A delegation of four members of Europe's Inter-Parliamentary Union (IPU) has arrived in Cambodia for a study tour of the role of the Cambodian parliament in monitoring foreign aid to Cambodia, reports Radio France Internationale.
The four member-delegation from Geneva, Switzerland will have a series of meeting with Cambodian political and parliamentary leaders from 1st to 5th March. On Monday morning, the delegation met with senators and members of parliament from the ruling Cambodian People's Party, the opposotion Sam Rainsy Party, the Human Rights Party and the Nationalist Party (formerly Norodom Ranariddh Party) at the Nationall Assembly building.
Mr. Chheang Vun, chairman of the Parliamentary Commission of Foreign affairs, said the Cambodian parliament has monitored the use of foreign aid very thoroughly, including expenditures on development plans and National Budget.
Members of the opposition Sam Rainsy Party and Human Rights Party were allowed to speak during the meeting, but Mr. Chheang Vun has banned them from talking about issues other off the topic, except the role of parliament's monitoring of foreign aid expenditures.
Mr. Son Chhay, MP from the Sam Rainsy Party, had raised the issue of the lack of representation by opposition parties in the parliamentary commissions, the suppression of the freedom of expression and the lawsuits and the lifting of members of oppositions' parliamentary immunity, but his speech was cut short when Mr. Chheang Vun turned off the microphone immediately.
