Thailand’s dirty diplomacy

Op-Ed by Khmerization
11th April, 2011

Thailand has employed dirty and dishonest diplomacy for flip-flopping and reversing its agreement with the Asean and Indonesia, and to a certain extent with the UN Security Council, to allow the deployment of Indonesian observers in the “disputed border” near the ancient temple of Preah Vihear.

Thailand’s dishonest conduct and backflip has reinforced Cambodia’s stance and insistence for multilateral engagements rather than bilateral talks insisted by Thailand. If Thailand is not afraid to dishonour its agreements with the Asean and the UN, then Thailand will not be afraid to dishonour any agreements reached during future bilateral talks with Cambodia. Cambodia’s claim that Thailand is untrustworthy and cannot be trusted has been vindicated because of its repeated backflips over too many agreements with Cambodia as well as its agreements with the Asean and the UN over the Cambodia-Thai border dispute.

For the last three years since Thailand invaded the Preah Vihear surrounding areas in 2008, both sides had reached three major agreements during the many bilateral talks during the course of three years negotiations, which required Thailand to withdraw its troops from the “disputed area”. However, Thailand failed to implement those three agreements, using an excuse that they have to be ratified by the Thai parliament, which in turn has shelved it indefinitely. On 22nd February 2011, Thailand had agreed in front of 10 Asean foreign ministers to allow the deployment of Indonesian observers in the areas deemed “disputed”. Its latest turnaround is nothing short of dirty and dishonest. With these records of backflips, can Cambodia, or any other nations, trust Thailand enough to continue any bilateral dealings with Thailand?

Thailand has done all it can to stifle any attempts by Cambodia to find a peaceful and diplomatic solution to the conflict. It has blocked Cambodia from seeking international and regional diplomacy, as well as blocking Cambodia’s attempt to take the case to the International Court of Justice. If Thailand wanted a diplomatic and peaceful solution as it has consistently claimed, why then Thailand has done all it can to block any attempts to bring about these sorts of solution? If it claims that the “disputed land”, which is currently controlled by Cambodian troops, belong to Thailand, why then it is afraid of the International Court of Justice, why then it is scared of the Indonesian observers and the mediation from the United Nations?

Thailand has been dishonest with Cambodia all along during the course of bilateral talks in the last three years. While the Thai government was dealing with Cambodia on the diplomatic front, behind the scene it has used other Thai institutions to sabotage any agreements reached between the Cambodian and Thai governments. First, it used the Thai parliament to dishonestly block the implementation of any agreements with Cambodia by not ratifying those agreements. It has used the Thai army on the war fronts, with all sorts of military intimidation, while its government was dealing with Cambodia on the negotiating tables. Now, the Thai government is saying one thing while the Thai Army is saying another thing. First, the Thai government said it would allow the Indonesian observers into the territory it controlled, but now backed down because of the opposition from the Thai Army. Not only Cambodia, but any other nations around the world, will not be able to deal with any nation that is so cunning and as dishonest as Thailand. And for this reason, Cambodia must not fall into Thai trap, but must make great efforts to engage the international community, as well as international diplomacy and international legal channel such as taking the case to the UN and the international court of justice.

yes, I agree.
I said, "since I was born,I have never seen any country in the world that do dirty task like Thailand"
1. Using Cluster Bomb by saying that Cambodia using BM-21. How about their 150, 180 mm, and other modern weapons? is it less power than BM-21? At least BM-21 is not cluster bomb.
2. Cheat on Indonesia and the UN
3. Aggressive
4. Nothing else, beside using force.
5. Bad reputation
............
Previously, not too many countries in the world that know Cambodia. Now, Thailand's dirty act is just raising us (Cambodia) to be recognized by the world.
If we have narrowed thought, we will anger. But, in fact, the Thai invasion of Cambodia is just giving credit (reputation) to Cambodia.
As people around the world know clearly that Thais are just those invader, the stealer, the betrayers (through history), and so on, they will look down on these people. They look down for the reason that Thailand lied to the world long time ago that Angkor Wat belong to them, Preah Vihear belong to them. But, in fact, they were just the invader who occupied those few centuries ago. And, the owner (Cambodia) take them back.

Fortunately, I am not born as Thai.

I like someone's comment earlier that you can't bring a criminal to court, unless he is handcuffed. I think this also applies to Thailand. If Cambodia wants to take Thailand world court, it must ask the UN to intervene. The UN will have to ask the international court to clarify the 1962 verdict before it can make decision. If the UN does that, then Thailand will be in a big trouble.

I hope the Hun Sen's government is smart enough to not engage in any bilateral talks any more with Thailand.

They should insist on taking the case to the International Court of Justice.

Cambodia can ask France for help in resolving this issue once and for all.

If Hun Sen and his government can do that with certainty and deligence, then there might be some hope that he is also able to resist the Vietnamese when the right time comes.

Hi, everybody!
I'm really confused about Thai stand.
- Assume I have optimism of the Thai-Cambodian border solution:
They might use border conflict for their political purpose.
Both Thai and army might intend to disgrace themselves because They want to satisfy the yellow shirt for the upcoming election. It is a good tactic. And, there might be three reasons behind it. First, it helps to maintain their power (king's and his military supporters). Second, it helps them to shift the political crisis in Bangkok to border conflict, inflaming the hearts of those nationalists to vote for the current government. Third, it triggers all Thais to unite and focus on border conflict. Those of Thai (red shirt) who is willing to revolve and topple down the kingdom regime will be unable to do it now, hoping to reduce the spread of revolution that might occur soon.
After they got power fully and Thai political crisis is calmed down, they might stop invade us anymore.
- Assume I have pessimism on Thai-Cambodian conflict.
First, Thais want to reduce the spread of communism in Asia and show off its military power against neighbors. It might be the game between the communism and the the western. As you can see, China now is very powerful and China currently plan to spread its empire on Cambodia, Lao, Vietnam, Thailand, and the most important one is Singapore.
The western allies might not want to see their allies (Thailand, Singapore, etc) get trapped by the spread of communism in South East Asia. Thailand might be good ally to block the spread of communism. Thailand help to block the "route to SE" of China Master Plan. As you can see the secret talk between prime minister of Singapore and one US envoy that Singapore didn't satisfy to take Lao, Vietnam, and Cambodia as the member of ASEAN because Singapore and Thailand view these three countries as communist allies.
Second, I really don't to predict it. Thailand is trying to threaten Cambodia for the upcoming conflict of the see boundary. We have to realize that if Thailand lose this case, Thailand will lose both sea boundary and some other areas that they currently occupied illegally on Cambodian land.
As you see in one piece of Koh Kong. It is unusual map. The seacoast is belong to Thailand, while the inner land (away from seacoast) belong to Cambodia like Phum Chamreuy, Phum Prek Kaoh. The line #318 from Het Lak, Khlong Yai, and Mai Rut is unusual.
As you see Thailand steal many islands from us such as Ko Kut, Ko Kradat, and 1/3 of ko Chang.
These islands and some part should be belong to Cambodia.
But, Thailand illegally made trick or some their thief tactic to get those from us.
That's the reason. I believe after Preah Vihear's case has been done, There might another big issue. That's why in a Thai newspaper state, "doing exercise against any war with Cambodia" in the upcoming exercise in their in the SIAM continent.
It's a characteristic if thief.

You guys don't understand diplomacy. The Siem thugs are just playing with our mind right now. We have to be patience. Cool head will prevail. As you have seen at this juncture, the UN is pretty much powerless right now. It seems that the UN interest in this region is not urgent. They allow the Siem thugs to do whatever they want. I don't see the condemnation from the UN regarding the coward Siems using cluster munitions against Cambodian civilians. Basically Siems just used WMD and the U.S. and the UN did not say anything. What a moronic tendentiousness.

Cambodia should start recruit computers experts in the emergency events hack to theirs infrastructure systems example " Rada systems communications systems " at least cripple for couple of day .
If Cambodia go to war with Thailand just remember those fancy toys of Thailand depend on computers systems to operates them they depend so much on the satellite if Cambodia can jam it and may see theirs planes just bombs theirs troops like 1988 war with Laos.
In the technology world nothing are impossible theirs high tech systems infrastructures never been tested.
And let them faces two front of wars.

I think there is a serious error by DPA writing about ICJ ruling in 1962:
