Malaysian police to investigate maid's torture, while there is a cover-up in Cambodia

The Malaysian Police has issued a short statement stating that it has recommended action be taken regarding the case of Ouk Seng, a Cambodian maid alleged to have been repeatedly raped and tortured by her Malaysian employer. In an email in response to Khmerization's article, which was emailed to them, the public relations officer of the Royal Malaysian Police, Butik Aman (aduanawam@rmp.gov.my), has assured that action will be taken in regard to the maid's case. Here is an email from Butik Aman to Khmerization:

"Peace.
Forwarded e-mails received via e-mail rmp@rmp.gov.my for information and further action from you.

Any form of action, please forward the e-mail address of the complainant and a copy of the e-mail to inform us rmp@rmp.gov.my.

But, there is a dramatic turn of event. Ouk Seng's mother, Srey Sophal, has now retracted her allegations after she was taken to the Interior of Ministry for questioning.

On Tuesday, 66 year-old Srey Sophal made a dramatic claim that her daughter, Ouk Seng, was repeatedly tortured and raped by her employer and has sought the help of opposition MP Mu Sochua. But, yesterday she retracted her allegations after questioned by police from the Interior Ministry. Ms. Mu Sochua, a senior opposition MP from the Sam Rainsy Party who was approached by the maid's mother to help rescue her daughter, believed that the Cambodian authority pressured her to withdraw her allegation in an attempt to cover up the case. She made this allegation in an email to Mr./Ms. Butik Aman, public relation officer of the Malaysian Police. Here is her email:

Dear Officer Bukit Aman,

I am the lawmaker who was contacted by the mother of the victim . After the press conference at my office in Parliament, the mother was called by the employment agency-Champa Manpower group . The mother was asked to take US$6,000 from the employer, via the Champa agency. The daughter still remains in Malaysia at the office of the employment agency which is related to Champa. But if you call this number which is the number of the neighbor you might be able to find her: 016 99 58 814. I have contacted the Malaysian embassy in Cambodia . The official there assured me that the matter would be given attention.

However, today the mother gave a press conference at the Ministry of Interior in Cambodia and retracted her words about the mistreatment and rape of her daughter. I am sure she is forced to hold the press conference and to say what she said. She is a very poor villager. She found me and my colleague as we have intervened in other cases before and it was reported in the news. She travelled through many provinces to find us. She was desperate when she saw me.

I am very worried for the safety of her daughter if she remains in the office of the agency in Malaysia. The alleged crime is committed in Malaysia and I trust very highly that the authorities in Malaysia, a country ruled by law and with an independent justice system will take action.

Kindly, please help investigate this case and give this matter your highest attention.

Ms. Mu Sochua has repeated her allegation of a cover-up by Cambodian authority in her email to Khmerization. Here is her email to Khmerization:

You have done a great deal through your website and hope it will get more people to send thousands of messages.

The situation is very serious and by silencing the mother of the victim, it points to a cover-up. Not good for Cambodia or any officials involved in this affair. We have yet to see prosecution of an employment agency. It smells too much like the scent of human trafficking.

I intend to get people to know that poor families are being tricked, threatened and raped. this is not a good image for Cambodia."
