A government official said that the government has discovered 4,000 ghost soldiers and ghost employees in the government payrolls during the audit of the government payroll systems in 2010.
Mr. Ngor Hong, Secretary General of the Council of Administrative Reforms, said the discovery had saved the government $4 million per year. "The government will save $4 million per year if we delete the names of those ghost employees from the payroll systems", he said.
The opposition parties and the civil society have called for the punishment of officials involved in the faking of government payrolls.
Mr. Yim Sovan (pictured), spokesman for the Sam Rainsy Party, wants the government to punish those officials immediately. "They (the government) must arrest those officials who hide (fake) the list of ghost employees and bring them to court. If those officials are not punished, how much more government money will be lost?", he said.
Mr. Chan Soveth, investigator for the human rights group Adhoc, blasted the government for not punishing those corrupt officials who had involved in the faking of the payrolls. "The government must punish those corrupt officials and confiscate their assets", he said.
In 1995, the government had carried out its first audit of the government payrolls across government departments and found 18,000 ghost employees in the payroll system. Another audit carried out in 2000-2001 found more than 9,000 of ghost employees in the payroll system. To date, more than 31,0000 ghost civil servants had been found to have received government salary of $81 per month despite having left their jobs or have passed away.
The discovery and this announcement had come at a time when the donors are holding an annual meeting to discuss financial pledges and aid money to Cambodia.

It was all Sam Rainsy's false. He started it.
This is not all. There will more much, much more ghost soldiers and civil servants in the government salary list that cost the government hundreds of millions of dollars. This is pure corruption. When Sam Rainsy was a finance minister for about one year from 1993-1994, cleansed the ministry of corruption and collected a lot of revenues from smuggled goods, imports and businesses who were Hun Sen's cronies and who never paid taxes. That's the reason why Rainsy was sacked as finance minister because he dare to touch Hun Sen's cronies.
Yim Sovann, the Samrainsy party spokesman for samrainsy party and his wife Ke Sovannaroth, the samrainsy party Secretary general, are just a couple of the 6 millions yuons who have invaded our territory and are now have high position and power in our politic system, government, military, police.
Opposition denounce invader Yuon and recruit yuon to lead their party. It seems odd, isn't it!

The article talks about the corruption within the Hun Sen government. 31,000 ghost civil servants that cost the government more than $4 million per month, about $48 million per year to be exact. This is pure corruption. Where is Om Yintieng, the chief of Anti-Corruption Unit? He has to punish the corrupt officials who defraud the government with these ghost civil servants by pocketing the money themselves. The money have been stolen this way, that's why Cambodia is still very poor.

I swear you that I am not a Hun Xen supporter.
I gave contribution to Samrainsy party for every election. I just wanted to raise the question about the danger of Yuon infltrated in every domain.It's worrying.
Yim Sovan and ke sovannaroth are Yuon, aren't they.
Everyone in the party must know that. I'd would'nt have
raised this question if only one of them had hold the high position, but both is enough .
I had protested when Sam Rainsy brought this couple to the fore years ago, because it was not fair in democracy, and moreover it was supposed the other members were incompetent (Mu Sochua or Son Chhay ete...) to the high job. Though I knew they were Yuon, I didn't point out about this sensible matter.
He doesn't want yuon in our country why he have two yuons in the high post in his party, and his party is gradually loosing ground and he seems to be indifferent to it fate, and his wife too.
As we are all democrats, you should weigh my comment up without prejudice.
Rumour has circled that Mr Sam rainsy had a child with someone from Battambang, which has caused the couple growing apart: (see the Saumura interview given to Phnom-Penh Post in http://ki-media.blogspot.com/2007/05/tioulong-saumura-politician.html).
If the rumour turns out to be true, in my opinion, Mr Sam Rainsy is under pressure by "who?" to live outside Cambodia, which neutralizes him taking part in the next election.
As a good and trustworthy husband, Mr Sam Rainsy whose record of competence, patriotism, integrity, fighter is undeniable, may have no guts to confront this issue.
I beg him to reject the blackmail, to clarify the above rumour, and whatever the outcome, I am sure that khmer people keep trusting him, supporting him and wanting him to lead the party and reform it from top to bottom too.
