Allowed entering Vietnam, many Cambodian buses offer free services for
Vietnamese to gamble in Cambodia, said a HCM City police official.

In
the petition to the National Road Administration, Deputy Director of
the HCM City Department of Transportation – Mr. Duong Hong Thanh,
reported that at the time the Vietnam-Cambodia agreement on land
transportation took effect, only 40 cars of each country were allowed to
cross the border. However, the number of vehicles has increased to 450,
with a lot of problems.
According to the Department, the number
of cars has increased by more than 10 times, but the number of tourists
from Cambodia to Vietnam is small. Most of the passengers are
Vietnamese.
Through Cambodian-managed agents and companies in
Vietnam, these cars transport Vietnamese passengers for free from
Vietnam to Cambodia to gamble. Cambodian buses also transport Vietnamese
traveler within the territory of Vietnam.
The Cambodian coaches
often use fake vehicle registration and fake driver's licenses or papers
in Cambodian language. When they were stopped for breaking the law,
Cambodian drivers often pretended to not know Vietnamese.
With the above shortcomings, the HCM City Department of Transportation proposed stricter control of Cambodian buses in Vietnam.
