Prime Minister Hun Sen stressed the importance of high-calibre human resources during the launch ceremony yesterday of the Public Financial Management Reform Program (PFMRP) – Stage 3.
“To increase the efficiency of the public financial sector and reforms, all ministries should promote leadership within their institutions . . . and motivate and provide opportunities for those who have the capacity to fulfil the duties,” he said.
The third stage of the PFMRP focuses on implementing budget-policy linkages aimed at transforming the input-based and centralised system public financial management system into a performance-based and decentralised system, he added.
