Shortage of medical care for prisoner Yan Sok Kea

On the Shortage of Medical Treatment which has Led to Suspect Yan Sok Kea Becoming Seriously Ill
The Cambodian Human Rights and Development Association (ADHOC) is shocked and strongly regrets the shortage of medical care which has caused a suspect, Yan Sok Kea, to become seriously ill, nearly causing his death due to a delay in sending him to Preah Monivong hospital.
ADHOC has been informed by the suspect’s parents and requested to intervene and press for more care and medical service, treatment and medicines to save the suspect. Yan Sok Kea was arrested on November 14, 2007 in Choam Khsan district, Preah Vihear province accused of “destruction of nature”. The court decided to detain him temporarily in the Correction Center 1 (CC1), Prey Sar, Phnom Penh. While he was inside the prison, he became ill with a high fever for several days, but was given no treatment. His symptoms became more serious – he fell unconscious and had numbness in his limbs. Eventually, CC1 decided to send him to Preah Monivong hospital on April 12, 2008.He has been inside hospital, Yan Sok Kea is still not yet better; Doctor has suggested that the prison should not left him become severely without treatment him then send him so late to hospital. Parallel to lack of medicine, prison officials also does not permit ADHOC to support medical assistance to him.In general, ADHOC found that there are a lot of vulnerable sick prisoners who are lacking the medicine which is depending on their family support. This problem is under burden of government have to treat well all prisoner’s health however they were arrested we are pleased them to be normal condition of health following to the Standard Minimum Rules for the Treatment of Prisoners. Furthermore there is not enough evidence of charge against Yan Sok Kea over destruction of nature; he just a tourism to Preah Vihear temple, he did not cut tree to grab land state.ADHOC insisted to relative institutions, in specific General Department of Prison have to take action to have well treatment and save Yan Sok Kea’s life and we also urge court to provide justice for him. On other hands we would to urge national and international organization working in heath should take attention to care about health of Yan Sok Kea and all prisoners in order to guarantee the respect of rights to health.
