Mr. Hun Sen ordered the troops to protect the factories, to protect the jobs for the poors. The troops over-reacted when they faced dangerous threats from the angry hooligans, the protesters.
If the troops did not act fast, more factories would have been damaged. What is the priority here? Protect the factories for the poors, or neutralize the protester fast? That's the burden for the commander on spot.

You are talking about prioritizing poverty. But you said protecting the Thai border first and don't care about the Viet border. That's what you were implying. I agree that poverty is and should be a priority, but the whole nation won't die of poverty. However, if our whole nation is taken over by our neighbor, especially Vietnam, then the whole Cambodian nation will die of slavery.
Hun Sen ruled Cambodia for 35 years, 6 years a foreign minister and 29 years as PM, and he hasn't done anything to protect the border and very little thing to reduce the poverty rate. With the way Hun Sen rule, even after he died he won't be able to protect Cambodia's border and reduce the poverty rate to 15%. Talking about waiting for the beauty pageant until the poverty rate is reduced to 15% is like saying "until the pig can fly".
I like it when you said "Protect the poor at all cost. And deal out harsh punishment to anyone who" cause the poverty in Cambodia. I ask you to relay your idea to you Dejo Hun Sen because he didn't protect the poor, but instead robbing from the poor to give to the rich, like what had happened to the Boeung Kak and Borei Keila communities as well as land concessions to Viet companies that encroached on poor people's land who cried for help everyday. Hun Sen must deal out harsh punishment to himself and his cronies for signing land concessions at Boeung Kak and Borei Keila and forest areas to his cronies and dodgy foreign companies. Currently Mr. Hun Sen cannot protect the people at Boeung Kak and Borei Keila communities. If he makes a move on the greedy officials, they will gang up against him. He is bidding his time to wait for the greedy officials to get so fat to lose the will to fight, then he will start to protect the poor.
Just look at how people reacted against Ou Virak. Note that Ou Virak did not take away anyone's money, land or rich concession. People easily got angry over his reasonable comment. Now imagine how angry the greedy official will get mad at Mr. Hun Sen.

I don't have much time to debate with you because you failed to answer my questions or points directly, so I would be brief.
1. Hun Sen can't protect the Boeung Kak communities because it was Hun Sen who signed away their land to his crony tycoon Lao Meng Khin. Hun sen was reportedly said to have share in the land gotten from the eviction of the Boeung community also. Hun sen has share in all parcels of land that involved the evictions of the poor people. For example, Koh Pich was given to Canadia Bank owned by Pung Kheav Se. It's reportedly claimed that Hun sen has share in canadia Bank and, hence, Koh Pich. See what happened to the 353 deaths in November 2010? No investigation. Please dont' say that Hun sen is scared of his subordinates. Hun Sen is corrupt himself and he is the one ordering the evictions of the Boeung Kak community and elsewhere. He controls the whole army and the police, so he can do whatever he wants. The fact that he didn't do proves that he is corrupt and is part of the problems.
Don't brag about Hun Sen's fight with Thailand. I respect our individual soldiers, they are tough fighters but they can't fight with bare hands and wearing thongs to the battlefields. Cambodia has 140,000 troops, about 200-300 tanks and no naval battleships and no air force. On the other hand, Thailand has over 300,000 troops, over 1000 tanks, around 300 fighter jets and more than 100 naval battleships. Who to blame? It's because of Hun sen's corruption that's why we could not have enough money to buy military boots, weapons, fighter jets, ships etc for our army.
Hun Sen has not even created much jobs and certainly not protecting jobs. Many Viet-owned rubber plantations, in total about 2 million hectares, especially in Ratanakiri, employed Viet workers, not Khmers. Many factories in Bavet are said to have employed many Viet workers.
Comparing Hun Sen to Singapore's Lee Kwan Yew is like comparing hell to heaven. Hun Sen's 35 years rule make people poorer, I mean rural people. Lee Kwan Yew took less that 20 years to make Singapore Southeast's economic powerhouse, from its birth in 1965 to the early 1980s.
Talking about Khmer overseas sending money to Cambodia, I read somewhere that Khmer overseas sent around $1.5 billion to Cambodia every years. This is we are talking about former refugees living overseas. Adding Khmer workers in Korea, Thailand and Malaysia and other countries, it could be over $2 billion. This is the real income for Cambodian economy. It's this money that makes a real difference to the life of ordinary Cambodians. On the other hand, Hun sen keeps borrowing from China, so it's your children and mine who will have to work their butts off to repay Hun Sen's debts.
