DFA: Cambodian envoy must explain ‘strong accusations’ [Cambodia is fighting a diplomatic war on two fronts - Thailand and the Philippines]

MANILA, Philippines – The Department of Foreign Affairs (DFA) on Tuesday said that it would be persistent in summoning the Cambodian envoy and demand an explanation for what it described as “strong accusations” against the Philippines and Vietnam.
“We are going to summon the Cambodian ambassador to ask him to explain what he meant when he stated that the ‘inflexible and non-negotiable position of two countries of ASEAN is dirty politics,’” Raul Hernandez, DFA spokesperson, said in an interview with reporters.
“We are trying to find out the real meanings of these statements because these are rather strong accusations that we are playing dirty politics,” he added.
Hernandez said that about 10:30 a.m. Tuesday, a note verbale was handed to Tan Chanadaravuth, Second Secretary and Consul of the Cambodian Embassy in the Philippines, asking the Cambodian ambassador to explain the details he divulged. He said the meeting lasted for about 30 minutes.
He said that the Cambodian ambassador was summoned Monday and Tuesday but that he was “indisposed” to come.
“We hope to receive a reply but for now he is indisposed but we will keep on summoning him until he is able to come to the Department of Foreign Affairs to explain these accusations,” Hernandez said.
Hernandez was reacting to an article published in the letter to the editor of a local broadsheet (The Philippine Star) authored by Hos Sereythonh, Cambodian ambassador to the Philippines. In his letter entitled Communiqué only through full consensus, Hos accused the Philippines and Vietnam of playing dirty politics in trying to blame the Cambodian Chair “for what essentially was the inflexible and non-negotiable position of the two countries of ASEAN (Association of South East Asian Nations).”

The Association of South East Asian Nations came under direct scrutiny after it was not able to issue a joint statement for the first time because of a conflict between China and some ASEAN-member states’ claims on the West Philippine Sea.
Hos, in his letter, also reacted to the article entitled What happened in Phnom Penh written by Undersecretary Erlinda Basilio, saying that based on Basilio’s explanation of fiction and facts, she has “tried to manipulate, distort, and exaggerate in order to make her case.”
Hernandez was quick to defend Basilio, saying that Basilio was a professional diplomat with an unblemished record of nearly 50 years of service to the country.
“More importantly, Undersecretary Basilio was present in all the meetings in Phnom Penh. The Cambodian Ambassador was not,” Hernandez said.
Hos, in his letter, also said that Cambodia, the Chair of the ASEAN, was not to blame for the non-issuance of the ASEAN joint statement, saying that Cambodia wrote to all the ASEAN Foreign Ministers to ask for responses to the issue but that, “after waiting for several weeks it was clear that ASEAN had no consensus on the Scarborough Shoal” dispute.
But Hernandez, in the interview, said that the Cambodian Chair appointed a committee, including the Philippines and Vietnam, which had full authority if it could reach a consensus on a final draft.
“Upon a series of many negotiations, at least five final drafts achieved a consensus. Notwithstanding authority granted the committee, all final drafts were disapproved by the Chair,” Hernandez said.
Hernandez added that they wanted to ask Hos to authorize the release of evidence to the public, which he said should end all speculation on what really happened in Phnom Penh.
“We will also ask where the ambassador obtained the information on the events as narrated in his letter since these are not consistent with the records of the ASEAN meetings,” he said.
When asked by reporters if it was possible for Cambodia to ignore the said appeal, Hernandez said, “Well that will be an issue. That will be an issue for him.”

I don't think Cambodia is giving a damn about the Philippine. We just tell them to get lost. they get thier opinion and we get ourse. They can't go aginst China, so they are trying with the Cambodia.

Yes Cambodia need to explain. If they feel the need to not then they should relinquish their membership. You guys don`t get the politics. As a representative you need to work with other countries for peace and stability. Economic is also a big factor. You think by siding with China everything would ok for Cambodia? Wanna talk about how China supported Khmer Rouge? There is one thing different between China and Cambodia. China is for its country while Cambodia is for their cronies.

Don't you open your eyes. Cambodian economy was blocked by Thailand and Vietnam already. Our product cannot compete with Thai and Vietnam. We export to those damn countries less than their export to Cambodia. It is an inequality economy that currently the US government fight against with China.

Cambodian economy depends on agriculture, garment, and tourism.
However, for agriculture, Cambodian people cannot sell their product because Vietnamese and Thai officers @ the border block our exports. If they buy our product, they set a very minimum price that we cannot sell. That's really inequality.

If we can have a narrowed-China Market, it is much more better than nothing, isn't it?

I should recommend Philippine seeks for international support and accusation on China's military movement to the South China Sea rather than accusation of Cambodian as a chairman. Accusation of each other will ignited the existent flame.
Don't forget Cambodia is just a chair of ASEAN for just one year. Why does Philippine mess with Cambodia? Many people know that Cambodia need China to guarantee their map in the world map and economy. Philippine should be calm down and move on rather hit any member of ASEAN for nothing. Sic.

You don`t get my post 7:14 AM. Is it that hard? As A Asean member you are essentially like the E.U. Asean is bunch of small countries that need to stand together against bigger country. So you think South China Sea is not Cambodia`s problem? If that sea lane is not neutral what happens if China want to punish Cambodia for what ever reason. You think they would allow Cambodia`s shipment flow?

Preah Vihear is Asean issue and Indonesia tried to help but Hun Sen is making back room deals with Thailand. So the issue is, Is Preah Vihear a problem that Hun Sen is making to divert attentions from Vietnam? In case you have not notice, two major provinces was ceded to Vietnam with no protest.

As an ambassador for any nation. The language you use must be professional and in diplomatic terms. Even if you think the Philippines are using dirty politics you never say it like that. Like no countries is calling Hun Sen or Cambodia using dirty politics. If this is not enough to understand I suggest you spend time in School. I, by no means smarter than anyone but at least I can understand the meaning of politic.

Wrong! Two ambassadors Madam Yu Ay and mister Hos Sereythong of Cambodia cronies of jungle's Hun whose started to pick the fight! Facts: Asian summit gone for awhile accusation has done back then,no one pay attentions to all shit happened during 45Th Asian summit.But, until Madam Yu ay & sir Sereythong opened their unprofessional critism on Thailand & Philiphine,now shit is blew out of proportions.You see picking on old wound is not good...Its causes itchy and speads like wild fires.These two Khmers ambassadors need to learn how to be quiet some time.

If you can't say anything nice,don't say anything at all, my third grade teacher always told her students that,take it from my third grade teacher madam Yu Ay& sir Sereythong...

Two Cambodian ambassadors only reply to those reports about the attack on Cambodia as the ASEAN's
Chair. Cambodia is thier country and they have to protect it and the philippines should understand that when they attacking Cambodia.

If those Phillips are not cowards, then they should try to stop the Chinese from building the city on the island, instead they pick a fight with Cambodia for nothing.

The US already said that the dispute should be peaceful, but the Philippines thinks otherwise. If they want to go to war, then go ahead. Cambodia will not send troops to support any Country, China or Philippines.

We had been fighting for the last 35 years and we have no desire to fight another war.

Phillips should know the reason that leads to diplomatic dispute.
Phillips should solve the problem rather than force any member of ASEAN to follow her wish.

There are many possible senario:
1. Joint Drill with many countries like Vietnam, Japan, Taiwan, Brunei, Malaysia, and S. Korea. Is it possible to make a new community by calling as "South Asia Organization" ---> SAO.


2. Call for UN Security to summon an immediate talk on South China Sea Dispute.

3. File a complaint against China in International Court of Justice in Netherlands.

4. Go to war. Don't be afraid of China. Because the geography of China Sea gives high favor to Philippine and Vietnam if these countries go to war with China.

1. a lot of the countries will not joint militrary drill with the Philippine, especially Japan and Taiwen.

2. Supper Powers don't give a damn about the UN.

3. ICJ would not talk the case. If it does, China doesn't give a damn.

4. Only spratly Island are close to Philippine, and I believe should be belong to the Phillippines, but the other group of Island is close to China. It is within the range of China guns. The Philippine war ships would take more time to get there. too far from Philippine but close to China.
