Hun Sen will never agree to sign anything that he didn't want to sign, unless he has no choice. In the case of Sam Rainsy's pardon, regardless of whether Hun Sen signs it or not, Sam Rainsy will still return to Cambodia and that Hun Sen will not dare to arrest him for fearing voters' and international backlash. He fears of losing face for not daring to arrest Sam Rainsy, so the easy option to save his face is to sign/request a royal pardon. If that's the case, do we think Sam Rainsy owe Hun Sen anything as Mr. Hun Sen seems to imply here? - Khmerization.
PHNOM PENH (The Cambodia Herald) -- Prime Minister Hun Sen recounted his efforts for the national reconciliation, saying that he signed with tears a request for a royal pardon in order to pave a way for the return of the opposition leader Sam Rainsy, who is currently his fierce political enemy.
Hun Sen said on the day of the death of his father, who passed away on 12 July 2013, he signed a request to ask the King to pardon Sam Rainy for the sake of national reconciliation in order to enable Sam Rainsy, the President of the opposition National Rescue Party, to join the last July elections.
He added that in contrast, Sam Rainsy now wants to overthrow the government.
He said he would deal with anybody who dares to overthrow the government.

8. Cambodian workers have been sent to overseas to work, such as South Korea, Malaysia, Singapores, Thailand, Philippine, etc., to survive and feed their families, also, they have been asked to pay taxes. This is not very fair to Cambodian people.
9. Transportation and traffics have not been improved for over 30 years under the stinky leaderships of criminal Hun Sen. Roads, bridges, railroads and waterway have been awefully dirty, terribles and have not been developed or built. Cambodia is not belonging to criminal Hun Sen.
10. Natrual resources, forests/woods, and everything have been shipped or transported to evil Vietnam by illegal Vietnamese companies under criminal Hun Sen's illegal CPP government. Cambodia is not belonging to criminal Hun Sen.
11. Khmer Rouges trial has not been successful and wasted a lot of millions of dollars from donors. So, CPP crooks as judges (Yuon/Vietnamese) under criminal Hun Sen's leadership, have been paid a lot of money and taken advantages of millions of dollars for almost ten years.
