Vietnamese leadership knew they did not have the economic power like China to bribe Cambodia. Vietnam must be humble and deal with Cambodia with respect. Further more, with minimal resource, Vietnam agreed to divert electricity to Cambodia to quickly pump up the garment industry. Thus Cambodia did not have to wait 4 years to build the power plant before building the garment factories.
But the electricity is the control Vietnam wield against Cambodia to counter China's billion of aids, loan and projects. Now Japan is openly challenging China. Japan is the new replacement for China's economic carrot. Mr. Hun Sen can drop China's money and substitute with Japan's money.
In long term, if you want to last, you go with country such as Japan who will not threat your local markets with low cost China's produce. Japan is a high-cost country.
I am sure Mr. Hun Sen knows this. Rainsy has an MBA. He should know the threat of China's low cost industry which will crush Cambodia's nascent light industry. Either he does not know or he does not care. Siding with China is signing the death sentence to Cambodia's long-term economic survival.
