Prime Minister Hun Sen has reacted strongly to an unmanned drone that that has violated Cambodian airspace and crashed into a bushland in the Kulen area near the Cambodian-Thai border, but said he still didn't believe that it was a Thai spy plane.
On 16th August, an unmanned drone had crashed into a bushland near Kulen district about 70km from Preah Vihear temple. Immediately, suspicions are on Thailand, but Mr. Hun Sen told government officials and foreign diplomats that he didn't believe it was a Thai spy plane and instead he said it could be a terrorist group or groups planning an attack on Cambodia or American allies."Since Thailand had denied it and since we don't believe that Thailand is using this kind of unmanned plane to spy on us, so I will focus it on an act of terrorism, because we can't afford to be complacent with terrorist groups that will use all sorts of means to test us. But this is not an attempt to attack us, but it was an attempt to use an unmanned drone as a preparation to launch an attack somewhere in Cambodia or some places in Thailand", he said at the time.
At the same time, he has also called on Australia and the United States to assist in the investigation into this unmanned drone incident.

លោក ហ៊ុន សែន បានមានប្រសាសន៍ទៅកាន់មន្ត្រីរាជការជាច្រើនរយនាក់ នៅឯក្រសួងមហាផ្ទៃ នៅថ្ងៃទី១៨ ខែសីហា ឆ្នាំ២០១១ ថាលោកសុំកុំឲ្យមានការចោទប្រកាន់ភាគីថៃក្នុងរឿងនេះ ៖ "ដោយសារ តែថៃបានបដិសេធ និងដោយមានជំនឿរបស់យើងថា ថៃនឹងមិនប្រើរូបភាពនៃការប្រើយន្តហោះឥតមនុស្សបើក។ អ៊ីចឹងទេ ខ្ញុំផ្ដោតការយកចិត្តទុកដាក់ទៅលើបញ្ហាអំពើភេរវកម្មវិញ ព្រោះមិនត្រូវមើលស្រាលពួកភេរវជនបច្ចុប្បន្ន ដែលវាអាចប្រើប្រាស់នូវមធ្យោបាយបែបនេះយកមកសាកល្បង។ តែនេះមិនមែនជាការសាកល្បងវាយប្រហារទេ តែគេអាចមានកម្មវិធីសាកល្បង នៃការប្រើយន្តហោះប្រភេទអត់មនុស្សបើក ដើម្បីត្រៀមវាយប្រហារគោលដៅណាមួយក្នុងប្រទេសកម្ពុជា ឬគោលដៅណាមួយក្នុងប្រទេសថៃ"។

ក្រោយពីមានការផ្ទុះនោះមក រដ្ឋមន្ត្រីក្រសួងការពារជាតិថៃ លោក យុទ្ធស័ក្ត សាស៊ីប្រាផា (Yuthasak Sasiprapha) បានមានប្រសាសន៍ប្រាប់កាសែតថៃឈ្មោះបាងកកប៉ុស្តិ៍ (Bangkok Post) នៅថ្ងៃទី១៧ ខែសីហា ថា យន្តហោះនោះមិនមែនជារបស់ថៃទេ។

Not a Thai spy plane.
So Hun Sen means a domestic made unmanned suveillance plane. That's even better because a group of Khmer engineers have achieved their genius and it makes him sleepless in his own house. That's even much better.
I believed it was Thailand's plane, but Hun Sen playing dumb or pretending and denying..? I have said all along, that someday Thailand will send this kind thing to spy on cambodian troop's activity...Terrorism my Ass!!

They should look at the Serial Number of the parts and check those out to determind where it came from.
There is a difference between being "diplomatic" and being "stupid". You can be diplomatic by not publicly naming or accusing Thailand of being behind this spy drone, however it is simply stupid to defend them and shift the blame to a terrorist group. Cambodia in general has no logical value for a terrorist attack what so ever, and if the site/area is used as a launching site to attack Thailand, well it can easily be ruled out.
Cambodia don't have to bent over our back side to please Thailand just because they have a new Cambodia-freindly government, especially if Thailand is proven to be behind this spy drone. They have shown no respect nor to say the least appreciating our gesture (numerous troops pullouts) since they have the new government.
Hun Sen is giving Thailand more pretext to fly more this kind of planes by refusing to name Thailand as the suspect. He is playing dumb because he doesn't want to upset Thailand. This tactic gives Thailand more reason to launch this kind of unmmaned spy planes because they think Cambodian leaders like Hun Sen are so dumb who don't know that they are Thai planes. Hun Sen should conclude after the investigation, not before the investigation.
Of course, this is thailand rag tag unmanned spy plane. First, thailand tried human and dog for spying over Cambodian troops where about but that did not go well. Now they try something more high tech(supposedly)but they failed again.
Building unmanned aircraft is the time consuming and the deep wallet , in that caliber it need ten of thousand dollars and it not guarantee it will fly, testing and testing in the simple term Joe bloke just can’t built those sort of thing in his back yard.

A complementary approach to building and testing the UAV is to purchase a commercial simulation package; this solution simply trades money for time. The drawback to purchasing a commercial autopilot is the inability to customize the control system, which may be a fundamental limitation depending on the application of interest.
The theory of terrorist or the poor Cambodian farmer built those sort thing is out of discussion it a lot of money involve and the technical know how is out of reach from ordinary Cambodian. Who could it be and the people that have the capability of building those sort of aircraft is serving one the sole purpose is spying on Cambodia military.
Why don't you guys think that hun sen might mean that if the investigation turns out to be thailand was the one who did that it meant that Thailand is a terrorist state? Well I just guess.
