The CPP spokesman and Information Minister H.E. Mr. Khieu Kanaharith was quoted by the Post as saying that “Prime Minister Hun Sen has demanded all officials of the CPP at all levels to show . . . that the CPP has the ability and capacity to perform their work in accordance with the demands of the people”.
But both Samdech Prime Minister Hun Sen and the CPP spokesman appear to be remaining tight-lipped on the kind of people's demands they are talking about. Are they endemic corruption and abuse of power? Mismanagement of land concessions and deforestation? Inept judiciary and widespread people's discontent? Inadequate education and health systems when faced particularly with Cambodia's integration into ASEAN community this year? Or are they illegal migrants and the irrelevancy of the four Cambodia-Vietnam Friendship Treaties which are obviously shaking to the core firstly Cambodia's independence, sovereignty and territorial integrity, and secondly, the spirits of the 1991 Paris Peace Accords?
In my opinion, the rejuvenation strategy will work only when the following three critical issues are dealt with immediately:
1- All CPP old and inept officials must be given a redundancy package immediately in order to pave the way for fresh blood and up-to-date talents,
2- Present judiciary system must go through a thorough and meticulous examination in order to clean it up, hence to gain back public confidence,
3- A solemn declaration on attempting to invalidate in the near future the four Cambodia-Vietnam Friendship Treaties adopted shortly after the crowning ceremony of present King, His Majesty Samdech Preah Boromneat Norodom Sihamoni, on 14 October 2004 in order to annihilate once and for all the CNRP's propaganda factory which has manufactured only lies in 2008 and 2013 election campaigns about the CPP being Ayong Yuon in Khmer or Vietnam's valets in English.
Without addressing immediately these three pressing issues, the CPP Extraordinary Nationwide Congress which ended on Sunday 1st February 2015 will be deemed by the general public both local and foreign as non-responsive to the demands of the people, especially the ones who have voted for the CPP.
Sydney, 2nd February 2015.
