Editorial Hints at Beijing’s Recognition of Cambodian Opposition [Is this a sign that China is abandoning Hun Sen in favour of the Cambodian opposition? តើប្រទេសចិនបោះបង់ចោល ហ៊ុន សែន​ហើយបែរមកគាំទ្រគណបក្សសង្រ្គោះជាតិវិញឬ?]


With official election results still to be announced, Chinese Prime Minister Li Keqiang has already congratulated Prime Minister Hun Sen—a reliable ally of Beijing—on his victory at the polls.
The Communist Party of China (CPC)—which presides over a one-party state without general elections—has also said the vote was “competitive, free, fair and transparent.”
But following a huge reduction in popular support for Mr. Hun Sen in last month’s election, there are signs China may not be so ready to back Mr. Hun Sen’s government should his government fall out of favor.
An opinion article published by China’s state-owned English-language newspaper the Global Times on Wednesday declared that “Beijing must realize vote’s power in SE Asia.”
The article—accompanied by a cartoon depicting a ballot box with the wings of a dove—was written by Ding Gang, a senior editor with the CPC’s newspaper, The People’s Daily.
Veering away from Chinese state media’s usual line—which tends to ignore Cambodia’s opposition—Mr. Ding wrote that on a recent trip to Cambodia before the election, he could sense that grassroots support for the CPP was beginning to waver.
“I came across many ordinary people from all walks of life: young people, taxi drivers, store owners and hotel receptionists. They worked at different jobs, but without exception, they were all complaining about one thing: government corruption,” he wrote.
He said opposition populism posed a threat to the ruling CPP “which is challenged by how to legitimately share the cake with different classes.”
“Southeast Asia is not virgin territory for democracy, but few countries with this system have successfully established a truly fair distribution mechanism. Social turmoil is lying in wait,” Mr. Ding wrote.

Mr. Ding appeared to be highlighting a concern among Beijing foreign policy circles that despite China’s own lack of democratic elections, continuity in government cannot be assumed in Southeast Asia.
“Chinese usually take it for granted that Cambodia, a small country nearby, has to depend on China’s development. As a result, the Chinese are usually not interested in the political transformations in surrounding countries,” Mr. Ding said.
“Considering the power of the vote in its neighbors, China has to face great challenges in its future ties with neighboring countries if it wants to maintain a good, sustainable image in the long term,” he said.
The opposition CNRP has made it clear that in government it would continue to embrace China, but the CPP has developed close links with the CPC.
The Global Times piece follows an editorial in Japan’s influential Asahi Shimbun newspaper on Monday, calling for Mr. Hun Sen to “embark on reform to eliminate corruption in Cambodia,” suggesting another major Asian patron’s displeasure with the CPP.
The Asahi Shimbun highlighted the huge support Japan has given Cambodia since the early 1990s, and called on its leaders to pressure reform from Mr. Hun Sen.
“Prime Minister Shinzo Abe has vowed to base his diplomacy in Asia on such values as freedom, democracy and respect for human rights,” the editorial said.
Carlyle Thayer, an expert on Southeast Asia at the Australian Defense Force Academy in Canberra, said China has historically proved very flexible to creating relationships with whoever is ruling in Cambodia.
“History speaks for itself. China once supported and backed communist insurgencies throughout Southeast Asia, and then abandoned them in the 1970s once state-to-state relations were established with a One Chi­na policy clause,” he said.
Mr. Thayer noted that China pivoted from supporting the Khmer Rouge after 1991 to supporting Mr. Hun Sen after 1993 and said Chinese diplomats would be following developments closely after Burma’s recent opening to Europe and the U.S.
“China has too much invested in Cambodia economically and politically to fall on its sword if Hun Sen exits power,” he said. “China will be pragmatic and switch sides. It will use economic inducements to convince any potential new government that they must get along with China.”

Chinese foreign policies have always been changed to serve Chinese interests. China doesn't normally support one party against the other, but will switch its support if it sees another party's policies will serve China's interests.

Take for example, China supported the Khmer Rouge for many, many years, but it switched to support the elected government led by Funcinpec and the CPP after the 1993 election, even though China supported the KR against the CPP for a long time. After the 1997 coup, after the CPP toppled Funcinpec, China switched side to support the CPP, even though China has a long relationship with Sihanouk and Funcinpec and it abandoned the KR altogether in around 1998. This was because China saw that the CPP would serve its interests better than Funcinpec and that Funcinpec and the KR were the losers in the battle for control of Cambodia.

Now, China see that CPP has lost supports of the Khmer people and therefore its legitimacy to rule Cambodia, so China is turning toward supporting the opposition because of its popularity with the Cambodian voters which would lead them to win the next election. Plus, the CNRP has already made it very clear that it supports a One-China policy and its rights to claim ownership of the Paracel Islands and the Spratleys Islands against Vietnam.

So, the CPP and Hun Sen must be mindful that China is not always behind them.

Do not believe CPP is a winner of Election because all the medias, Telecommunications and Information Ministry Dept. (controlled by corrupted and alcoholic Mr. Wisky Kanharith "Yuon/Vietnamese CPP crooked official", Education Dept (controlled by Vietnamese Crooked Official Ms. Vietcong Men Sam On), and Cable TVs (owned by Hun Sen's daughter Hun Mana and Vietnamese/CPP crooks) are controlled and owned by the Communist CPP (Cambodian "Communis" People Party) along with their communist Vietnamese corrupted officials "Hun Sen's Vietnamese bosses" and illegal business advisers "Hun Sen's illegal Vietnamese Business Advisers" from Hanoi, Vietnam. Those CPP corrupted officials, illegal Vietnamese "Yuon" business advisers for Hun Sen and other CPP and Vietnamese crooks and criminals in Cambodian Government Affairs in Phnom Penh have declared and announced the fake results of winning elections without proper counts and because of illegal Vietnamese voters, frauds, irregularities, no free and fair election, CPP-Owned National Election Committee "NEC" and CPP corrupted money "coming from illegal sales of Cambodian lands, forested-timbers, natural resources of Cambodian State. CPP are very bad and corrupted. All News coming from CPP controlled medians and Information Ministry are not reliable, true. Every news and announcement from CPP are fake because of Vietnamese dog Hun Sen who is controlled by his evil Vietnamese bosses (like Viet PM Dung) and followed the footstep of evil Ho Chi Minh into the bad dream of reality and nightmare."

We don't think CPP won the election because of the result of CPP with 68 seats and CNRP with 55 seats. There is no transparency of voting counts, but cheating, voting buying, CPP threats to Cambodian people's lives, intimidation, irregularities, CPP-Owned Medias/TVs and Telecomm., and more. Again, CPP did not or have not won the election. CNRP is a winner with 63 seats and CPP with 60 seats even though the NEC is not independence because of CPP control over NEC and corruptions or by military bodyguards and polices provided by his Vietnamese partners in Hanoi like PM Dung of Communist Vietnam.

Opposition Parties like CNRP, KAPP, FUNCIPEC, CLD, etc., do not own any medias, cable TVs, information ministry dept., education detp., but only CPP.

That is why the fake information has been announced by corrupted and crooked CPP officials of Hun Sen, that CPP won.

Again and again, Yuon/Vietnamese CPP of Vietnamese Installed Prime Minister Hun Sen LOST the election on July 28, 2013 and CNRP of Mr. Kem Sokha and Mr. Sam Rainsy WON the election with 63 or more seats vs 60 or less seats with vote fraud and irregularities.

So, please don't believe CPP Medias/Cable TVs announcement and News because CPP Officials are misleading the information and medias in Cambodia.

CPP is a loser of all time.

Cambodia deos not need China on her side. CNRP does not interested in China. Cambodia have had enough experiences in the past and until now.Stop enough is enough with China , the communist poor country that could not even feed its own people. 3 millions of khmer got killed under China and Youn vietcong Hanoi hands during 1975-1979. China helps only weapons to eliminate khmer from this earth, the same way ah youn Hanoi does ,so they can share the profits.

China can’t see the forest for the trees at this time, while Prime Minister Hun Sen is beating the rap. The Chinese need to understand it doesn’t matter who is the prime minister of Cambodia, her or she will have to talk and deal with China. To stick with one party and not the other is a wrong approach. China should throw the support behind the people of Cambodia, not any particular person.
