PHNOM PENH — Cambodian opposition party lawmakers have written a letter to
Prime Minister Prayut Chan-o-cha to protest against alleged extrajudicial killings of Cambodians in Thailand, according to a copy of the letter released Thursday.
In the letter dated Feb 9, the Cambodia National Rescue Party members said they are concerned by news that two people suspected of being Cambodians were burned alive by Thai soldiers in Sa Kaeo.
"Your government has so far denied the nationality of the bodies although the parents of the two young men have claimed (them to be) the bodies of their sons," they said, adding that "no matter the nationality of the bodies, we consider burning alive suspects to be a barbaric act condemned by the world."
In their letter, the lawmakers also expressed outrage at the alleged extrajudicial killings of dozens of other Cambodians across the border in Thailand in recent year, including 45 in 2012 and 69 in 2013, and said the Thai government's failure to act against those responsible is tantamount to encouraging such killings.
Earlier this week, it was reported that Thai soldiers shot and killed three Cambodian illegal loggers and seriously injured a fourth last week.
Thailand says the occasional shooting of Cambodians who illegally across the border to log valuable Siamese rosewood is because they are sometimes protected by armed groups who fire at Thai soldiers patrolling the area, with a view to avoiding arrest, compelling Thai soldiers to fire in self-defence.
It says such act of self-defence is fully in compliance with international law.

ក្នុងសេចក្តីថ្លែងការណ៍របស់សមាជិកសភាមកពីគណបក្សសង្គ្រោះជាតិ ផ្ញើជូននាយករដ្ឋមន្ត្រីថៃលោក ប្រាយុទ្ធ ចន្ទអូចា ដែលកើតចេញពីក្រុមប្រឹក្សាយោធាថៃ បានលើកឡើងថា វាជាការខ្លោចចិត្ត និងជាសកម្មភាព ដែលត្រូវថ្កោលទោសជាសកល ក្នុងករណីដុតសម្លាប់ពលរដ្ឋខ្មែរ ដោយទាហានថៃ ។ សេចក្តីថ្លែងការណ៍ ទទូចឲ្យរដ្ឋាភិបាលថៃត្រូវតែផ្តល់សក្ខីភាព និងឆ្លើយតបជាមួយកម្ពុជាឲ្យបានត្រឹមត្រូវ ដើម្បីបំភ្លឺករណីនេះ ។ សមាជិកសភាកម្ពុជា ចាត់ទុកការសម្លាប់ពលរដ្ឋខ្មែរ ដោយទាហានថៃ ជាអំពើកាប់សម្លាប់ក្រៅប្រព័ន្ធច្បាប់ និងទាមទារឲ្យបញ្ឈប់សកម្មភាពនេះជាបន្ទាន់ ។
ស្ត្រីម្នាក់នៅស្ថានទូតថៃប្រចាំកម្ពុជាអះអាងថា អ្នកនាំពាក្យស្ថានទូតនេះមិនអាចអត្ថាធិប្បាយបានទេករណីនេះ ។
ទាក់ទិននឹងករណីបាញ់សម្លាប់ពលរដ្ឋខ្មែរដោយទាហានថៃ ប្រធានក្រុមស៊ើបអង្កេតនៃសមាគមការពារសិទ្ធិមនុស្សអាដហុក លោក នី ចរិយា យល់ថាកម្ពុជាគួរតែដាក់ពាក្យបណ្តឹងទៅកាន់អង្គការសហប្រជាជាតិ ឬក៏តុលាការព្រហ្មទណ្ឌអន្តរជាតិ ជាជាងការចរចាទ្វេភាគីជាមួយថៃ ។ លោកថា ប្រទេសថៃមានឥទ្ធិពលទាំងនយោបាយ និងសេដ្ឋកិច្ចមកលើកម្ពុជា ដូច្នេះយន្តការចរចាមិនមានប្រសិទ្ធភាពនោះទេ ។
លោកមានប្រសាសន៍ថា «ខ្ញុំយល់ថាមានជម្រើសតែមួយគត់ដែលកម្ពុជាត្រូវតែធ្វើហើយមានប្រសិទ្ធភាពនោះ គឺត្រូវប្ដឹងទៅតុលាការព្រហ្មទណ្ឌអន្តរជាតិពីរឿងភាគីថៃនៅតែបន្តបាញ់សម្លាប់ពលរដ្ឋខ្មែរ ដោយសារតែការរើសអើង ដោយសារតែការប្រកាន់នូវនិន្នាការនៃជនជាតិនេះ» ។
សេចក្តីថ្លែងការណ៍ឲ្យដឹងគិតពីឆ្នាំ២០១២ ដល់ឆ្នាំ២០១៣ មានពលរដ្ឋកម្ពុជាចំនួន១១៤នាក់ត្រូវបានទាហានថៃបាញ់សម្លាប់ ៕
