Veng Sreng clash commemoration illegitimate: Spokesman [Read the Cambodian constitution, Mr Dimanche!]

Article 41 of the Cambodian constitution says: "Khmer citizens shall have the freedom to express their personal opinions, the freedom of press, of publication and of assembly. No one can take abusively advantage of these rights to impinge on dignity of others, to affect the good mores and
custom of society, public order and national security".

PHNOM PENH (The Cambodia Herald) -- Phnom Penh City Hall spokesman Long Dimanche said on Saturday that commemoration and procession of unionists and civil society activists are illegitimate and that authorities will take measure against what is illegal. 
The spokesman made comments after some 300 Buddhists, land rights and civil society activists gathered on Veng Sreng street to commemorate the 1st anniversary of deadly crackdown which left five dead, over 30 injured when there was a bloody clash. 
The commemoration ceremony aimed at urging the government to take responsibility and find justice for the victims. 
The opposition Cambodia National Rescue Party plans to hold the same religious ceremony tomorrow [Sunday] at the Freedom Park to commemorate the deaths of workers killed in the clash on the outskirt of Phnom Penh in January 3rd. 
Long Dimanche said that Phnom City Hall hasn't allowed the CNRP to hold chanting ceremony at the Freedom Park tomorrow.
We don't allow them [CNRP] to do it at the Freedom Park because it is likely that the CNRP does it for political gain, the spokesman said.
