Chhouk Bandith , the governor of Bavet town who had been on the run since 21st February for allegedly shooting three garment workers, had been suspended from his duty as governor of Bavet town and being replaced by Deputy Governor Neb Saron as acting governor in a sub-decree leaked to the media on Wednesday 7th March. [Hun Sen only transferred Chhouk Bandith from his position as Bavet town governor to serve as an official at Svay Rieng town only, but did not suspend his position. Read article in Khmer at CEN.com].
Mr. Hing Bun Chea, prosecutor for Svay Rieng Provincial Court, had issued a summon on 5th March for Chhouk Bandith to appear before the court on 16th March to answer the charges of maliciously wounding the three garment workers.
On 21st February, three garment workers were shot during the protest for pay increase. Police said CCTV footage had identified the gunman. Earlier this week Deputy PM and Interior Minister Sar Kheng, who is a main rival of PM Hun Sen, had told reporters that the gunman seen in the footage is Chhouk Bandith, the governor of Bavet town.
On Friday, the Interior Ministry had told officials from NGOs and civil society that Chhouk Bandith had been arrested by the police from the Interior Ministry. However, the whereabouts of the arrested Mr. Chhouk Bandith had become a mystery until many media, particularly The Cambodia Herald, reported that Chhouk Bandith had been hidden by Deputy Prime Minister at her house in Phnom Penh.
Chhouk Bandith had a very close tie with a number of senior government leaders, among them Deputy Prime Minister Men Sam An. There were reports that police under the control of Interior Minister Sar Kheng had arrested Chhouk Bandith on Friday 2nd March, but police loyal to Deputy PM Men Sam An, who is a very close confidant of Prime Minister Hun Sen had freed Chhouk Bandith and hid him at her house in Phnom Penh.
According to Radio Free Asia, Chhouk Bandith, who is in his 40s, was born in Andong commune in Romeas Haek district in Svay Rieng province. In between 2000 and 2001, when Hun Neng, the older brother of Prime Minister Hun Sen, served as the governor of Svay Rieng province, Chhouk Bandith became the governor of Svay Rieng district. In between 2009 and 2010, Chhouk Bandith became the governor of Bavet town when the Interior Ministry had divided Svay Rieng province into 5 districts.
Many people who knew Chhouk Bandith and who spoke on condition of anonymity, said he is a short-tempered, arrogant and pompous person who does not respect anyone because of his power. The anonymous source said that the reason Chhouk Bandith shot at the protesting garment workers was because he had received regular payments from the textile companies that set up shops in his town because, as governor, he is also in charge of overseeing security in the town as well.

I'm a CPP lean person and I would like to see this guy face justice.
Regardless of your party affiliation, people that act like this should be dealt with accordingly.
Without the protection accorded to him from the highest authority (Men Sam An and Hun Sen), Chhouk Bandith will be in jail by now. It is because of protection from Men Sam An and Hun Sen that this guy is still roaming free and only being transferred from one position to another, but not sacked or arrested. I want to see this guy in jail and his protectors also in jail.
They can run,but they can't hide.

Corrupted CPP officials are the big number of Yuon/Vietminh folks in Cambodia and fewer a dumb Khmer like Hun Sen. They like to cheat, hide criminals, want to be above the law, and so on. They are the communists coming from Vietnam which is a lawless country before Cambodia.
