leader Kem Sokha said Friday that the merger with the Sam Rainsy Party
would be through a new party and that neither of the existing parties
would be dissolved.
"The Human Rights and Sam Rainsy parties will not be dissolved even though a new party will be formed," he said.
Following the merger agreement signed with exiled opposition leader Sam Rainsy in Manila on Tuesday, he said the two parties had discussed political and legal issues to finalize the merger to compete in general elections next year.

This is only a technical maneuvering to comply with the existing NEC rules, before the 2013
General election.
