Prime Minister Hun Sen has released a confidential Asean's draft joint statement in relation to the International Court of Justice's ruling on the Cambodian-Thai conflict, after Thailand strong objexted to some wordings in the draft.
During a press conference on Friday, Prime Minister Hun Sen has released the draft statement sent to him by Indonesian Foreign Minister Marty Natalegawa and was marked as "confidential", saying he needs to expose Thailand's hypocrisy.
Mr. Hun Sen said the confidential document stated that Thailand had objected to the key wordings in the draft statement which reflect the main points of the ICJ's order.
Mr. Hun Sen he must expose the Thai hypocrisy and treachery to the world for trying to avoid implementing the ICJ's decision which was fully supported by Cambodia. He said he had directed Foreign Minister Hor Namhong to do everything to deal with Asean to obtain a joint Asean statement on the issue, but said he will report to the ICJ about Thailand's behaviour if a joint statement cannot be issued. "I have directed His Excellency Hor Namhong that if the statement cannot be issued to please forward this draft statement to the ICJ to inform the ICJ of the Thai behaviour regarding the ICJ's decision", he said.
Mr. Hun Sen said Thailand had objected to three key wordings of the statement like "to implement fully", "in the name of Asean" and "on the next step forward". He added that Cambodia fully supported the wordings. "We fully supported them, but Thailand objected, so we have to send it (the draft statement) to (the ICJ in) The Hague", he said.
The ICJ had on 18th July ordered Cambodia and Thailand to withdraw troops from the disputed territory near Preah Vihear temple and directrd both countries to work within the Asean framework. Both countries said they respected the ICJ's decision and will withdraw troops, but both still disagree on how to withdraw troops. Cambodia said it will withdraw troops when Indonesian (Asean) observers arrived in the disputed zone, while Thailand said it will not allow Indonesian into the disputed zone until Cambodia withdraw troops first.

លោក ហ៊ុន សែន បានអះអាងថា លោកនឹងរាយការណ៍ជូនតុលាការយុត្តិធម៌អន្តរជាតិក្រុងឡាអេ នៅពេលឆាប់ៗ នេះ ដោយសារតែភាគីថៃ នៅតែជំទាស់រាល់ពាក្យ និងខ្លឹមសារសំខាន់ៗ ក្នុងការអនុវត្តតាមដីកាបង្គាប់កន្លងមក។
នៅចំពោះមុខអ្នកកាសែត លោក ហ៊ុន សែន បានលើកបង្ហាញលិខិតសំងាត់មួយ ដែលមានបោះត្រាអក្សរធំៗ ជាភាសាអង់គ្លេសថា ខន់ហ្វីដិនហ្សល (Confidential) ឬរក្សាការសំងាត់។ លិខិតនេះ គឺជាសេចក្ដីព្រាងនៃសេចក្ដីថ្លែងការណ៍របស់ប្រធានអាស៊ាន អំពីការដោះស្រាយជម្លោះព្រំដែនកម្ពុជា និងថៃ។
លោកនាយករដ្ឋមន្ត្រី ហ៊ុន សែន មានប្រសាសន៍ថា លោកចាំបាច់ត្រូវតែលាតត្រដាងនូវឯកសារសំងាត់នេះ ដើម្បីឲ្យអន្តរជាតិដឹងឮអំពីឥរិយាបថ ឬភាពក្រឡេចក្រឡុចរបស់ភាគីថៃ មិនចង់ដោះស្រាយ នៅគ្រាដែលភាគីកម្ពុជាគាំទ្រទាំងស្រុង ៖ «ខ្ញុំស្នើជូនឯកឧត្ដម ហោ ណាំហុង បើសិនជាសេចក្ដីថ្លែងការណ៍នេះ ចេញមិនរួច សុំបញ្ជូនសេចក្ដីថ្លែងការណ៍នេះ ទៅតុលាការឡាអេទៀត ដើម្បីឲ្យតុលាការយុត្តិធម៌អន្តរជាតិក្រុងឡាអេ បានយល់ បានដឹងអំពីឥរិយាបថរបស់ថៃ ចំពោះសាលដីកាសម្រេចនេះយ៉ាងម៉េច»។

I like the way PM Hun Sen putting offense. This is very good time to play offense with Thailand because it is a lame duck government. Keep it coming more and ensure that ICJ knows all the mistake Thailand made.
The way Hun Sen reveal confidential document here breaches all diplomatic norms. This is a confidential document that the leaders of Asean put trust on him to keep it confidential and if he can't keep it confidential then they would not trust him anymore and won't share any confidential information with him in the future.
