GOVERNMENT IN CAMBODIA: A call for Ke Kimyan and Chea Sim take over power from Hun Sen

Dear Sir, 

I read with interest the various articles written about the situation in Cambodia. The point that is missed, time and again, by so called legal experts and diplomats, is that Hun Sen holds no right to govern Cambodia, if the election results are eventually accepted by all parties or not. He has been elected to a single seat in the Parliament. Yet, everyone from diplomats to the Monarch of Cambodia, seem to believe he was elected to be Prime Minister. 
Even within the Cambodian People's Party this is not accepted by many. Hun Sen leads no political party and has no political position, different from anyone else in the CPP. His position is subordinate to Chea Sim and others. 
For people to call on King Sihanouk, to intervene, is something the majority of Cambodians do not desire. The manipulation by the King and his wife have brought much of the violence onto the Cambodians, in the recent past. He has always worried more about succession and his own position than about who the political leaders would be.
Unfortunately the actions of King Sihanouk in the distant past and just prior to the coup last year, rule out any moral high ground on which he can stand in this situation. The rule of law states that Hun Sen cannot form a Government alone. The formation of the Government should be left in the hands of the leaders of the main political parties. These are the personalities involved, by law. They are Chea Sim, Prince Norodom Ranariddh and Sam Rainsy. Sihanouk and Hun Sen are not in that group and have no say. 
In the Armed Forces of Cambodia and in the aftermath of the elections, the media and the United Nations, seem to forget that General Ke Kim Yan is the Chief of Staff and Chea Sim is the head of the CPP. If Cambodians, including the Monarch, recognize this, a Government of national unity can be formed and the Army will not intervene. But don't hold your breath. King Sihanouk loves the idea that he can exercise some power in forming a Government and the West and ASEAN support that. Unfortunately he has no right to intervene and every time he has, it has been to offer an unworkable solution, with no basis in democratic principles. If the Constitution is obeyed and the will of the people followed, who will become the next Monarch in Cambodia, should have no bearing on what politician governs as Prime Minister. That is for the political parties to decide and not King Shanouk and Hun Sen. 
The perfect solution is for Chea Sim to form a Government with the other two parties and to name Hun Sen as a Special Advisor to King Sihanouk. General Ke Kim Yan can then reassert his authority over the Armed Forces and the King and Hun Sen can play Palace intrigue to their hearts content. Perhaps, Sihanouk would like to name Hok Lundy, the National Police Chief his advisor on security. Then Cambodia can get to the business of rebuilding the nation and giggle to themselves about the incoherent yammerings coming out of the various palaces in Cambodia, Beijing and North Korea.

The author of this article really doesn't understand the constitution. The cons only said that the Prime Minister is from the parties who has majority of the seats in the National Assembly. It doesn't matter if he/she is the chairman or just a member of the winning party, as long as he is elected as a member of parliament. CPP already said before the election that they will norminate Hun Sen as the Prime Minister, should they win the election. Forming the government is just the matter of two-third majority. So CPP can do whatever it can to attract other party, who has enough seats to help them get 2/3 then it is done.

I hate Hun Sen, just like other ppl here..He is a ditactor, yes..He is rutheless..yes..He killed other ppl yes... But if we want to win over him..Opposition should look at themselves..Several issues that opposition should take into consideration..don't just blame the the VN and create this bullshit story...Now, I see SRP start to blame the US maps...so I think opposition should stop point the finger to the others..Point to themselves..

Some of your officers are no different from CPP, they need money and power. For example, a few defected to CPP to get job, when they think it is too long to get power, why not do now.

Land grabbing issues are all over the places..but why don't u try to exploit it and get political gain..

Hardline approach on the border issue is not relevant now..What Cambodia need and in the mind of most of Cambodians is economic growth..
People in the rural area are happy with the corrupted money that CPP use to build road and other infrastructure.. They know it is corrupt, but they also know that if the opposition is elected, they are also corrupted..

Middle Class in Phnom Penh and other city will not vote for you if they think that you will create only chaos not stability, if you win the election..

Think again my friends..I hope you will get more seats in 2013

Why don't Khmers sell Srok Khmer to Japan? We don't need Hun Sen, Chea Sim and/or any others politicians to rule Srok Khmer b/c they are the same when they are in office.

Mark Smith has a point when he said Hun Sen and Sihanouk should not hold any position and power. It should be the leaders of the political parties like Chea Sim, Ranariddh, Sam Rainsy and the army chief Ke Kim Yan, who should be the one who decide Cambodia's destiny. Hun Sen is not the president of the CPP, Chea Sim is the president, so the power should rest in Chea Sim's hands, not Hun Sen's hands.

Can anyone can post the Cambodian's constitution in here for all these compatriots to read? In Khmer language it ok ,i will translate to English for those whose can't read Khmer.We are blind discussion without knowing what is the constitutions of Cambodia say.

Foreigner like Mark A.Smith stir up alot of talks and we are talking in the dark,without knowing what is fact,what is fiction!!!!

I admitted i know nothing about Khmer's constitutions.

I hope that Japan will Cambodia as part of Japan. Another province outside of Japan. Japan will build Cambodia's roads, water treatment plan, sewage treatment, schools, and provide Khmers with jobs and most important of all, Khmers needs/wants PEACE and stability. Japan will provide PEACE and stability, econonmic, and other to Srok Khmer.

If that happen, Hun Sen can be a governor of Cambodia not a PM and a dictator.

Khmers are now happy because of " economic growth" Hun Sen and CPP have brought to them.
Hun Sen and CPP are happy because they enjoy the power and monnies from selling/leasing
Cambodia piece by piece, and other national resources to the highest bidders.
This is the blueprints for the extinction of a NATION !
This is one of the reasons why SRP has been trying to stop the decay process.
Yes, there may be one tenth of one percent of SRP members are corrupt, but hundred percent of CPP,Hun Sen at the top are.
One of the solutions is for the international community to put pressure and strings attached to foreign aids and diplomacy on Hun Sen's
Jungle Regime.

7:40, the article was written in 1998, long before Hok Lundy was dead. The article was written at a time when Cambodian political parties were trying to form a government after the 1998 election which produced no outright winner, so most of what Mark Smith said was correct.

oh no! here come another pol pot paraniod. now khmer leaders are going to form small factions to battle each others. this is why pol pot never admit that he kill khmer. like pol pot said about the butcher that he never know him. soon yuon going to inflitrtate hun sen delima and make khmer kill khmer then at the end the world going to blame hun sen as the khmer killer. khmer delima repeat in histories. we khmer will never have good reputation leaders no matter how good our leaders try. our true enemies will always try to discredit our leaders and our khmer people reputations will go with it in the world eyes and ears and our khmer people will forever ingrained to distrust our leaders.

Who arranged hun Sen to go to china and hor namhong to the USA. This guy expected to have a new leader.
