Hor Namhong: No JBC meeting unless Thai parliament approve previous agreements, while he called Thai shooting of Cambodians 'barbaric act'

Mr. Kasit met with Mr. Hor Namhong in Phnom Penh on 20th December when Mr. Hor Namhong asked him to stop Thai soldiers from killing Cambodians along the border. On the same day, 2 Cambodians loggers were killed and 4 were wounded.

The Cambodian foreign minister, Mr. Hor Namhong, has said that the upcoming meeting of the Khmer-Thai Joint Border Commission (JBC) won't take place if the Thai parliament will not ratify the three agreements reached in previous meetings in the last two years.

Speaking at a press conference after talks with the visiting Bangladeshi foreign minister, Mr. Hor Namhong said the JBC can only proceed after the three previous agreements are ratified by the Thai parliament. "The JBC will only hold discussion when the Thai parliament and the Thai government ratified the three agreements. So long as the three agreements are not ratified, the meeting cannot take place", he said.

The Thai parliament was scheduled to hold a session to approve the three border agreements reached in the last two years between Cambodia and Thailand. The Thai government then abruptly announced the postponement of the session for 90 days and instead created a consultation committee comprising of 30 government MPs and 15 opposition MPs to review the agreements.

The Cambodian foreign minister said the postponement was a Thai tactic and a pretext to delay the border demarcation works between the two countries. He added that the Thai parliament must ratify the three agreements if Thailand is sincere in resolving the border issues with Cambodia peacefully.

In another development, Mr. Hor Namhong has called on Thailand to be more 'civilised' when dealing with Cambodians who mistakenly crossed the borders into Thailand. He called the actions of Thai soldiers 'barbaric' for shooting and killing many Cambodians who mistakenly crossed the borders into Thailand.

The minister's outburst came after 2 Cambodians were shot dead and 4 were wounded by Thai soldiers on 20th December, the same day as Mr. Hor Namhong asked the visiting Thai Foreign Minister Kasit Piromya to stop Thai soldiers killing Cambodians along the borders.

The minister said many Cambodians have no way of knowing where the border lines lie and most loggers were tricked by timber traders into believing that they were logging inside Cambodian territory.

During a press conference after a meeting with the visiting Bangladeshi foreign minister, he said he will send a diplomatic note to Thailand protesting against the killing of Cambodians along the borders. "Today (Monday), the Foreign Ministry will send a strong-worded diplomatic note to Thailand about the use of violence to shoot to kill the Cambodian people who crossed the border line because they don't know where the borders lie because the areas were full of thick forests. In the diplomatic note, I will use the word 'this shooting is a barbaric act that is unbecoming of a civilised nation'", he said.
