លោក ខៀវ កាញារីទ្ធ ថា​អ្នក​បើកបរ​ឡាន​ឲ្យ​ថ្នាក់​ដឹក​នាំ​មិន​សូវ​យល់​ដឹង​ពី​ច្បាប់​ចរាចរណ៍

School of Vice: The same observation can be made of the people "navigating" the nation at this minute, including this long-serving minister? If so, who can educate them?!

PS: A foreigner once [many years ago when the capital's traffic was much less congested] riding along one of Phnom Penh's main boulevards found herself caught up in a traffic mishap, and noted that the offending vehicle that was in the heart of it all was none other than that of the then Minister of Information himself. The local traffic police informed her that since it was the Minister's car that was in question, not much could be done about it at the time. The aggrieved foreigner could not help giving vent to her emotions later, saying that "leaders should lead by example". Most Khmer people could easily relate to that sentiment. The wonder is why after almost four decades of this single party rule the country's population are still being made to play Russian roulette with their lives daily on the roads, and needlessly so given the mundane nature of this kind of social issues?

Among a few of the foreigners/ex-pats I happened to know, one narrowly survived a violent car crash but with terminal physical incapacities, another lost his life in similar circumstances whilst working for a well-known Cambodian rights NGO.

រដ្ឋមន្ត្រី​ក្រសួង​ព័ត៌មាន លោក ខៀវ កាញារីទ្ធ មាន​ប្រសាសន៍​ថា ក្រៅ​ពី​ការ​ផ្សព្វផ្សាយ​ជូន​អ្នក​សារព័ត៌មាន ក្រុម​ការងារ​ផ្សព្វផ្សាយ​ច្បាប់​នេះ ក៏​ត្រូវ​តែ​រៀបចំ​សិក្ខាសាលា​មួយ​ទៀត​ឲ្យ​អ្នក​បើកបរ​រថយន្ត​របស់​ថ្នាក់​ដឹក​នាំ ដូចជា​អ្នក​បើកបរ​រថយន្ត​ឲ្យ​រដ្ឋមន្ត្រី និង​អ្នក​តំណាង​រាស្ត្រ បាន​ចូល​ក្នុង​ពិធី​ផ្សព្វផ្សាយ​ច្បាប់​ចរាចរណ៍​ផ្លូវ​គោក ដើម្បី​ចូលរួម​កាត់​បន្ថយ​គ្រោះ​ថ្នាក់​ចរាចរណ៍។ ការ​ផ្សព្វផ្សាយ​នេះ នឹង​ចូល​ចែក​រំលែក​ដោយ​អ្នក​ជំនាញ​ខាង​ផ្លូវ និង​អ្នក​បច្ចេកទេស​ច្បាប់៖ «ត្រូវ​មាន​ធ្វើ​សិក្ខាសាលា​អ្នក​បើក​ឡាន​ទាំងអស់​ត្រូវ​រៀន ប្រធាន​នាយកដ្ឋាន​ឡើង​លើ ក៏​ត្រូវ​រៀន ត្រូវ​ពន្យល់​គ្នា​ត ហើយ​អ្នក​កាសែត​ទាំងអស់ ក៏​ត្រូវ​យល់ ពីព្រោះ​មាន​រឿង​ច្រើន​ណាស់​ដែល​មិន​យល់ ហើយ​ចេះ​តែ​បង្ក»។

ការ​ថ្លែង​នេះ នៅ​ក្នុង​កិច្ច​ប្រជុំ​ផ្សព្វផ្សាយ​ច្បាប់​ស្ដីពី​ចរាចរណ៍​ផ្លូវ​គោក​ដល់​អ្នក​សារព័ត៌មាន និង​មន្ត្រី​មន្ទីរ​ព័ត៌មាន​រាជធានី-ខេត្ត ប្រមាណ ១០០​នាក់​នៅ​ក្រសួង​ព័ត៌មាន ថ្ងៃ​ទី​២៦ មករា។

កាល​ពី​ថ្ងៃ​ទី​១០ ខែ​មករា គណៈកម្មាធិការ​ជាតិ​សុវត្ថិភាព​ចរាចរណ៍​ផ្លូវ​គោក បាន​បង្កើត​ក្រុម​ការងារ​វេទិកា​អប់រំ​ផ្សព្វផ្សាយ​ច្បាប់​ស្ដីពី​ចរាចរណ៍​ផ្លូវ​គោក ដើម្បី​បង្កើន​យុទ្ធនាការ​ផ្សព្វផ្សាយ និង​បង្រៀន​ច្បាប់​នេះ​ដល់​សាធារណជន។

របាយការណ៍​អគ្គស្នងការដ្ឋាន​នគរបាល​ជាតិ​ឆ្នាំ​២០១៥ បង្ហាញ​ថា អ្នក​ទទួល​រង​គ្រោះថ្នាក់​ចរាចរណ៍​មាន​ចំនួន​ជាង ២.២០០​នាក់ គិត​ជា​មធ្យម​ស្លាប់​ក្នុង​មួយ​ថ្ងៃ​ពី ៥​នាក់​ទៅ ៦​នាក់។ បើ​ប្រៀបធៀប​ទៅ​នឹង​បណ្ដា​ប្រទេស​ក្នុង​តំបន់​អាស៊ាន កម្ពុជា ប្រឈម​នឹង​ហានិភ័យ​ខ្ពស់​ជាង​គេ។ ក្នុង​ចំណោម​គ្រោះថ្នាក់​មាន ៩៤% នៃ​អ្នក​បញ្ជា​យានយន្ត ពុំ​គោរព និង​ពុំ​សូវ​យល់​ដឹង​ពី​ច្បាប់​ចរាចរណ៍៕
