The People's Alliance for Democracy (PAD) has
submitted a seven-point proposal to the government, demanding it reject
any unfavourable ruling by the International Court of Justice (ICJ) on
the Thai-Cambodian border dispute.
The proposal was handed to Prime Minister Yingluck Shinawatra Tuesday by PAD member Panthep Puapongpan.
Mr Panthep said the PAD would consider taking action, which might be a
mass rally, if the government did not respond to the proposal.
In the proposal, the PAD asks the government to officially declare
that the ICJ does not have the jurisdiction to reinterpret its 1962
judgement, which awarded ownership of the Preah Vihear temple to
Cambodia, but did not rule on the 4.6 sq km of land surrounding it.
The ICJ has asked both countries to present oral statements on the
matter on April 15-19. Its ruling is then expected to follow in October.
If the government complies with the PAD and refuses to recognise the
ICJ's jurisdiction, Thailand would not be duty-bound to comply with the
court's injunction, the proposal says.
Thailand would then not have to withdraw troops from the disputed
area, and would be entitled to push a residential Cambodian community
off Thai soil.
The proposal also said Thailand should then develop relationships
with member countries of the United Nations Security Council to prevent
its territorial sovereignty from being infringed on.
The government must reiterate that other UN members cannot interfere
in Thailand's internal affairs, citing provisions in the UN Charter, the
proposal says.
It adds that Thailand must not resume its membership of Unesco's
World Heritage Convention. This membership was withdrawn during the
Abhisit Vejjajiva administration in opposition to Unesco awarding Preah
Vihear World Heritage status and thus granting Cambodia the right to
manage the heritage site.
The government should also stop the Foreign Ministry's plan to hire
academics, at a cost of 7.1 million baht, to encourage the public
through state media to accept the ICJ's ruling, the proposal says.
Lastly, the PAD wants the government to expedite the release of Thai
Patriots Network members Veera Somkwamkid and Ratree Pipattanapaiboon,
who are serving jail terms in Cambodia for spying and illegal entry.
Deputy Prime Minister Phongthep Thepkanchana, who was assigned by
Prime Minister Yingluck to follow up on the Preah Vihear matter, said he
would travel to London next month to work with the legal consultant
team there in preparing to give a statement in the ICJ in April.
Maj Gen Prawit Hukaew, spokesman for the 2nd Army, meanwhile
dismissed rumours that about 80 armed Cambodian soldiers had been
deployed near the Thai-Cambodian border.
Those soldiers were conducting a military exercise which has now been
completed and all of them had returned to their bases, he said,
insisting the border situation remained normal.

ចំណុចផ្សេងទៀតរួមមាន៖
- ក្រោយការប្រកាសបដិសេធ ថៃមិនមានកាតព្វកិច្ចធ្វើតាមយុត្តាធិការ ICJ ទេ។ខ្លួននឹងមិនដកទាហានឬប៉ូលិសចេញពីតំបន់ជម្លោះ តែនឹងបណ្តេញសហគមន៍កម្ពុជាចេញពីទឹកដីថៃ។
-ថៃនឹងបង្កើត ទំនាក់ទំនងជាពិសេសជាមួយប្រទេសដែលជាសមាជិកក្រុមប្រឹក្សាសន្តិសុខ អង្គការសហប្រជាជាតិដើម្បីធ្វើឲ្យប្រាកដថាអធិបតេយ្យភាពរបស់ខ្លួននឹង មិនត្រូវបានរំលោភ។
-រដ្ឋាភិបាលថៃត្រូវតែបញ្ជាក់អះអាង ប្រាប់សមាជិកអង្គការសហប្រជាជាតិផ្សេងទៀតថាពួកគេមិនអាចរំលោភ កិច្ចការផ្ទៃក្នុងរបស់ថៃដោយយោងទៅលើធម្មនុញ្ញអង្គការសហប្រជាជាតិ។
-ថៃមិនត្រូវវិលទៅជាសមាជិកសន្និសីទបេតិកភណ្ឌពិភពលោករបស់អង្គការ Unescoវិញទេ។
- រដ្ឋាភិបាលគួរបញ្ឈប់ផែនការរបស់ក្រសួងការបរទេសដើម្បីជួលពួក បណ្ឌិតសភាជាមួយនឹងថវិកា ៧,១លានបាតដើម្បីធ្វើយុទ្ធនាការនៅតាមប្រព័ន្ធផ្សព្វផ្សាយរដ្ឋ ដើម្បីពន្យល់ឲ្យប្រជាជនថៃទទួលយកសាលក្រមរបស់ ICJ ទោះជាវាបាត់បង់ទឹកដីមកខាងកម្ពុជាក៏ដោយ។
