A few days ago, I asked readers to provide a hypothetical advice to the Cambodian government of what they will do if they become a Cambodian government advisor for one day. Many readers have commented and I selected six articles to publish, three are published below and three are published here. Please enjoy reading them.

I thought I should wait to see others comment first so that I can steal their ideas to become a Cambodia government advisor on this blog. OMG, that's cheating and that is another form of corruption.
Here is my role play to be a very honest and patriotic advisor to the Cambodian Government. The first and foremost is the corruption. There is no way to get rid of a thousand year-old chronic cancer. It is the second oldest profession in the world behind prostitution.
The corruption I talk here doesn't mean just involving with money alone, it is involved with all sorts of immorality and dignity of provision of services. In many cases, corruptions don't just involve with financial matters alone, but to do with exchanges and kickbacks, preferential treatments, and family ties, etc... Well, the Cambodian Government (CG) has to be honest and demonstrate politically that it is willing to take control of things to minimize the impact and to drastically decrease the intensity of corruption, which Cambodia currently is facing.
The rule of thumb is that the top brass have to play the role models, if NOT, then the bucket is still having a big hole. If, and only if, corruption can be brought down at least 60% from the current level, then everything falls into places.
The tax revenues will go up, the spending on ghost list of public employees and wasteful expenditures will be cut. The people will have strong confidence in the government. This is just to name a few benefits.
If the revenues create surplus then the Government can create programs to help booster the economy, such as spending the surplus to create jobs and services and when the people have jobs they tend to spend which in turn creating more jobs. Watch out for inflation, when there is money influx into the markets. The government will have to monitor the consumer price index closely and monthly adjusting the base on the GNI (GDP) and CPI of domestic spending minus the import price of items adjustments, but that is not the big factor here.
To pull the economy out of recession, the CG needs to borrow money to fulfill the domestic consumptions. But in return, the CG needs to invest in restructuring and reforming the taxation codes.
The rule of thumb is that whenever the CG can put the hands on anything, please do it. When the public show strong and trusty confidence of the Government, the privilege of the CG can issue the bonds. The money generated from those bonds, can be used to build schools, railways, bridges, and others. The tax collections from people who benefit from having jobs created from those services will be paid back to the bond holders in normally 2, 3, 5 or10 mature dates plus interests. The CG has to watch out the debt ratio with GDP overall, preferably less than 50%.
Another way, to boost the economy, the government must decentralize all the decision-makings to fix the needs of local community and provinces. The government must restructure the provincial and local governments by empowering them to set up bodies of legislation on self-dependency in generating the revenues.
The governors and mayors and the bodies of legislators should have the same role of the central government to think about creating jobs and generating the revenues. They are responsible for issuing the bonds and tax collections to be used in their own provinces, paying back debts and set the goals of running the businesses.
The rule of thumb is the provincial Governments can't spend more than they have generated. They can't borrow money without meaning to pay it back. That's their difference from the Central government. Currently, they are waiting the handouts from the central Government.
There are many other methods to say the least, but not the last. The regulations used to protect investments, banking, and stocks are playing a vital role
in boosting the economy, including capital gain taxes and dividends each shareholder made.
The good sound regulations, which do have rooms for improvements and changes, can improve the strong confidence of investors domestically and internationally.

If I were a bad advisor, I would say to the CG to keep the status quo and do whatever it pleases and always say that it is absolutely right all the times so just do it.

First, dismantle all the very counter-productive strata of government employees and re-educate them from the low level to the very top level. Remember how the Chinese Cultural Revolution has been conducted to eliminate the revisionist!?
Khmer youths should be tasked with the absolute power to eradicate the corrupted officers and confiscate all the plundered resources and wealth which these individuals had committed to steal.
No high ranking officers and their spouses should be allowed to conduct personal and private businesses while holding public offices. Limit the size of lands that an individual can own.
The big companies that hold larger lands have to be incorporated so the lands are belonged to the multitude of stockholders, but not to a single Oknha (lords). If the Oknha held many shares of stock, he has to pay heavy taxes. The leadership should consist of capable and knowledgeable persons to perform the duties of offices. The elected officials must have term limits to two consecutive terms.
The three branches of governing body must be independent from each other. All appointed officers, judges and governors of institutions must be scrutinized and confirmed by the Senate and sworn in before the Monarch.
The oppositions in the parliaments should hold power of anti-corruption body. All forms of media outlets must be free and accountable. An independent media must have supported from the grassroots and provide full coverage of political, consumerist and many more issues without biases and fears of any persecutions.
The government must establish a friendly relationship toward all neighboring states and reject any overtures or coercions from any one of them. No hidden agenda or fervency or animosity toward any particular one of them as well. Use the best recognized international laws, treatises to serve Khmer interests without failures. The immigration law must be implemented and enacted immediately to address the influx of illegal immigrants from Vietnam.
Allow the assimilation of any immigrants who show the good faith and conduct to become Cambodian citizenry according to the laws. Educate all Khmers and new immigrant kids our Khmer language, culture and Khmer values to the fullest degree so we can build a strong harmonious nation without discrimination and prejudice.
We Khmers have to learn to share our wealth, our happiness as well as our sorrow. Someone with poor health and misfortune is our collective pains and suffering that we all should feel.
We should not lay hand and do harm to our countrymen or women. Of course, once in a while we fight, but remember the honorary dog's way of fighting!!. We should learn from them. The loser dog exposes his belly and softly whining like saying "here I'm the loser you can finish me off!!". The winning dog stands there and shows the ferocious fangs and look straight to the loser’s eyes and say "now that you know your limits, we should stop the fight", then he walks away.

Everyone has a good expression and has nicely detailed about the job title of an adviser to Mr. Hun Sen/Nal.
Regardless of whether the two of you have the same career or different, at some point, it was neatly looking excellent.
Our Motherland Cambodia later on, will depend upon the bright future generations to help. Please just keep it in mind.
Whatever your thought is, what I think is the same thing. But guess what? If I were hired on the spot as an advisor to Prime Minister Hun Sen, first this is first, I would ask him to change the regime and delete all the treaties that he had signed with his big boss "Vietnam" since 1985 and 2005. And then I will persuade him to pick up the right thing that all Khmers can live a very comfortable as the stipulated by Paris Peace Agreements signed on 23rd of October, 1991.
Well, if he does not agree with the point a few of significant pinpoints that I mentioned above, he would probably fire me at the same day right away because he is the only one who has the power to hire and to fire.
Let’s say, if he says yes then I will proceed to advise on such issues as: the border demarcation, justice, immigration, education, health, industry, and plus the three branches of government must strongly work independently from one to another.
If the answer is no, then once again I will say goodbye to him without asking for any pay for that one day work. Period!
Being a leader, the toughest part of political leadership, however, is to know when to compromise and when to stand firm on the basic of principles, but with this idea the Cambodia of our nation must have a legitimate government with a degree of independence from foreign interferences as opposed to a government which is dependent on foreign domination. I may think that everyone of us in this forum understand the part of my explanation of what the difference between an independent and a dependent of government.
Over all, about the advisor's job that was given by Khmerization here, it was just only part of soliciting a wide range of views from Khmer patriots. I'm betting that all of you, and swearing to god that if you volunteer of get hired by any chance, the Cambodian People’s Party (CPP) is not going to listen to you, unless you follow their footprints of their boss. Do know why? It is because your ideas truly serve the will of the Khmer people, but not serving their boss's interests.
Nowadays, I don't think any persons would want to live in a country or a society with the imperfect rule of law where brutality, bribery, and cronyism, etc, are rampant and spreading like a cancer. That is not a real democracy, but blatant tyranny.

Dear Khmerization,
Helping, teaching, and promoting kon khmer, were all very essential in our society. Since the relationship and morality among us (khmers) have mostly been fallen apart and because of that I just want everyone getting to know that khmerization has done it and proven to Matek Kon khmer as simple an example as well. Regardless of what they know and the things I might not know or in vice versa. So, we need all khmers to holding hand and hand together in order to restore a true democracy for our homeland.
