I saw this as a really good opportunity to bring this work here in Cambodia to be showcased together in one exhibition.”

Hun Sen assured representatives of Cambodia’s Christian community on Saturday afternoon that they will face no persecution while he is in power.

Speaking at Koh Pich City Hall, the prime minister announced he had extended his protection to the Kingdom’s Christians.

“You are at peace, and I appeal to all religions in Cambodia not to harass you or your sects,” he said.

However, Chhay Thy, Ratanakkiri provincial coordinator for Adhoc, said guarantees of freedom of religious expression are often dependent on the wider political climate.

He cited cases earlier this month in which a gathering of 50 Ratanakkiri Christians was broken up by police and three men were later detained at gunpoint for questioning.

“There have always been restrictions on freedom of assembly while there is political heat in Phnom Penh,” Thy said.

Cambodia rolls out red carpet for Lao PM

PHNOM PENH, June 27 (Xinhua) -- Cambodia on Monday rolled out its red carpet for Lao Prime Minister Thongloun Sisoulith on his official visit to the kingdom in order to further enhance relations and cooperation between the two neighbors.

Thongloun was cordially welcomed by his Cambodian counterpart Samdech Techo Hun Sen with a brass band and guard of honor at the Peace Palace in the Cambodian capital of Phnom Penh.

Then the two prime ministers held talks, agreeing to broaden bilateral ties and cooperation in economy, trade, investment and tourism for mutual benefits, according to Eang Sophalleth, a personal assistant to Hun Sen.

The two leaders also agreed to continue strengthening security along the border and preventing all types of cross-border crimes, he said.

Both sides also agreed to establish consulates-general in Cambodia's Stung Treng city and Laos' Pakse city in order to facilitate travel for the people of the two countries, he added.

Thongloun arrived here on Monday for a two-day official visit. He told Hun Sen that Cambodia was the first country that he paid the visit after being elected as the prime minister of Laos in April.

During his stay, the Lao leader is also scheduled to pay courtesy calls on King Norodom Sihamoni, Senate President Samdech Say Chhum, and National Assembly President Samdech Heng Samrin.

While Cambodia’s crowded banking sector has enjoyed strong growth, the majority of consumers surveyed have cited dissatisfaction with banking services as a main impediment for the sector’s confidence and future growth.

A representative survey presented at the eighth annual Banking and Microfinance Awards on Friday showed that 70 per cent of consumers believed that overall service was lacking. The study focused not only on day-to-day branch service – which scored low for staff quality – but also ATM infrastructure and digital banking capabilities.

“Banks need to serve the people and teach them how to spend, invest and save smarter,” said Tam Le, CEO of International Data Group ASEAN, the event’s organiser.

While the survey said that call centre services could help alleviate some of the frustrations, most people claimed that when they entered a branch with a particular question, the staff was unable to provide assistance.

“Branch services are not knowledgeable,” said Le.

“For example, if a customer wants to upgrade a card from debit to credit to increase online payments, the customer service doesn’t have the answers for that process.”

Four senior opposition officials will meet with leader-in-exile Sam Rainsy on Tuesday in the Philippines to discuss the heated political situation, as Prime Minister Hun Sen continues to raise the spectre of colour revolutions.

Cambodia National Rescue Party (CNRP) lawmakers Pol Ham, Eng Chhay Eang, Ou Chanrith and Yim Sovann will travel to meet Rainsy, with the notable absence of Kem Sokha, who remains holed up at the party headquarters to avoid arrest in relation to an ongoing sex scandal. Chanrith said the Kem Sokha affair was the impetus for the Manila meet – the second such gathering since March.

Rainsy, too, is avoiding arrest over a defamation case, and has been in self-imposed exile since November. Nonetheless, in an email yesterday, he insisted that “the CNRP leadership continues to do its work without any serious disruption. On the substance it is business as usual.”

Speaking at CNRP headquarters yesterday, Pol Ham said supporters were rallying not only to protect Sohka, but to “demand free and fair elections”.

CPP spokesman Sok Eysan, however, said if the opposition did not think the elections were fair, Rainsy and his party were welcome to bow out of the race. “If the [CNRP] understands the situation is not fair and just in the elections, it is not necessary for them to join,” he said.

But Koul Panha, executive director of election watchdog Comfrel, said it would be a “crisis” if the opposition did not participate, as the result would not be recognised nationally or internationally.

A 36-year-old Battambang woman charged with “insulting a public official” has denied posting an image on Facebook claiming that Prime Minister Hun Sen had died, saying that the image had been posted using her stolen phone.

Provincial court spokesman Touch Sopheakdey said Pang Sina had been charged with insulting a public officer under Article 502 of the Penal Code and would be kept under supervision at her residence.

“We have been questioning her since yesterday [Saturday], and this morning we decided to charge her with insulting a public official,” he said.

An image of Hun Sen surrounded by two funeral wreaths with the message “Hun Sen has died in a plane crash and congratulations on his death” was posted on Sina’s Facebook page on June 5 and June 21.

Sopheakdey said that Sina denied posting the pictures on her Facebook account when she was questioned by provincial military police, and added that she would have to periodically report to the commune police station for the next month.

Phen Sophany cuts the motor as the boat nears the centre of a mangrove-lined estuary in Koh Kong province, near the isolated fishing village of Koh Sralav.

“This is where the island used to be,” the 38-year-old member of environmental activist group Mother Nature says, the village visible in the distance.

“It was about 100 metres by 50 metres, named Koh Kabung – it looked like a crocodile egg, filled with mangroves and crabs. Then they took the sand around it, and when the water came in, it was gone.”

Three members of Mother Nature are set to face to court today on charges stemming from their campaign aimed at stopping dredging in Koh Kong’s estuaries.

The trio – San Mala, 24, Try Sovikea, 26, and Sim Somnang, 29 – were put in pre-trial detention in August last year and charged with “threatening to destroy property followed by an order” under Article 424 of the Penal Code, after a complaint by dredging company Direct Access, which demanded $100,000 in compensation. They face a maximum of two years in prison.

The charges relate to alleged threats to destroy equipment made by the trio during a three-day protest in late July, during which activists and community members boarded the dredging ships.

There’s been no suggestion equipment was subsequently damaged, and the three men deny the charges, which a recent legal analysis by the Cambodia Centre for Human Rights slammed as lacking “any substantive evidence”.
