Cambodia rejected any bilateral talks with Thailand

Cambodia has rejected Thai proposal for bilateral talks to work out a troop withdrawal ordered by the International Court of Justice in its decision on 18th July. The ICJ ordered troops from both Cambodia and Thailand be withdrawn from the so-called disputed zone. Cambodia said it will immediately withdraw it troops when the Indonesian observers arrived. However, Thailand said it will not allow Indonesian observers in until Cambodia withdraws its troops and until after the bilateral talks first.

Earlier Dr. Helen Jarvis, advisor to the Cambodian government, had also said that there will be no more talks with Thailand because the ICJ decision is very clear already. "From the Cambodian side there's no need for any more negotiations," she said.

"The decision is clear, the demilitarised zone is very clearly marked on the map and as soon as the Indonesian observers arrive there's no reason why the withdrawal can't immediately take place"

Mr. Phay Siphan, spokesman for the Council of Ministers, said the reason Thailand wants talks before troop withdrawal because Thailand wants to turn the issue bilateral and also because Thailand wants to use talks as a delaying tactic to defy the ICJ order. "What the Thai had proposed is a tactic to use it as a chance not to accept the ICJ order that asked Thailand to withdraw troops, so the tricks that Thailand asks Cambodia for talks before troop withdrawal is because Thailand wants to create a scenario of bilateralism, instead of multi-lateralism. But, the ICJ order both sides to cooperate through Indonesia or Asean", he said.

កាល​ពី​ថ្ងៃ​ពុធ ទី​២០ ខែ​កក្កដា កម្ពុជា និង​ថៃ បាន​បង្ហាញ​ជំហរ​ផ្ទុយ​គ្នា​ទាក់ទង​នឹង​នីតិវិធី​ដក​កងទ័ព​ចេញ​ពី​តំបន់​គ្មាន​យោធា។

នាយករដ្ឋមន្ត្រី​ថៃ លោក អាភីស៊ិត វេតឆាឈីវ៉ាក់ (Abhisit Vejjajiva) ត្រូវ​បាន​ទីភ្នាក់ងារ​ព័ត៌មាន​បារាំង អា.អេហ្វ.ប៉េ (AFP) ដក​ស្រង់​សម្ដី​ឲ្យ​ដឹង​ថា ការ​ចរចា​រវាង​កម្ពុជា និង​ថៃ ត្រូវ​ធ្វើ​ឡើង​ជា​ចាំបាច់​មុន​ការ​ដកទ័ព ហើយ​រដ្ឋាភិបាល​ថៃ​ថ្មី​ជា​អ្នក​អនុវត្ត​ការ​ដក​កងទ័ព​ចេញ។

លោក ហោ ណាំហុង រដ្ឋមន្ត្រី​ការបរទេស​បាន​មាន​ប្រសាសន៍​​​ប្រាប់​ក្រុម​អ្នក​សារព័ត៌មាន​ថា សម្រាប់​កម្ពុជា អ្នក​សង្កេតការណ៍​​ឥណ្ឌូណេស៊ី ត្រូវ​មក​កាន់​តំបន់​ជម្លោះ​ជា​មុន​សិន ទើប​កម្ពុជា​ដក​កងទ័ព​ខ្លួន​ចេញ ៖ «អត់​មាន​ចាំបាច់​ការ​កិកកុក​របស់​ថៃ​ទៀត​ទេ។ ខ្ញុំ​បាន​ស្នើ​ឲ្យ​ចេញ​សេចក្ដី​ថ្លែងការណ៍​របស់​ប្រធាន​អាស៊ាន រដ្ឋមន្ត្រី​ការបរទេស​ដោយ​ឡែក​និយាយ​រឿង​នេះ»។

កន្លង​មក​បើ​ទោះ​ជា​ក្រុមប្រឹក្សា​សន្តិសុខ​អង្គការ​សហប្រជាជាតិ បាន​ទាមទារ​ឲ្យ​មាន​បទ​ឈប់​បាញ់​គ្នា​ជា​អចិន្ត្រៃយ៍ និង​មាន​អ្នក​សង្កេតការណ៍​ឥណ្ឌូណេស៊ី​ក៏ដោយ ក៏​ថៃ​បាន​បដិសេធ​មិន​ទទួល​សំណើ​នេះ ដែល​បាន​បណ្ដាល​ឲ្យ​អ្នក​សង្កេតការណ៍​ឥណ្ឌូណេស៊ី មិន​អាច​មក​សង្កេតការណ៍​នៅ​តំបន់​ជម្លោះ​បាន។

អគ្គលេខាធិការ​អាស៊ាន លោក ស៊ូរិន ពិតស៊ូវ៉ាន់ (Surin Pitsuwan) កាល​ពី​ថ្ងៃ​ពុធ បាន​ស្វាគមន៍​ជំហរ​កម្ពុជា និង​ថៃ ក្នុង​ការ​សន្យា​គោរព​សេចក្ដី​សម្រេច​ចិត្ត​របស់​តុលាការ​យុត្តិធម៌​អន្តរជាតិ។ លោក​បញ្ជាក់​ថា សេចក្ដី​សម្រេច​វិធានការ​បន្ទាន់​របស់​តុលាការ​នឹង​ក្លាយ​ជា​ការ​សាកល្បង​មួយ​សម្រាប់​ប្រទេស​ទាំង​ពីរ។

លោក​បន្ត​ថា ភាគី​ទាំង​សង​ខាង​ត្រូវ​តែ​អត់ធ្មត់ និង​មាន​ការ​ជឿជាក់​គ្នា​ទៅ​វិញ​ទៅ​មក​ក្នុង​ការ​ធ្វើ​តាម​សេចក្ដី​សម្រេច​ចិត្ត​របស់​តុលាការ ហើយ​ប្រសិន​បើ​មាន​ដំណោះស្រាយ​ណា​មួយ​នោះ​ក្នុង​រយៈ​ពេល​បណ្ដោះអាសន្ន​នេះ វា​ជា​ការ​ប្រសើរ​សម្រាប់​អ្នក​ទាំង​អស់​គ្នា។

លោក ស៊ូរិន ពិតស៊ូវ៉ាន់ មាន​ប្រសាសន៍​ថា ប្រធាន​អាស៊ាន​កំពុង​រង់ចាំ​សញ្ញា​ល្អ​មួយ​ពី​កម្ពុជា និង​ថៃ មុន​នឹង​មាន​ការ​សម្របសម្រួល​ដើម្បី​ស្ដារ​ឲ្យ​មាន​សន្តិភាព និង​សន្តិសុខ​តាម​ព្រំដែន។

ប្រធាន​តុលាការ​យុត្តិធម៌​អន្តរជាតិ ចៅក្រម អ៊ីអាស្សី អូវ៉ាដា(Hisashi Owada) កាល​ពី​ថ្ងៃ​ច័ន្ទ ទី​១៨ កក្កដា បាន​អាន​សេចក្ដី​សម្រេច​ចិត្ត​របស់​ខ្លួន​ចំពោះ​មុខ​រដ្ឋមន្ត្រី​ការបរទេស​កម្ពុជា និង​ថៃ ក្នុង​សវនាការ​នៅ​វិមាន​សន្តិភាព​ថា សេចក្ដី​សម្រេច​ចិត្ត​របស់​តុលាការ​ធ្វើ​ឡើង​ដោយ​មាន​ហេតុផល​ថា តំបន់​ប្រាសាទ​ព្រះវិហារ​បាន​ក្លាយ​ជា​កន្លែង​ប្រយុទ្ធ​គ្នា ហើយ​ការ​ប្រយុទ្ធ​គ្នា​រវាង​កងទ័ព​ទាំង​ពីរ​កើត​ឡើង​ជា​ច្រើន​ដង បាន​ធ្វើ​ឲ្យ​ខូចខាត​ដល់​ប្រាសាទ​ព្រះវិហារ។

សេចក្ដី​សម្រេច​របស់​តុលាការ​បាន​បញ្ជា​ឲ្យ​ភាគី​ទាំង​សង​ខាង​ដក​កងទ័ព​ខ្លួន​ដែល​មាន​វត្តមាន​នៅ​តំបន់​គ្មាន​យោធា​ជា​បណ្ដោះអាសន្ន​ជា​បន្ទាន់ ហើយ​និង​ទប់ស្កាត់​វត្តមាន​យោធា​នៅ​តំបន់​ហាមឃាត់​យោធា​នោះ។ តុលាការ​ក៏​បញ្ជា​ថៃ​មិន​ត្រូវ​បង្ក​ការ​រាំង​ស្ទះ​ដល់​សេរីភាព​កម្ពុជា ក្នុង​ការ​ធ្វើ​ដំណើរ​ទៅ​កាន់​ប្រាសាទ​ព្រះវិហារ ឬ​ក៏​ការ​ផ្ដល់​ស្បៀង​អាហារ​ទៅ​ឲ្យ​បុគ្គលិក​ខ្មែរ​ដែល​ជា​ជន​ស៊ីវិល​នៅ​ប្រាសាទ​ព្រះវិហារ។

ប្រធាន​តុលាការ​យុត្តិធម៌​អន្តរជាតិ​បន្ត​ទៀត​ថា ភាគី​ទាំង​សង​ខាង​ត្រូវ​បន្ត​សហការ​ជាមួយ​នឹង​អាស៊ាន ជា​ពិសេស​ត្រូវ​អនុញ្ញាត​ឲ្យ​មាន​អ្នក​សង្កេតការណ៍​អាស៊ាន​មាន​វត្តមាន​សង្កេតការណ៍​នៅ​តំបន់​គ្មាន​យោធា៕

I support the government stands not to withdraw troops at this time until further study to determine clearly of the ICJ ruling and ensure that ASEAN witnesses the agreement between Thailand and Cambodia how to comply with ICJ ordered. I beleive there is no deadline specifically set for both countries to withdraw its troop. Thailand seem to use different stall tactics not to withdraw troops at this point. Cambodia should use the time while Thailand fighting each others to form the new government to take over the issue. This is golden opportunity for Cambodia to put up a think tank group or if you already have this think tank group already to specifically study the ICJ ruling and specifically setup strategic agendas, ready to call for future meeting with Thailand included the 3rd party involvement when the new Thai's government is formed. The think tank group should strategize different tactics to gain upper hand for Cambodia and assist FM Hor Namhong to prepare winning negotiation with Thailand and gain support from the international community. Cambodia should strategize ways to hit them in every corners; I dont mean in physical attack, rather diplomacy attack and build more support internationally. Thailand, sadly is looking more and more like isolated child in the international community. PAD is not helping Thailand's image with their extreme view. Cambodia should watch this group closely and capitalize/exploit on theirs mistake as much as possible. This is new Khmer era, I am sure the government has so many educated individuals around the world ready to support and assist them with different strategies and amazing new ideologies. Cambodia should think strategically; I urge those leaders to read the book called "Art of War". "Measure your strength, study your enemy before you pick a fight". "Only pick a winning battle". "You won the war before going to the battle". "If you can't beat up, join them", dont look at this last word as traitor, the meaning deeper than on the surface.
