The Vietnamese authoirty has on Tuesday, 23rd August, detained 27 Cambodian fishing boats and 103 fishermen for allegedly fishing illegally in Vietnamese waters off the coast of Kampot province.
However, after the intervention of Kampot provincial governor, Mr. Khoy Khun Hour, all the Cambodian fishing boats and fishermen were released the next day.
Mr. Khoy Khun Hour said the Vietnamese authority had been very lenient with the Cambodian fishermen and released them without charges or penalties. He said there is no fairness to the Vietnamese fishermen at all because when Cambodian authority arrested them, people always demanded that we charge and penalise them. "We arrested them (Vietnamese fishermen) and we penalised them, we demanded that their boats are burned down, but when they arrested our fishermen they never fined them and never confiscated their fishing equipments", he said.
Some critics are of the view that these Cambodian fishing boats and fishermen could be arrested inside Cambodian territorial waters since there is no proper maritime boundary and since the Cambodian navy had not properly patrolled Cambodia's maritime border.
In the past, many Vietnamese fishing boats and crew were detained by Cambodian authority for fishing illegally inside Cambodian territorial waters and maritime border, but were often released without charges after the intervention of the Vietnamese authority. On many occasions, Cambodian authority had released many illegal Vietnamese loggers and miners for illegally logging and illegally mining inside Cambodian territory.

កំពត ៖ អភិបាលខេត្ដកំពត លោក ខូយ ឃុនហួរ បានឱ្យដឹងថា អាជ្ញាធរវៀតណាម បានសម្រេចដោះលែង ទូកនេសាទចំនួន២៧ គ្រឿងនិងប្រជានេសាទ ១០៣នាក់ តាមការ ស្នើសុំរបស់លោក បន្ទាប់ពីអាជ្ញាធរវៀតណាម បានចាប់ទូកនេសាទនិងឃាត់ខ្លួនប្រជានេសាទ ខ្មែរទាំងនេះ កាលពីថ្ងៃទី២៣ ខែសីហា បន្ទាប់ពីពួកគេបានទៅនេសាទក្នុងដែនសមុទ្រ វៀតណាម ។
លោកខូយ ឃុនហួរ បានប្រាប់មជ្ឈមណ្ឌល ព័ត៌មានដើមអម្ពិលតាមទូរស័ព្ទនៅល្ងាចថ្ងៃ ទី២៤ ខែសីហា អាជ្ញាធរ វៀតណាមបាន សម្រេចដោះលែងទូកនេសាទ ចំនួន២៧ គ្រឿង និងប្រជានេសាទចំនួន ១០៣នាក់ តាមការស្នើសុំរបស់លោក ហើយ ពួកគេ បើអាចនឹងធ្វើដំណើរមកដល់ផ្ទះវិញ នៅយប់ ថ្ងៃទី២៤ ខែសីហា ប៉ុន្ដែបើមិនទាន់អាចមក ដល់នៅព្រឹកថ្ងៃទី២៥ ខែសីហា ។
អភិបាលខេត្ដកំពត លោកខូយ ឃុនហួរ បានលើកជាសំណួរថា តើយុត្ដិធម៌នៅត្រង់ ណា? មានន័យថា នៅពេលកម្ពុជា ចាប់ទូក នេសាទនិងប្រជានេសាទវៀតណាម តែងតែ ផាកពិន័យនិងទារដុតចោល ប៉ុន្ដែនៅពេល ដែលពួកគេចាប់ទូកនេសាទនិងប្រជានេសាទ ខ្មែរ ពួកគេមិនដែលផាកពិន័យនិងយក របស់របរនោះទេ ។ លោកខូយ ឃុនហួរ បានបញ្ជាក់ថា “យើងចាប់គេ យើងផាកគេ យើងទារដុតចោល ប៉ុន្ដែគេចាប់យើងវិញ គេមិនផាកនិងមិនយករបស់របរទៀត” ។
បើយោងតាមលោកអភិបាលខេត្ដកំពត មូលហេតុដែលនាំឱ្យប្រជានេសាទខ្មែរ ត្រូវ បានអាជ្ញាធរវៀតណាមឃាត់ខ្លួន ដោយសារ តែប្រជានេសាទទាំងនោះបានទៅនេសាទ ក្នុងដែនសមុទ្រវៀតណាម ដោយសារនៅ តំបន់នោះ សំបូរត្រីកាម៉ុង ជាងខាងដែន សមុទ្រកម្ពុជា មិនសូវសំបូរ។
សូមបញ្ជាក់ថា កាលពីពេលកន្លងទៅ អាជ្ញាធរកម្ពុជា ក៏ធ្លាប់ចាប់និងឃាត់ទូក នេសាទនិងប្រជានេសាទវៀតណាមផងដែរ បន្ទាប់ពីពួកគេបាននេសាទឆ្លងចូលដែន សមុទ្រកម្ពុជាដោយខុសច្បាប់ ប៉ុន្ដែអាជ្ញាធរ កម្ពុជា ក៏បានដោះលែងទៅវិញផងដែរ បន្ទាប់ ពីមានអន្ដរាគមន៍ពីអាជ្ញាធរវៀតណាម៕

I don't believe there were 27 Cambodian fishing boats illegally inside Vietnam water. This is a fabricated story cooked up by this communist country to make itself look pretty. This is probably the first time that happened. Most likely, the Cambodian fishermen were wondering off too close to Vietnam water but still within Cambodia water. Nevertheless, they had to be detained anyway. This is probably why they were released and not charge by Vietnamese authority. At the same time, Vietnamese authority claimed of being very lenient toward the Cambodian fishermen. Talking about leniency, maybe Vietnam should allow some lenient toward Khmer Krom of Mekong Delta who had their land, home, and culture robbed by the Vietnamese invader.
Me too, I don't believe that 27 Cambodian boats were able to sneak into Vietnam's territorial waters easily. I think they were arrested inside Cambodian waters.
