A deputy director of the Department of Inspectorate and a rich businesswoman have been charged with receiving bribes.
Mr. Seng Yien, director of Department of Inspectorate, and Ms. Dy Brem were charged with receiving bribes from Mr. Ek Chhorn, a representative of 120 families residing at Dankor District, Phnom Penh to help them settle a land dispute a with another lady named Ms. Hourt Sarom. It is alleged that Ms. Dy Brem, as a rich woman conspired with Mr. Seng Yien to claim more than 6 hectares of lands from Ms. Hourt Sarom who said she owned that piece of lands on the outskirt of Phnom Penh since 1980.
Court warrants had been issued on 7th August for the arrests of the pair and other accomplices. The arrest warrants were issued after the pair failed to appear before the court on 29th July to answer the charges.
There are news that both had escaped the country, with news that Mr. Seng Yien had escaped to Thailand and Ms. Dy Brem to Vietnam. The court are seeking other accomplices, including Mr. Em Chorn (Ek Chhorn?) for bribery. These people face long term imprisonment if found guilty.
Ms. Hourt Sarom said she is thankful to the government, the court, the parliamentary inspectorate committee and various ministries for helping to intervene to get back her lands.
However, Deum Ampil failed to elaborate why a representative of the 120 families bribed Mr. Seng Yien and Ms. Dy Brem to help them get back their lands. Some observers are curious whether the 120 families were the real victims whose lands had been violated and grabbed by some powerful people from the government by using innocent people as their pawns.
