Our military is sacred and untouchable

Anonymous said...

I'm beginning to lose patience and starting to tighten my tolerance with someone who's attacking the Cambodian military based on the lack of understanding and stereotype through the use of monitor and a keyboard as his main weapon of choice. When that someone attacked the Cambodian military, he is attacking our fighting boys sitting in those foxholes and trenches. They might be ill-equipped, but they are our hope in protecting our nation, our interest, our land, and our ancestors legacy. Cambodia's willingness to fight will not be phased by Thailand's bigger guns. By boasting and making comparison to Thai military superiority over Cambodia's will only act as a propaganda for an enemy. Our government and military is still in their infancy but the bravery, the experience of the soldiers and the commanders, and their willingness to protect Cambodia have always been in their hearts.

Cambodia current military "Lack Of" has its own reasons. Understand this, Cambodia as a nation, resurrected after the Vietnamese withdrew from Cambodia after over 10 years of occupation. So, technically Cambodia is only 21 years old. To me, Cambodia was reborn. Prior to this, everything was wiped out because of the political madness that spawn the Khmer Rouge regime and their bringing about of death and destruction on Cambodia.

When UNTAC, with the involvement of the 5 members of the UN Security Council ( U.S, Russia, France, Britain, and China) members and all Khmer fighting factions and the communist Vietnam, decides to sit down and agreed on a ceasefire. This was a start of a new beginning for Cambodia after over 30 years of war. Cambodia's motion of history begins a new recording. Cambodia was to be a nation free of violence and war conflicts. With the corruption and incompetency of Prime Minister Hun Sen and his government, which was puppeteered by Hanoi, Cambodia is still ranking among the least developed nations in Asia. This painfully slow pace of rebuilding Cambodia also trickle down to national defense. Cambodia was betting on the international community who had helped to stop the war, to protect her. Little did Cambodia know that Thailand desire to expand its territory is still a national pastime ideology. According to UNTAC, Cambodia's military was to be kept to a minimal. National defense expenditure was only about 1-2 percent or around $100-$200 millions dollars. This is scraping the bottom of the bucket expenses. Thailand know that this is Cambodia's disadvantage. This is why Thailand is looking for a reason to start a fight so to encroach into Cambodia for the purpose of expanding its territory. So when Cambodia decided to have Preah Vihear listed under UNESCO on 8th July 2008, Thailand saw a perfect reason to use force to take down Cambodia.

I'm an optimist for Cambodia. I grew up in America for about the last 35 years. Yes, I'm an overseas Cambodian, however; this does not earned me the right to verbally attack and criticize Cambodia or her military to the point of being called an Enemy Advocate. We as Cambodian anywhere around the world should be proud of our military, even if it may appear less than that of Thailand's. Just because some of us dislike Prime Minister Hun Sen, does not mean we should also attack Cambodian military due to his lack of seriousness in national defense.

Thailand's aggression was a rude awakening for Prime Minister Hun Sen. I'm sure he saw what Cambodia is up against. A few years back, Cambodian lawmakers voted to increase military expenses to about $500 millions. At the same time, they have voted to tighten the military mismanagement spending, increase training, and purchase more military hardwares. It will take times, maybe as far as 5-10 years to fully modernize Cambodian military. Cambodia's economy is a top priority. Cambodia must create a revenue generating machines in order to have income to feed soldiers and fuel those military machines. Cambodia is moving forward at a faster pace now that economy is starting to pick up again. I have no doubt that more funds will be allocated to Cambodia's national defense.

I get angry when some one is attacking our Country. I lived in Thailand half of my life. I know what the Thai people are thinking about Khmers. It is a very big propaganda in Thailand about the Preah Vihear issue, my brother. Those brainwashed Thais always think that the Preah Vihear temple belong to them.

Cambodia doesn't need to go to war, the war will be knocking on Cambodia's door. I don't give a damn about the bandit army of Thailand, they insulting us every day by mainstream media or by other mean. They are blocking the temple management plan and they hope that one day they will regain the temple.

If you don't know the language and you don't understand what they are talking, simply you don't get hurt. To me, Thai people never change, the temple issue was over in 1962, but the bloody bandits never let it go.

The reason the Thais did not invade Cambodia and the reason behind it generated a lot of debates in Thai parliament in 2008. The Commander-in-Chief of the Thai army had requested the Parliament to move the navy base to Koh Kut close to Thai-Cambodian border, but the Thai Parliament rejected it on the ground that "Intimidating or invading Cambodia is equal to invading LVCM (Lao-Vietnam-Cambodia-Myanmar) treaty", which was a treaty of four countries of communist bloc on the defend , and the one that fear Thai the most was the Vietnam-Cambodia treaty" which requires Vietnam to help Cambodia in the event of outsider's invasion, similar to the US-South Korea treaty.

the Thai concern at that time was that if Vietnam chairs the ASEAN then what will happen to Thailand?

The author of this article seem to think that pointing to our military's weaknesses is an attack on the military. It seem that he wanted every Khmer to praise and overpraise our military's capability, even though he himself had also admitted their weaknesses. He seem to forget, or maybe misread, that everyone or the majority of people here, are talking the same as he is doing now, that our soldiers are brave but they lacks the military hardwares to counter the Thais. This is what everybody had been saying all along. We never insulted our military and lauded the Thai military as the greatest, but just pointed out the facts and figures. Our soldiers are brave fighters, but what they lack is the supports from their corrupt commanders and the political leaders. Just look at the pictures, we can see that they wear thongs to go to the battle and carrying rusted AK-47s and some are still wearing Khmer Rouge uniforms. The frontline soldiers had been complaining of the lack of food and waters etc.

Talking about hardwares, it is understandable that Cambodia has a very small military budget of $250 million as compared to Thailand's $4 billion military budget because Cambodia is still reeling from the civil war. With this kind of budget, it is impossible to have an arms race against Thailand. Don't get me wrong here, I don't insult the Cambodian military, but just state the facts because someone earlier had written an article overstating our military capability to the point of propaganda and lying. This is dangerous because over-estimating our military capability will give a false impression of our military superiority over Thailand. Again, this is dangerous like what had happened with the Khmer Rouge fighting against Vietnam and Thailand at the same time in the late 1970s because of the false impression that they have the capability to take on these two at the same time. I remember as a young boy being told or brainwashed everyday by the Khmer Rouge village leaders that Cambodia was winning the war against Vietnam and Thailand, but 2 weeks later Vietnam invaded Cambodia. This is also because the Khmer Rouge killed everyone who criticized their military incompetence. Just ask Hun sen, Chea Sim and Heng Samrin who had to escape the purges by Pol Pot because they disagreed with Pol Pot or because Pol Pot accused them of being traitors. What Pol Pot wanted to hear was that the Cambodian military are great, while they are not. I hope I won't be accused of being a traitor for saying all these facts.

Cambodia mostly live on the donor money donated by international community ,There are strict guideline on what Cambodia can and what Cambodia can't.literally building the military state will risk the donor money cutting off.

PM Hun Sen probably very keen on the defend too, defending the country sovereignty will ensure of his leadership survival, The year before Cambodia bought 200 new tanks & armour vehicles raised a serious question amongst the donor countries .

Cambodia depend on Chinese to train a couple hundred pilots and Vietnam to train the military commander(60) at the time.

In the recent clashed Cambodia used a lots of BM 21 rockets and cost a lot of money to replace them.

Mostly Cambodia ammunition are donated by friendly countries in the past few month Chinese open Chinese language school in Phnom Penh for Cambodia soldiers, may be I don't need to elaborate on this one.

Even Cambodia have the PHL03 but can't afford to buy the rocket one rocket cost $ 15,000 for 180Km range .

In 2008 Cambodia able to get hold of 200 HongYing from china.

Cambodian troops are wearing "thongs to go to the battle and carrying rusted AK-47s and some are still wearing Khmer Rouge uniforms.

Is this statement true or make up?

From what I know and has visited the front line. I think this statement is a peice of craps. In 2008 might be true, but not today.

Anonymous said...

There is another make up facts. It's not true what-so-ever.

"Cambodia depend on Chinese to train a couple hundred pilots and Vietnam to train the military commander(60) at the time."

Anonymous said...

Wrong fact! "Cambodia has a very small military budget of $250 million as compared to Thailand's $4 billion military budget..."

Here is the fact:

Cambodia spent 191,000,000 for the military last year. It's about 1.1 GDP.

Thailand spent 4,336,000,000 for the military last year. It's about 1.9 of GDP.

We can get the info from U.S State Department website.

"I hope I won't be accused of being a traitor for saying all these facts."

Respond to the statement above: No, you are not traitor. You still get brainwashed by stated wrong facts.

Anonymous said...

This year Cambodia is spending 920,000,000. for its military. It's increased to about 2.5 GDP.

Freedom of speech during wartime has long been a contentious issue around the world, when the country was on the verge of war with the enemy, it a crime for anyone to "write, print, utter, or publish ... any false, scandalous, and malicious writing or writings against the government."

Despite the commitment to freedom of speech as a necessary part of the democratic process, many people instinctively feel that any criticism of governmental policy while the soldiers are at risk is simply treasonous. Censorship during wartime is a popular political option.

The reason would be to prevent supporters of the enemy from creating an atmosphere of low morale by constantly disparaging the reasons that we are at war.

We have a responsibility during wartime to be more careful about what we do and say, to help make the war time era shorter, less awful, and more controlled. That's why gleeful think the flood of bad news about the war.

All of us have limits on the free expression of our rights, and most of those limits should be based on our sense of responsibility and honor. However, there is when the government step in and limit free expression; that's why we have laws against libel, for instance.

Although you are correct. But we are not at war. Critic as you call it are there to make sure the government is kept in check other wise there will be abuse. For example, if there is no pressure on the CPP government to defuse the situation. Hun Sen will carry on this matter til election. Do we want more senseless death? But you got a good point.

The very existence of war requires that one possess not only the physical means to sustain an armed struggle but a mentality that predisposes one to initiate it or persevere in it. It follows, then, that hostilities cease when one of these two essential elements has been destroyed—when one combatant no longer possesses either the physical means or the psychological will to carry on the fight. The purpose of combat operations is to physically destroy the enemy’s physical and material ability to make war. The objective of psychological operations is to erode his will to continue the fight.

In wartime, propaganda serves one of three purposes: it increases support for the war effort among friendly peoples, encourages neutrals either to remain unaligned or to become allies, or diminishes an enemy’s will to remain in the war. The predispositions of the target population thus establish the parameters of wartime propaganda. Within those parameters the precise aim of the message determines its content. Propaganda may encourage the audience to take immediate action or simply provide the enemy with discouraging news. In any case, wartime propaganda plays a supporting role, for its primary purpose is to facilitate a nation’s efforts to achieve military victory.

Psychological warfare, when it is directed against an enemy population, is merely a label for nonviolent activities aimed at destroying the enemy’s will to continue the fight. It is an aspect of war that attacks the enemy psychologically rather than physically. It must be pursued in combination with the political, economic, and military dimensions of a total war effort. Psywar operations are intended to achieve military advantages without the direct application of violence. Propaganda (i.e., persuasive communication) is simply the instrument most frequently used to gain such advantages.

Propaganda in warfare, like the military operations it augments, is often divided into two broad categories, strategic and tactical. Strategic propaganda focuses on long-range goals at the highest psychological level, such as the gradual but continuous demoralization of the enemy or the mobilization of support for one’s own war effort. It is most commonly directed at audiences outside the immediate combat area. Tactical propaganda comprises informational activities that accompany combat operations. It is most often aimed at enemy combatants and may be designed to elicit immediate results of tactical advantage on the battlefield.Nonetheless, “tactical” propaganda operations (“tactical” in that they are conducted against enemy troops in combat areas) are very often designed to achieve long-range, that is “strategic” objectives, such as the gradual demoralization of enemy combatants. For this reason, it is more accurate to use the term combat propaganda for informational activities conducted against enemy forces in the field.

The truth is painful and hurtful too. The truth is, Cambodian Royal Armed Forces aren't sacred as you put it. Grant it, we are all Khmer and we are all Khmer who killed our own people for land and expensive car. I served in the United States Marine, we U.S military personnel never killed our own people for land and expensive car. We duties are call for the People, By the People and for OUR NATION.

I pity Khmer military uniform men and women, but array of personnel wore different type of uniform depending on their money. There are no Uniform Code of Wear and appearance or Uniform Code of Military Justice. Soldier salary were stolen by Ministry of Finance and the list goes on and on friend. Reality is as much I love my own countrymen, but if we sugarcoated the problems, then we are fabricate the severity of problems facing our national defender. Sun Bin and other military strategist will tell you that the country might and the country backbone is the ARMY.

People let calm down. Let's keep professionalism to the maximum. I know there are heated debate on certain sensitive issue. What I notice, Khmer strength is untouchable when dealing with each other. However, Khmer strength quickly become weak and deteriate when there is a threat coming from our enemies. We begin to become seperate and dissolution. We begin to scapegoating each other and our leader for their imcompetency that lead our nation to become an object of mockery and insult. This only delight our enemy. As much as we blame our leader, what we as Cambodian ought to also do to improve the situation to better our nation? As John F. Kennedy once said, " Ask not what your country can do for you, but ask what you can do for your country." Should we just become bitter and vent our anger of frustration at each other and the government, hoping this will make thing become better? Should we become," Kung Ko, Waiy Krabey?"

As much as we criticise our government and our military to defend our nation, I rearly hear any good suggestion that might help eleviate the root of the problem. After that being said, I hope we all come to a conclusion and cease this on going bickering among ourselves and start thinking for ways to help improve Cambodia. That's if we want to see Cambodia become a nation that deserve respect.

I am very concern the way the bloody Thai acting,Thai ambitious of building medium size missile is really real, last year the Thai approached The Germans to help the Thai military develop missiles.

Luckily the Thai aircraft carrier is next to none thanks to the lack of the spare parts and their flying balloon in the south is a big lemon, the Thai army put a lot of trust on the balloon that provide the eyes for them and they end up with the insurgents run over their army camps last year killed 5 rangers the insurgents got a ways with more than 20 M16.

And thanks to the Thai top generals for ambitious on the second technology like the second hand Sub that more than 30 years old and the engine smaller than passenger bus and need to overhaul and refit every things before can put to the service. I am glad of the Thai general that love the money from the commission they get from dealing second hand war hardware.

When the machinery older than 30 years old a chance of buying a spare parts is very remote.

Thank you Thai general for your enjoying the war machinery that decommission from Germany.

Suggestion... to the article editor

Vist different websites of world army spending especially African continent. Compare GDP and military spending between Camboda and some of those African armies who may have the similiar GDP and militatry budget.
The question:
I did see few African countries who share almost identical population, GDP and army budget. some of them even less than Cambodia military annual spending but they can manage to have better air force than Cambodia's scrapped wing.
The annual military budget of Royal Cambodia Army is $ 267 million base on 2010-CIA book. Where all the money went.

Cambodia can keep waiting to see the army's strong until our great grandchild. It is never happened when the nasty, filthy, and egg rotten corruption remain existed...

Since 1993, if there has been only $1 out of $ 5 went to the pockets of officials of the army, Cambodia army would have had a formidable air force as well as infantry weapons in place for the Temple conflict... Not by waiting 10 more years.. Shameful to see the army depend of handout of civilians donation.
This is the fact, people can blame or accuse me of any... gladly accept but just remember.

Proud Cambodian at 11:36 PM, I'm sure there has been mentioning numerous of times over and over again and again about current dilapidation state of Cambodia military. Current Cambodia's GDP close to $30 billions. Only a small portion of that is going into defense. No one in here augue that current state of Cambodian military arsenals in freak'n outstanding and should remain as is. Cambodia may not posseses the badass military hardwares like Thailland but this does not mean Cambodian soldiers should just drop their rusty AK-47 and run with flip-flop on their feet because freak'n badass Thailand got big guns. What would you as a critic, procrastinator, or expert suggest Cambodia should do if you wish to see Cambodia military dramatically improve? Should you just constantly smearing on that stingy shit with your feet or do you offer solution? As much you criticize or attack Cambodia military, you should also attach along some ideas and suggestion to help improve the situation for our soldiers in the frontline who are risking their lives defending our beloved homeland so we can have a country call Cambodia. I assume you are a Marine. Let stop whining and act like one. I'm glad there is one in here, this way we can have a good discussion together to find ways to improve the situation for our people and our nation. Constructive criticism is important but only to certain degree. Keep that in mind, Devil Dog.

The Great Khmer Empire

Good find, The Great Khmer Empire. As far as Cambodia, the statistic show 3% of 2005 GDP. I figure it would be less than that. Anyhow, this was 3 years before Preah Vihear incident, 6 years had passed, I'm wondering if it still 3% now. If Cambodia's 2011 GDP is close to $30 billions, then 3% of that is roughly $1 billion in military expediture. This would be farcry from $100-$200 millions some years ago. Is that good or still bad for Cambodia military? Any expert out there wants to take a slam on that?

An idea for thought.
How about $ 1 billion(unreal but it is a dream) goes for Cambodia military budget annually but only 20% of its amount really spends on boosting the army's strenght such as weapons, ect... and the rest go to Lexus SUV/cruiser, family vacation in Autralia, France, USA, and Villas and overseas bank accounts..
Cambodia's army has a bucket, which has a big hole underneath.. Regadless how much the money throw in, it never stays.
Blaming me again, pals!!! to make such comment..

God bless Cambodia land, from Svay Reing to Battanbang. From Takeo to Preah Vihear. This is my land, and this is your land.
