Approximately one hundred members from each unit of the armed forces, military police, and national police have been deployed to Phnom Penh to “ensure political stability and security” until the new government is formed, a military police official said Thursday.

“[They] have been mobilised from nationwide in order to ensure political stability and security until the official formation of the new government,” Kheng Tito, spokesman of the National Military Police, said.

“Not to worry, this is an advance measure of the armed forces to prevent any bad situation that may happen during the caretaker government period. We have to ensure security and social stability until there will be new government.”

Troops were reported seen moving along national roads toward areas around the capital.

On Tuesday, opposition Cambodia National Rescue Party leader Sam Rainsy vowed widespread demonstrations if final election results don’t reflect an opposition win.

The party later stressed that they viewed protests as a worst-case scenario and had called only for peaceful protests. The government, in turn has said it might view such moves as “rebellion.”

CNRP deputy president Kem Sokha, meanwhile, gave a speech just after Rainsy in which he said upwards of 70 per cent of the armed forces and civil servants were believed to have voted for the opposition – who have promised large raises for their ranks.


Spokesman for the Council of Ministers, Phay Siphan, said troop movement was strictly to ensure security, and took pains to highlight Sokha’s statements as patently false.

“I would like to reject and express strong regret over the comment… which exaggerates the information and attacks and insults RCAF (Royal Cambodian Armed Forces),” he said.

“It was intended to break the will of [military] personal and the [armed force units] of the RCAF, to turn them away from the duty of protecting the nation, protecting the democracy and the rights of the people.”

Multiple calls to Defence Minister Tea Banh, National Police spokesman Kirt Chantharith, and a number of other high-ranking military officials went unanswered.

Though government officials sought to paint the movements as “ordinary,” the opposition said they were anything but.

CNRP spokesman Yim Sovann said the troop movements were doubtless intended “to intimidate us.”

“Violence and intimidation will never be able to kill justice, will never be able to kill the will of the people,” he said, before shooting down intimations the party hadn’t made enough efforts to negotiate.

“How many letters have we sent to the NEC and how many to the requisite mechanisms asking them to solve the problem?”

This shows that Hun sen will cling to power no matter, even if he loses the election. I think in the end, Hun sen's fate will be no different from that of Saddam Hussein's and Gaddafi's because he resists a smooth change and a smooth transition to democracy.

Security reinforced against possible riot from CNRP to claims illegality of legitimate poll result. The move responded to the declaration of Sam Rainsy who called for countrywide protest against election result which humorously has not been announced. In which case, the protest and riot have been pre-planned prior to the election date.

Think about the economy. Who will cling to power when CPP still win the election? CPP already made concession but refused by Sam Rainsy who afterward order the protest and then leave the country and his people once again.

Hun Sen is very good at killing khmer people, but he is cowardly dare to fight his neighbor. I am not surprise to see his incapable military because he just try to scare CNRP. If HS kills innocent people , his time will come for sure. We just have to wait and see.

9 August 2013 11:28 am. No you are wrong. Because CNRP won the election, but Hun Sen refuses to accept the result and used the media and military to create fake result. Only Hun Sen and CPP have the guns and weapons to kill Khmer people. It would be an arap spring if Hun Sen used those on the Vietnamese to save Khmer Krom.

We don't think CPP won the election because of the result of CPP with 68 seats and CNRP with 55 seats. There is no transparency of voting counts, but cheating, voting buying, CPP threats to Cambodian people's lives, intimidation, irregularities, CPP-Owned Medias/TVs and Telecomm., and more. Again, CPP did not or have not won the election. CNRP is a winner with 63 seats and CPP with 60 seats even though the NEC is not independence because of CPP control over NEC and corruptions or by military bodyguards and polices provided by his Vietnamese partners in Hanoi like PM Dung of Communist Vietnam.

Opposition Parties like CNRP, KAPP, FUNCIPEC, CLD, etc., do not own any medias, cable TVs, information ministry dept., education detp., but only CPP.

That is why the fake information has been announced by corrupted and crooked CPP officials of Hun Sen, that CPP won.

Again and again, Yuon/Vietnamese CPP of Vietnamese Installed Prime Minister Hun Sen LOST the election on July 28, 2013 and CNRP of Mr. Kem Sokha and Mr. Sam Rainsy WON the election with 63 or more seats vs 60 or less seats with vote fraud and irregularities.

So, please don't believe CPP Medias/Cable TVs announcement and News because CPP Officials are misleading the information and medias in Cambodia.

CPP is a loser of all time.
