Ms. Seng Theary, the sacked executive director of Centre for Social Development (CSD), said she will fight through legal channels to be reinstated despite saying she had little hope of a fair verdict by the Cambodian court.
Ms. Seng Theary was sacked by a court order on 9th July in a long power struggle with some of the organisation's renegades which have seen court officials and Mr. Vi Houi, the court-installed new executive director, forcibly occupying CSD's office.
Speaking to reporters in front of the court on 24th July, Ms Seng Theary said: "I'm prepared to fight through legal channels to be reinstated as the Executive Director of the CSD even though I have little hope (of a fair verdict)."
She added: "Now there are many problems inside CSD. Donors are in the process of withdrawing their financial supports and staff are very worried about their livelihood because they are depending on their salary to feed their families. So, in order to help the staff I am prepared to fight through legal channels even though I have little hope."
Mr. Vi Houi, the court-installed new executive director, said Ms Seng Theary has every right to appeal the court's decision by adding that he will walk out of the position if the court judged in favour of Ms Seng Theary.
Mr. Chan Thorn, representative of the staff, said 58 out of 63 staff had signed a petititon disapproving of Mr. Vi Houi's leadership. Mr. Vi Houi had since sent a letter of warning to 4 staff for disobeying his leadership. Staff claimed that they haven't been paid as Mr. Vi Houi had also written a letter to the bank to freeze all funds.
Mr. Chan Thorn and Ms Seng Theary claimed that, in protests against Mr. Vi Houi's actions, three donors among five have withdrawn their financial supports for CSD, while the other two are still considering whether to continue providing funds to CSD.

Seng Theary's case is no difference to Mu Sochua's case. Both ladies are against the government-supported sides. No chance, but it's good that she, like Mu Sochua, is preparing to put the Cambodian judiciary on trial.
man!! what is these unrests in cambodia? don't they have something else to do? why don't they fight about child labor, child sex, illegal drugs etc.......instead of giving the government a headaches..don't they know these do more harm and drawing negative news than helping our people. or maybe khmerization news are written by non khmer to exploite khmer chaos and divisions among khmer(khmer against khmer) in a ligher khmer rouge(khmer killing khmer) ways.
i think we khmers are getting too dependent of forieghn funds.without it is like losing their legs, eyes, and foot. get off their butt and work and get creatives.please!
i like to read all comments. Good writing essay..
I think these problems are created by the government. The government doesn't like Seng Theary because she is outspoken so they want to kick her out and put a puppet Mr. Vi Houi in her place. You see, the court backed Mr. Vi Houi even though he was voted out by the staff. The government to kick Seng Theary out because she has become a thorn in their eyes and Vi Houi is an incompetent puppet of the government.
I would like Khmer governments to wake up to the reality of life. Every nation has it own democracy and therefore, we khmer must have own democracy as well. It is very significant to have the freedom of speech and the freedom of choice to do certain things that could lead into one of the most developing nation in the world, just like, for example Australia or Singapore etc. We need to promote and give compliment to all our khmer intelligents as well as we need to be more forcusing on skilled migrantion intakes because these are the most fundemental foundations to rebuilding and developing for the whole nation in the most effective way or otherwise we will lose it and it could take forever in re-developing this country. Brothers and sisters, we need to look after each other and try to treat each other as each person is equally important regardless of who they are or where they came from because when we work together as a team we will win. cheers
