Indonesia proposed a change to the TOR on observers

Cambodian Foreign Ministry said it has received a letter from Indonesia proposing to change a number of points of the term of reference (TOR) for the deployment of Indonesian observers to the Cambodian-Thai disputed border zone.

Mr. Koy Kuong (pictured), spokesman for the Cambodian Foreign Ministry, did not reveal the details of the new TOR. However, he said that Cambodia will accept all the changes and the new points of the TOR.

Cambodia has accepted the old TOR in its entirety, but Thailand has so far remain opposed to many points of the TOR.

Thailand has so far said it will restrict the Indonesian observers' access to some of the areas in the disputed zone, but Cambodia said the Indonesian observers will have unrestricted access to all areas in the disputed zone of the Cambodian side of the border.

Why don't the Indonesian sees this trickery of the Siem. It's a spineless move. It has taken way too long to send the observers. At this pace, war will erupt any time now due to the Siem breaching the MOU of 2000 by bulldozing the roads.

True, Indonesia makes this change to accommodate Thailand. It might be done due to behind closed door discussion with Thailand. Indonesia should consider who is the victim here. To accommodate the bully like Thailand, at the expense of Cambodia, is not fair to Cambodia.
