Rumour circulating among hard core CPP supporters maintains that "Samdaach Techo" is unfairly accused of being a "coward" for failing to press the Thais to comply with the ICJ resolution on troop withdrawal from identified disputed areas along the common border. Presently the Thais are known to be still stationing military garrisons on Cambodian soil, yet Samdaach in his wisdom opts to avoid any situation of political tension that could lead to military clashes with Thailand. We have heard similar reasoning from the Deputy PM Hor Namhong about the financial burden of taking Vietnam to an international tribunal over territorial disputes, and this line of reasoning boils down to Cambodia's desire not to disrupt her economic development at this stage. 

But, it's hard even for the most disingenuous and cynical of the regime's loyalists not to see how the reality of economic development as such has been, and is being, bedevilled and undermined to the core by rampant systematic corruption that impairs and cripples the very life of ordinary Cambodians in the millions; a cursed reality that not even the most sanguine and optimistic of economists armed with an array of GDP statistics and the like, or the rising [and mostly empty] sky-scrapers in the capital could conceal. A few billions of dollars lost through corporate or official corruption a year maybe deemed not too inimical to the developed economy of most countries, but for a small agrarian nation struggling to even feed itself from one day to the next, this is no joke; it is a tragedy.
