In the modern world every time that they build sub-divisions or big malls/stores,they build the retaintion ponds or reservoirs to hold the rains waters.
This stupid Cpp govt needs to learns from the world communities around it little nation,or sending some one to study the building codes or stop fill up the sands in the lakes around their freaking cities! Most of all stop letting its pigs [clans] to destroyed our lakes that function as the rains water holding tanks from drowning its cities, especially, Phnom Penh city.
