Cambodian civil servants to get 20% payrise

Prime Minister Hun Sen has announced on Monday that all Cambodia's civil servants will get a 20% payrise under the 2011 national budget.

The Cambodian parliament has drafted a $2.4 billion national budget for the financial year 2011 which have been approved by the Council of Ministers last week.

Mr. Rong Chhun (pictured), president of Cambodian Independent Teachers Association who have been campaigning for higher pay increase for teachers, said the 20% pay increase represents a mere $5 rise in their pay per month, which is still not enough for their daily expenses considering the high inflation in the country. He said the government has the money and the capacity to increase the civil servants' salary decently but has no political will to do so. "The government has the capacity to increase teachers' salary, but the government has no will to do so", he said.

I didn't see Rong Chhun opposing the pay increase in this article. What he said was he believe the government can increase the salary more than $5. It means Rong Chhun wants more pay increase for his members, but he never said that he is opposed to the government's offer of pay increase. Rong Chhun is one of the best and bravest union leaders in Cambodia.
