Cambodia crackdown on corruption in schools scores low with exam cheats

Education ministry cleans up system in which students have routinely bribed teachers to help them pass tests for university

Proctors frisk students during the annual national high school graduation exam in Phnom Penh, Cambodia, Aug. 5, 2014. Cambodia has for the first time cleaned up the cheat- and bribery-ridden grade 12 national exams, a reform toward strengthening education quality.

When Tep Seila’s older brother sat his all-important grade 12 exams, he was able to use “cheat sheets” to help him pass after paying the school heads a few dollars per subject.
But Seila, a 21-year-old from a poor family of rice farmers with an NGO scholarship to study in the Cambodian capital, Phnom Penh, could not do the same when he sat the tests last month.
“I think if I could have cheated I could have passed,” he said on Friday, minutes after learning that he had failed to obtain his high school diploma. “But this year was so strict and I couldn’t get the answer sheet.”
Seila is angry that he wasn’t allowed the cheating privileges long enjoyed by Cambodian students at these exams, a pass mark from which is required for university entrance. He’s not alone.
The results of a government blitz on cheating and corruption at this year’s grade 12 exams have just been revealed. Only 26% of students passed, compared with 87% last year, and only 11 students out of the almost 90,000 who sat the exams obtained the top A grade.
For the first time in recent history, all the students who passed did so purely on merit, according to the education ministry.
In past years, students were able to bring mobile phones and cheat sheets into the exam rooms. Teachers would leak test papers for a fee, students would pool money to get proctors to turn a blind eye to their cheating, and parents would even throw rocks wrapped with answer sheets through the windows of testing centres.
This year was different. Copies of the exam were kept under lock and key, military police were deployed at testing sites, students were patted down no fewer than three times as they entered exam halls, and crucially, thousands of volunteers were hired by the government anti-corruption unit as independent monitors.
“It was totally different compared to all the previous high school exams, particularly at grade 12,” says Preap Kol, executive director atTransparency International Cambodia.
Kol, whose organisation ranks Cambodia 160th out of 177 countries in itscorruption perceptions index, says corruption is “systematic” in the education system. This means that from an early age, students learn in an environment where paying bribes is not only normal, but expected.

Police arrest 2 Chinese for illegally carrying Vietnamese cash into Cambodia

Police in the southern Vietnamese province of Tay Ninh that borders Cambodia are investigating a case in which two Chinese men were caught illegally transporting a large amount of Vietnamese dong (VND) from Vietnam to Cambodia via the border.

T. Z., 45, with Chinese nationality, was arrested in Tan Bien District on August 29 when local police, in conjunction with customs officers and border guards, examined his car at the Xa Mat border gate.

Police opened three suitcases and a carton they found inside the car, and discovered they contained Vietnamese banknotes of VND50,000, VND100,000, and VND200,000 denominations.

The cash amounted to VND18.2 billion (US$860,000).

Z. failed to show any documents related to the cash, saying that another Chinese, L. W., had hired him to transport it through the border.

On searching the man’s body, police also found and seized $1,030 and VND12.5 million ($590) in cash and four mobile phones.

Z. said that W. was waiting to receive all the money on the other side of the border gate in Cambodia.

Lawmakers Promise End to KDC Land Row

The National Assembly’s newly formed bipartisan Human Rights Commission met with representatives from the embattled Lor Peang village on Monday, promising a prompt resolution to their 12-year-old dispute over 145 hectares of land in Kompong Chhnang province.
Lork Kheng, deputy chair of the commission, vowed that the dispute, which began in 2002 and has led in recent months to violent clashes and the arrest of five villagers, would be “completely resolved within a week.”
“I and other members in the commission have agreed to resolve the matter of 52 families involved in the court case with KDC,” Ms. Kheng said.
“We agreed to settle the Lor Peang case within a week. But whether it is successful or not depends on the will and loyalty of villagers and the KDC company,” she said.
Five representatives of rural Lor Peang village in Kompong Tralach district were called to meet with members of the Human Rights Commission on Monday, while representatives of KDC are set to meet today with the commission, which is chaired by CNRP lawmaker Eng Chhay Eang.
Ms. Kheng, a CPP lawmaker, said she has taken an interest in the case because she is a personal friend of KDC’s owner, Chea Kheng, the wife of Mines and Energy Minister Suy Sem.

Rights workers on Monday questioned the Defense Ministry’s plan to recruit an additional 700 soldiers to help military police contend with demonstrations in Phnom Penh, saying the proposal raised the risk that excessive force would be used against peaceful protesters.
On Saturday, Defense Minister Tea Banh announced his intention to reinforce the ranks of the military’s Phnom Penh-based Brigade 70 next year, after military police reportedly told him they were unable to effectively handle a recent influx of protesters.
Police and military police have themselves been heavily criticized for their use of disproportionate force during demonstrations in Phnom Penh over the past year.
On January 3, military police fired into a crowd of garment workers protesting for a higher minimum wage, killing at least five people and wounding dozens more. Police also used deadly force during demonstrations in September and November, killing two bystanders.
Sok Sam Oeun, a prominent human rights lawyer, said that by deploying more soldiers against protesters, the government risked causing further bloodshed, because soldiers are trained in combat—not law enforcement.
“They [military police] know about the law, the military knows about fighting,” said Mr. Sam Oeun, who ran a U.N. police training school in refugee camps along the Thai border in the 1980s.
Mr. Sam Oeun also served as a soldier in one of the military factions aligned against Vietnamese forces after the fall of the Khmer Rouge.
“I was trained for killing, not to maximize protection,” he said. “Using soldiers [against protesters] is more dangerous than using military police, because they [police] know a little about the law.”

Hun Sen Gives Hope to Villagers in Land Fight

BY  AND  | SEPTEMBER 2, 2014
Last month, Prime Minister Hun Sen was mocked for claiming in a speech on August 18 that he was unaware of a land dispute in Kratie province’s Snuol district over which villagers had repeatedly petitioned his cabinet.
But Mr. Hun Sen’s admission that he was unaware of one of the country’s most high-profile land disputes, and an ensuing speech in which he blasted his underlings for failing to settle conflicts across the country, seems to have given hope to some villagers.
Mao Chann, a 43-year-old villager from Battambang province, decided to travel to Phnom Penh last month after watching Mr. Hun Sen’s speech.
“I watched TV and saw Samdech Hun Sen say that he hadn’t received petitions so we came to Phnom Penh to voice our concerns,” said Mr. Chhan, who along with hundreds of other residents in Kors Kralor district is feuding with businessman Song Thorn over 612 hectares of land.
Mr. Chann is also one of about 100 villagers from Pailin, Battambang and Banteay Meanchey provinces who have been camped out at Wat Chas in Chroy Changva district over the past two weeks in an attempt to petition national-level authorities to intercede in their cases.
And their efforts seem to be paying off, according to Mr. Chhan. He claimed that Battambang provincial Governor Chan Sophal announced Monday that the contested land would finally be demarcated for his community, which has been demanding intervention since 2006.
“We are very happy because we tried to protest at the provincial level but were never successful. But after hearing Hun Sen’s speech, we hoped he would sort it out,” Mr. Chhan said, adding that the villagers would return to the capital if their demands were not fully met.
Mr. Sophal, the provincial governor, said by telephone Monday that he could not guarantee that land would be measured off for the villagers, but that “experts are working on this issue and we asked them [villagers] for their documents.”

Thailand promised to help Cambodian workers

PHNOM PENH (The Cambodia Herald) -- Cambodian Defense Minister Tea Banh met Monday with Tanasak Patimapragom, deputy director of Thai National Council for Peace and Order, at Ministry of National Defense, to discuss relation between the two countries.

Tanasak Patimapragom said that he thanked Prime Minister Hun Sen for sending the Cambodian officials to visit Thailand to see what had happened there.

He said what the Thai government did was to protect royalist regime and economic system and prevent the country from war.

Tea Banh told reporters after the meeting that the Thai officials visited Cambodia in order to confirm further over what had happened recently in Thailand, and seek understanding from Cambodia.

He said he asked the Thai side to help protect Cambodian workers, and Thailand vowed to help Cambodian workers, and help them receive treatment, and workers' children get education.

PHNOM PENH (The Cambodia Herald) -- Foreign Affairs Ministry spokesman Koy Kuong said that the Cambodian embassy in Beijing, China, helped two Cambodian women who had been cheated to get married to Chinese men in China's Zhejiang province.

He said the two women, Klok Rath and Mao Saroeun, came to the Cambodian Embassy in Beijing, asking the embassy to help them get divorced with their husbands and to send them back to the country.

He said the embassy sent the two, who get married and live with their husbands in Zhejiang province, to Cambodian Consulate in Shanghai on August 30.

Kuong added that the Ministry of Foreign Affairs has advised Cambodian Consulate in Shanghai to prepare documents, and send them back to Cambodia soon.

[Thai] Foreign Minister Tanasak gets nod from diplomats

But appointment of military officer could raise concern with some nations

THE DIPLOMATIC community yesterday welcomed new Foreign Minister Gen Tanasak Patimapragorn, but reserved comment on his appointment until they can evaluate him and the government based on actions and progress made while in the position.

General Tanasak, who is the Supreme Commander of the armed forces, is the first foreign minister to be still in active military service. He has been with the military since the 1980s.

Meanwhile, a source said the appointment of career diplomat Don Pramudwinai as deputy foreign minister would help Tanasak overseas as some countries might be reluctant in receiving him, as he also holds a top position in the National Council for Peace and Order (NCPO). Tanasak could concentrate on Thailand's neighbours, Asean states and key partners in the region, while Don attends multilateral meetings that help raise the Kingdom's profile.

The diplomatic corps in Thailand, however, said they have no problem with the general. Foreign affairs mostly depends on policy, diplomatic skills, action and commitment, rather than personality, they said.

UK Ambassador Mark Kent said the international community would judge the new government and the minister in accordance with action.

"We will evaluate the new government according to their action, including progress in implementing the NCPO roadmap. This necessitates a genuine commitment to a truly inclusive reform process with wide participation, the restoration of full democracy next year and respect for Thailand's international human rights obligations," he said.

Indian Ambassador Harsh Vard-han Shringla said Tanasak had recently visited India as chief of the Thai defence forces, and met India's minister for defence and finance and armed forces chiefs.

"He has a sound understanding of the close and cooperative nature of bilateral relations between our two countries, and his appointment as deputy PM and foreign minister will undoubtedly contribute to the continuation and strengthening of ties," the ambassador said.

Cambodian PM discusses bilateral ties with visiting Thai FM

PHNOM PENH, Sept. 1 (Xinhua) -- Cambodian Prime Minister Hun Sen on Monday met with new Thai Foreign Minister Tanasak Patimapragorn to discuss ways to strengthen bilateral relations and cooperation.

Tanasak, who is also deputy chief of the National Council for Peace and Order, said his visiting entourage consisted of Thai government cabinet members and high-ranking military officers.
"Our visit is to maintain and further develop good relations with Cambodia both bilaterally and multilaterally in the framework of ASEAN," he said. "Thailand is ready to work with Cambodia to advance ties and cooperation for mutual interests."
For his part, Hun Sen expressed gratitude to Thailand for providing legal status to Cambodian migrant workers.
He said Cambodia was keen to cooperate with Thailand to build the border of the two countries as the border of peace, friendship, cooperation and development.
The prime minister stressed that it was essential to narrow dispute and increase cooperation in economics, trade, investment, and tourism for the benefits of the two countries and peoples.
Cambodia and Thailand have not settled their dispute over a 4.6 square km piece of land next to Cambodia's Preah Vihear temple.

Yakjin factory under review

A man is beaten by authorities on a dirt road in front of Yakjin garment factory in Phnom Penh’s Por Sen Chey district in January after a protest turned violent.
South Korean garment giant Yakjin Trading Corp has engaged a top international labour rights expert to conduct a review of its factories in Cambodia, one of which was a flashpoint during labour strikes earlier this year that saw dozens arrested and at least five people shot dead by authorities.
Both Cambodian and international unions have lobbied the Carlyle Group – a global asset manager that took a 70 per cent stake in Yakjin through a holdings company just weeks before authorities violently suppressed protests outside Yakjin’s Phnom Penh factory on January 2 – to take action.
The crackdown sparked bigger protests in Phnom Penh the next day, leading to the fatal shootings.
The United States’ largest pension fund, a major investor in Carlyle, has also taken a leading role, according to labour activists in the US.
As a result, Yakjin dispatched Gare Smith, a lawyer who served as the top human rights official at the US State Department during the Clinton administration and a former vice president at Levi Strauss & Co, to Phnom Penh for a week in mid-August.
“Yakjin is proud of its labor rights record and, as part of its commitment to its workers, best practices, and continuous improvement, invited labor rights experts to conduct an assessment,” a spokeswoman from Yakjin’s corporate responsibility section said via email. “Though the review is still in progress, the preliminary assessment of Yakjin’s labor practices indicates significant areas of strength as well as some areas for improvement. Upon delivery of the final report, Yakjin will review it and take appropriate action to ensure it continues to meet international labor standards.”
Yakjin’s clients include Gap and Wal-Mart.

$10,000 insurance payout following the death of 90-year old Cambodian women

Cambodia’s newest micro-insurance firm on Tuesday paid out a $10,000 personal accident claim to a family who lost a 90-year-old aunt.
Marked as the company's first payout for death in Cambodia’s nascent micro-insurance sector, the case has drawn scepticism from a national insurance body, which questioned the risk assessment made by the insurer for covering a person of that age.
The company, Milvik (Bima), which received their licence from the Ministry of Economy and Finance on April 10, paid the claim to two separate beneficiaries following what the company says was the accidental death of the women from Banteay Meanchey.
“[The] customer, though 90 years old, was in very good health at the point of sale. We generally ensure that we only sign on people in good health if they are above 65 years,” Sithy Lay, head of sales at Bima, said yesterday.
Lay said that the payout was under the terms of personal accident coverage, which, as opposed to death coverage, is a policy that has no limit on age.
“We have verified their claim in detail – including seeing some of her prior medical records and concluding within reason that the proximate cause for her death was an accident – a fall,” Lay said in an emailed statement.

Former US Diplomat Accused in $1M Fraud Case [Mr. Phay Siphan's friend, San Richer, is in trouble with the Cambodian court]

Sichan Siv, a former U.S. ambassador to the U.N., was summoned by the Phnom Penh Municipal Court last month and ordered to remain in Cambodia following allegations that he and two business partners defrauded a Phnom Penh dentist out of $1 million, officials have confirmed.
The order came after a complaint was filed by Eng Lykuong, owner of Master Care Dental Clinic in Chamkar Mon district, who alleges that in 2012, the businessmen conned her into investing $1 million in an agricultural firm, Akra Agriculture Partners, which has remained inactive since she invested.
Mr. Siv, a Cambodian-American, served as U.S. ambassador to the U.N.’s Economic and Social Council from 2001 to 2006 and is the author of the celebrated Khmer Rouge survival memoir “Golden Bones.” In 2012, he returned to Cambodia and began to promote Akra, which was registered in the U.S. and billed as an ambitious rice farmers’ cooperative that would help maximize profits for Cambodians on the lowest rung of the economic ladder.
Mr. Siv and his partners—prominent Cambodian-American businessman San Richer, New York State Assemblyman William Nojay and Thomas Willems, former director of the Cambodia International Education Support Foundation-USA—were summoned by the Phnom Penh Municipal Court on July 7 and ordered to remain in Cambodia, according to a letter signed by deputy prosecutor Buninh Bunnary.
“The prosecutor of the Phnom Penh Municipal Court has summoned San Richer, Sichan Siv, Thomas A. Willems, and William R. Nojay to come to the court to answer questions regarding the complaint by Eng Lykuong,” the letter states.

Tea Banh Says More Soldiers are Headed for Phnom Penh [Brigade 70 is Hun Sen's private army unit so Hun Sen is paranoid and didn't trust anyone from his own party, especially Sar Kheng and Say Chhum, that's why he recruited more his bodyguard units]

BY  | the cambodia daily, SEPTEMBER 1, 2014
Defense Minister Tea Banh on Saturday said he would add some 700 additional soldiers to the ranks of the military’s Phnom Penh-based Brigade 70 next year so the unit can better help local military police quell protests.
Speaking at the brigade’s live-fire training exercise in Kompong Speu province on Saturday, General Banh said that Phnom Penh was experiencing a decline in the number of protests since the height of political and labor unrest in December and January, but said a group of individuals, who he did not name, was still inciting protests in the capital.
“Although the [overall] situation has improved a little…the situation in Phnom Penh is still a problem,” Gen. Banh said. “They go to collect people from here and there, and everywhere there is a land dispute.”
Gen. Banh said military police are unable to handle the influx of protesters, and have asked for help.
“Brigade 70 is in need, so I have agreed to recruit 700 more soldiers in 2015, because this year we have financial constraints,” he said.
Rights groups have criticized both the army and military police for their handling of labor demonstrations in late 2013 and early 2014, during which government forces fatally shot at least seven people, including two bystanders.

Vietnam – Cambodia
The welcoming ceremony for Samdech Heng Samrin, Cambodian National Assembly Chairman who pays an official visit to Vietnam, is held at the Government Guest House.

At the meetings with the Vietnamese leaders, Cambodian National Assembly Chairman Samdech Heng Samrin expressed his deep gratitude to Vietnamese Party, State and people for saving Cambodia from the genocidal regime, and helping in its national reconstruction. He also noted the great sacrifices of volunteer Vietnamese soldiers for the freedom and independence of Cambodia.
The Vietnamese leaders affirmed that Vietnam always respects and gives top priority to fostering and developing sound neighborly relations, traditional friendship and multi-dimensional cooperation with Cambodia. That is the valuable estate of the two nations which needs to be maintained, developed and handed down to the next generations.
Confirming that Vietnam is the leading economic partner of Cambodia, Chairman Heng Samrin said he hopes that Vietnam will continue assisting Cambodia’s development by boosting partnership in economy, trade and investment and encouraging Vietnamese enterprises to invest in Cambodia with the aim of creating the strategic connection of the two countries and a long term connection between the people of Vietnam and Cambodia.
The leaders also highly evaluated the cooperation outcomes of the two National Assemblies and hoped that the two NAs continue to foster cooperation, sharing experiences in law-making, supervising and deciding important issues of the nations; strengthen inspecting, speeding and steering ministries, sectors, localities and enterprises effectively implement signed agreements between the two nations and the two NAs, contributing to deepening the traditional solidarity and the comprehensive partnership of Vietnam and Cambodia.
