Cambodian activists say a 13-year-old girl was shot to death Wednesday
in the latest of several clashes between villagers and authorities
trying to evict them to make room for development. [The Phnom Penh Post said two were shot dead].
Hundreds of armed police and soldiers tried to sweep out villagers in
northeastern Kratie province from what authorities claim is state land,
villager and activist Bun Ratha said. The villagers say the land has
been ceded to a Russian company as a concession to be developed as a
plantation, but they have been farming it for years and have nowhere
else to go.
Bun Ratha said the teen was shot as 10 policemen tried to force a family
out of their house. He said the girl died en route to hospital. At
least 500 people are believed to live on the property.
National Police spokesman Lt. Gen. Kiet Chantharith said he did not know
of any girl being shot to death. He said the government had repeatedly
ordered the villagers to leave, but they had defied efforts to push them
out and fought back with homemade weapons such as axes and crossbows.
He described the situation as "anarchy."
The incident comes days after Prime Minister Hun Sen issued a directive
suspending new land concessions to private companies and ordering a
review of existing ones. The directive was announced during a visit by a
special U.N. human rights envoy who warned that land disputes in
Cambodia must be fairly dealt with so that they do not provoke violence
and social unrest.
The issue garnered worldwide attention last month after Chut Wutty, a
prominent Cambodian environmentalist, was shot dead by a military
policeman as he was returning from investigating illegal logging in a
concession area.
Chan Soveth of the Cambodian human rights group Adhoc said about 200
police, soldiers and military police had taken part in the raid. He said
villagers and a staff member of his group told him that the girl died
after being shot in the chest.
He said the villagers were being confined to their houses while the
authorities searched for the protest leaders. In recent months, the
villagers had protested several times and blocked roads twice, he said.
Chan Soveth said the government had accused the villagers of trying to
establish an "autonomous zone" — self-governing and outside of Cambodian
law. But he said the villagers merely sought to be allowed to stay on
the land they had been farming.
U.N. human rights envoy Surya Subedi said Friday after an eight-day
visit that Cambodia's system of land concessions appears riddled with
problems, including low transparency and minimal consultation with
affected communities.
Subedi, who is due to make a formal report on the land issue later this
year to the U.N. Human Rights Council, said the violence attached to the
land issue was a major concern, and that a workable solution must be
found.
"If a concession seeks to take individual's land and property, the right
to a remedy should be accessible and appropriated compensation must be
offered," he said.

same story again and again,the story of land concession....I felt sorry for my poor fellows khmers people that got evicted by this wave of

Hun Sen's henchmen have no order words except UNINTENTIONAL, RECHOCHET, SELF DEFENSE. When they use these words,it means that: UNINTENTIONAL=PREMEDITATED, RECHOCHETED=AIMED THE GUN AT, SELF DEFENSE=USE EXCESSIVE FORCE AT WILL.
This killing is, of course, a premeditated assasination with excessive force which is punishable by law. Sar Kheng, Neth savoeun and the hitmen are subjected to prosecution by national courts for crime and prosecution by International Court of Justice for Crime against humanity (killing a group of people or race is defined as crime against humanity or genocide. Keep good records of these astrocities for International Court in the future.

After Samlot Massacre in 1967 by the SiSangkum, people in Samlot and their relative nationwide vowed to take revenge to their graves and of cause they did. Sihanouk faced the consequence ever since and now he is suffering more than death. He's not allowed to write in the name of Ruom Rith, not allowed to speak...so death is better alive.
If compare to the Samlot Massacre, the serial killing would the the signal for the end of the Hun Regime. People in Chlong, Borei Keila, Beng Kok would seek revenge to their graves. After Samlot Massacre in 1967 by the Sihanouk's Sangkum, people in Samlot and their relative nationwide vowed to take revenge to their graves and of cause they did. They were very brave to stand in the eye of the storm, of Hun's henchmen, who use guns to kill in order to force people from their land and livelihood. It’s a barbaric act. It’s subhuman behaviour.
Our Innocent farmers, young and old, felt enough is enough. They were pushed to the edge that they got no choice, but to fight back, whether they either live or die. They were simply standing for their simple basic rights to protect their land and livelihood, never mind their dignity as human being. After all, what can they do to survive if they have to lose those little belongings?
We all Khmer had never seen any injustice like this before. We had never seen any previous governments or regimes evicted hundred of thousands of people from their land for their pockets. We had never seen our fellow people in mass migration to seek for job outside our own country, risking their lives, hundreds were killed and abused, beyond our believe. We had never seen any government on the planet that had sold almost every natural country assets to foreigner investors.
So far, 7 million hectares of farmland, sold for 99 years for 10 millions dollars per years, one hectare of land is just $1 per year. It is so ridiculously cheap. It’s a joke and an insulting to all Khmers. In Hun Sen's mind, he thinks that everyone of us can't do simple maths. I am talking about the value of trees that cut down and sold as timbers, in value of hundreds of thousands of US dollars on market price, on each hectare, even before they clear those land into their so called concession land for 99 years.
Simply this is their cheap excuse to produce their legal licences for a pure purpose for their corruptions, for their daylight-robbery, immorally collaborated between Hun, his cronies and their get-rich-soon or opportunistic businessmen.
Furthermore, Hun even not afraid or feels shame to display his true evil colour to the world by hiding murderer, Chhuk Bandith, governor of Bavet district, who cowardly shot poor women protesters, free from prosecution. Poor Khmer fellow factory workers were shot, just because they were trying to protest for their increasing of their salary that was so ridiculously cheap from $15 per month to $60/month?.Where are their rights? Are they not human?

Does Hun Sen know all about these? Yes, he does. If he knew all about his generals having affairs with karaoke girls, so he knows everything, but he just simply ignores it. He simply doesn't care, because he is now living in a live that he once could never dreamed of as Prime Minister. His world is now higher in the sky, surrounded by thousands of bodyguards and hundreds of spin and twisted advisers that make him so blind and distant himself from reality. His ego is so high that he felt that and nothing could bring him down. He simply becomes an untouchable.
Ironically, his world is now so dissolute, which is far away from where he came from, when he once used to be a pagoda boy. He forgot that he once used to live off the left over food, eaten by the monks.
Empathy, morality and ethical thinking are not in his mind. Does he feel that those young teenagers, who were killed, were real human? They were real just like his beloved daughters or his beloved sons. Does he feel sad about them? Certainly not, But yes, if someone touching his family, he would be very mad.
Hun Sen is a man who has no moral or conviction beyond his roof. He has no sense or sensibility or ethics. He doesn't know that all his power; his millions of dollars in his accounts; his mansions; his beds that he sleeps in; his meals that he eat every day are made of fresh bones; fresh blood of ordinary Khmer people.
Our people have just come out of the dark chapter of their lives of cold war, of genocide regime, of foreign occupation, Hanoi. The have lost everything, not just members of their love ones, but also their will to survive is also poor.
After all of those years of trauma, they are exhausted. They got no skills and on top of that their oxygen of live and their hope of survival is being taken away.
Those who committed crimes against her own people are simply traitors.
Those who live by the swords will die by the swords.
