Cambodia Should Produce More Quality Human Resources, Rather Than Quantity


PHNOM PENH (The Cambodia Herald) -- Cambodia has more labour forces than the jobs created every year. Hence, some students who have just graduated from the university can’t find jobs; they need some time to get jobs. Some young people have to sell their labour abroad. Despite the surplus of labour forces, this country still lacks quality human resources.

“There are a lot of job hunters out there in the market but only a few people are competent to work with loyalty and responsibility. Cambodia is lacking good human resources to promote productivity.” This was commonly raised by foreign investors and businessmen in Cambodia.

Each year approximately 20.000 young people newly enter the job market in this poor Cambodia. Some of them can get the jobs right away but some have to wait for about one or two years. Some other people can’t have decent, full-time jobs. Owing to the lack of jobs and the low rate of salary of jobs in Cambodia, thousands of Khmer workers have decided to leave their hometowns and find jobs in other countries both legally and illegally. However, thousands of other Khmer young people are still jobless today.

Why can’t some young people get jobs in Cambodia?

It seems that Cambodia is facing the surplus of labour forces but in fact this country is lacking quality labour forces which are competent, loyal, committed, and workaholic etc.

Small job market in Cambodia could be a reason for the unemployment issue but poor quality of education in high schools, faculties and universities and the lack of vocational training schools in this country are the two major reasons. The quality of education in the poor country is seen lower than that in other countries in the region.

A lot of companies are competing for competent staff in various sectors such as banking service, media, information, technology, agriculture, construction, and real estates. It can be concluded that although Cambodia is producing a lot of human resources, this country still lacks the quality human resources in these fields.

Each year thousands of students have completed their Master’s Degree but a few of them become competent human resources. The education system in Cambodia has been blamed for the problem because Cambodia has implemented the education policy which focuses on “producing quantity human resources rather than strengthening their quality,” owing to the reason that human resources in Cambodia was destroyed by Khmer Rouge during the Pol Pot’s regime in 1975-1979. It was correct if this concept was implemented after the Pol Pot’s regime had just ended but it can’t be implemented in the twenty-first century or more than 30 years after the regime.

The situation of Cambodia today shows that the quantity of human resources is quite enough but this country lacks competent human resources, without which the productivity of the production is low.

Businessmen in Cambodia said that quality human resources are very important to develop the companies and the country. The quality human resources are the brains of the companies and the country. The weaker the brains are, the slower the development of the companies and the country is.

Apart from the above criteria, businessmen need people with innovation and creativity; they don’t like the concept of copying from others.

In this generation, they want to hire one person to do “ten things,” rather than hire ten persons to do “one thing.”

In conclusion, producing qualified human resources is the main duty for the Ministry of Education, Youth and Sports, led by the new Minister Mr. Hang Chuon Naron. If the certificate is high but the person who holds the certificate is unqualified, the certificate is worthless. In other words, certificate is just to certify the level of study but it doesn’t certify the quality of education.
