The Cambodian government has formed a task force to prepare a lawsuit and documents to ask the International Court of Justice (ICJ) to re-interpret the 1962 verdict which adjudged to give the ownership of Preah Vihear temple and the surrounding lands to Cambodia.

In a statement dated 3rd March 2011, which was released to the media on 15th March, Prime Minister Hun Sen has appointed Foreign Minister Hor Namhong to lead the task force, with 4 imminent personalities as members which include Mr. Var Kimhong, who is chairman of Cambodian Border Commission, Mr. Aun Porn Monirath, Secretary of State of Ministry of Finance, Mr. Long Visalo, Secretary of State of Ministry of Foreign Affairs and Mr. Ouch Kim An, Cambodian ambassador to France.

In a speech at a graduation ceremony to students at the Royal University of Laws and Economics on Monday, 14th March, Mr. Hun Sen said it is now time to take the case to the ICJ. "It's time to take the case to the International Court of Justice in The Hague again, to ask it to re-interpret the (1962) verdict. If the court found that Cambodia occupied another country's land, we agree to withdraw, but if you (Thailand) occupied my lands then you have to leave. We both must respect the verdict of the ICJ", he said.

The opposition leader, Mr. Sam Rainsy, who had just been expelled from the Cambodian parliament on Tuesday 15th March, said he supported the government taking the Preah Vihear case to the ICJ. He urged Indonesia, as the co-chair of the Cambodian Paris Peace Accords with France, to convene the meeting of all the signatories of the Paris Peace Accords, including Thailand and Vietnam, who have pledged to respect and help protect Cambodia's sovereignty and territorial integrity. "Indonesia is not only the chair of the Asean, but also the co-chair of the Cambodian Paris Peace Accords along with France, so it has a role to observe and monitor the situation in a country that was aggressed and invaded by Thailand", he said.

In mid February 2011, there are reports that the Cambodian government had hired 3 foreign lawyers from France, Australia and the UK to represent Cambodia at the ICJ.

Better late than ever, but please do not back down. This time Cambodia must go all the way until we get the court to interpret the case like we got the 1962 verdict. Thailand can't be trusted with negotiatios, we need international laws and international diplomacy to deal with dishonest Thailand.
