PHNOM PENH, Nov 16 - Opposition party leader Sam Rainsy has announced a plan to engineer a constitutional crisis by asking MPs to resign. However, Prince Norodom Ranariddh, the former president of the Cambodian parliament, said that any resignations by opposition MPs would not lead to a parliamentary deadlock.
“Opposition members of parliament have decided to provoke a constitutional crisis by resigning en masse,” Sam Rainsy, who is in exile, told a video press conference. He asserted that Article 76 of the Cambodian Constitution required the presence of at least 120 of 123 MPs in order to convene discussions about the national budget.
In an exclusive interview with the Cambodia Herald, Prince Ranariddh said that it was only the first meeting of the National Assembly of each mandate which required at least 120 MPs. “If Sam Rainsy’s MPs resign without being replaced, the seats can be allocated to other parties in the parliament,” the prince added.
When asked for details about who would resign and other aspects of the plan, Sam Rainsy refused to elaborate by saying that it could harm his strategies.
Sam Rainsy is now in exile to avoid imprisonment. His plan to provoke a constitutional crisis is a strategy to put pressure on the government in order to secure a royal pardon, political analysts said.
With commune elections in 2012 and national elections in 2013, Sam Rainsy needs to return to Cambodia to lead his party. However, analysts said he was unlikely to be able to force Prime Minister Hun Sen to ask the king for a royal pardon for his political rival.

Hun Sen is mad because he is worried that other CPP might join up with the SRP. I hope the Chea Sim faction will turn against Hun Sen who is trying to kill them.

The SRP is trying to save the nation's debt crisis by trying to block excessive borrowing. Hun Sen is borrowing irresponsibly and spending corruptly. Cambodia is rich in resources, and if taxed effectively and spent correctly, we have enough money to carry works without having to borrow so excessively.
I am no big of Hun Sen but I think Sam Rainsy trying to save Cambodia from being bought by foriegners. Look how foriegner deplete our natural resource with the help of the government. Do you ever heard the khmer expression "frog living in the wells" it cannot see the sky. This is what CPP leadership. They don't understand that foriegner only care of themselve and their pocket. They don't care if Khmer die. First they come to help you with social services, next doing research on your people using real life sample, next discover your oil and gold and find way to dig it out and share it with you. Think about it, you got gold in your house and now you share with others.. Don't you think it is a moron thinking.

And to a 6th commenter, i wonder if it is a really debt crisis. We owe others far less than any other asean countries. Please check economic statistic. Economic wont work without technology. When you have gold with no idea how to make use of it, it is just a simple stone. That's why they do this. Think again yourself. If you really try to help, walk your talk. Learn how to extract those resources and come home to help. I am just a student, not a part of any political party. believe it or not, i don't care. If the opposition can sense the worst, they won't try to block economic development. What a shame! it will collapse. More or less, i think they just try to make problems and attract some attention.
